Announcement was made in the morning press today that Andrew Carnegie intends to pension future ex-presidents and widows of former and future ex-presidents. They will he forced to struggle along on 25,000 a year. It will be noticed that a well known resident of Oyster Bay is barred from the steel king's charity list and that the first beneficiary would be William Howard Taft of Cincinnati, who loses a $75,000 a year job next March. Grand idea a great help to our poverty-stricken nation and splendid advertising for Mr. Carnegie, who has been off the front pages of the newspapers for nearly two days. And what a splendid opportunity congress now has to take advantage of the Iron Master's well known liberality. For instance he might be persuaded to take over the national debt, pay for the Panama canal and assume the government's pension obligations. But before Mr. Carnegie takes over the entire government we desire to timidly Inqiure why his discrimination against Theodore Roosevelt? During the past campaign we were told repeatedly and heatedly by the Republican and Democratic press that the colonel was the boon companion of the steel interests and all the tariff barons, so we pause to wonder now why the master of Sagamore Hill has been cut off without a cent by the Iron Master.

In 1862 he led a memorable expedition from Natal j to the Interior of Africa, and was one of the first Europeans after Dr. Livingstone to reach the Victoria Falls of j the Zambesi River. . Seriously speaking it is to be hoped that Mr. Carnegie's undoubtedly well intended proposal will be ignored by the parties concerned and that a hint be dropped to him to devote his fabulous fortune to endowing institutions for scientific investigations, building more libraries and financing the peace movement. If our ex-presidents and their widows are to be pensioned let these pensions be paid by the government and not by any private citizen. The plan proposed by Mr. Carnegie is a reflection on the federal government and may prove embarrassing to its proposed beneficiaries. We believe that any president who serves as chief executive one or more terms and survives the ordeal is entitled to be retained on the payroll the remainder of his life, and, on his death, have his pension transferred to his widow. Not only do many people favor pensioning ex-presidents but believe that retiring chief executives should be made senators-at-large so that the government may continue to have the benefit of their training and experience in dealing with public affairs acquired in the highest office in the gift of the American people. It always has appeared absurd for the republic to force a" former president into private life when his highly efficient services could be retained by bestowing on him a senatorial toga, as has been suggested.

In their joint debate at the Coliseum last night former governor J. Frank Hanly presented a very popular but, at this time, extremely idealistic argument In favor of International disarmament, while, in our opinion. Captain Richmond P. -Hobson advocated a thoroughly sane policy for the United States to pursue; that is to maintain a powerful navy until such a time when all the nations of the world will agree to substitute arbitration for war, and, judging from conditions in Europe and in the Orient,- that day seems to be far distant. As long as this country is confronted with the menace of a heavily armed and land-greedy German kaiser, on one hand, and an ambitious and combative Japan, on the other, great floating walls of steel must patrol our coasts, back up the Monroe Doctrine with something more than Yankee bluff, and safeguard our distant island possessions. The United States can afford to build dreadnaughts and the money spent on them can be regarded as premium paid for a national insurance against war. Last year the Democratic house of representatives, In the throes of a hypocritical economy spasm, first refused to continue the naval policy of two line-of-battle ships a year but such pressure was brought to bear on the house that it finally agreed to an appropriation for one dreadnaught. It is to be hoped, however, that during the coming session of congress the two battleships a year policy will be restored.
