MttS. HETTIE GREEN. Mrs. Hettie Green, the New York ftftahotar who is popularly known as the richest woman In the world," was horn In New Bedford, Mass., Nov. 221, 3335. Her maiden name was Hettie Htvwlamd Robinson and her father was ftltward Mott Robinson, a New Bedford manufacturer and capitalist who died In 1865, leaving her a large fortune. Following the death of her mother the future financier passed much of her time with her aunt, Mrs. Howland, in New York city. Her education was received at a privte school in Boston. In 1867 Miss Robinson, as she then was, married Edward H. Green of New York. Mr. Green was a man of wealth, but as a result of speculations he had lost moat of his fortune before his death In 1902. Mrs. Green, on the other hand, handled her money in a masterly way and in the course of time accumulated a fortune that is estimated to amount to between $75,000,000 and 1100,000,000. She has two children, a son, E. H. R. Green, and a daughter, who is the wife of Matthew A. Wilka of New York.

Will You Enlist in This War? No more important work is being conducted in this country today than the crusade againt tuberculosis, the dread white plague, a disease more. Americans die from annually than any other on the long list of afflictions common to humanity. The people have been enlisted in this fight for without their aid it would be a useless undertaking. An immense fund is spent each year in the attempt to exterminate the disease and satisfactory results are already apparent. But the fight has Just begun and must be prosecuted more vigorously each year until this work is crowned with victory. The revenue to conduct the crvsade against the white plague is derived almost entirely from the sale of Red Cross Christmas seals, and these sales are to begin simultaneously throughout Indiana on Thanksgiving day. The mark aimed at this season Is 2,000,000 seals, and it is the policy to place in agents hands twice as many as will be sold so that there may at all times be a supply on hand. The campaign is being conducted by the Christmas Seals Commission of the Indiana Association for the Study and Prevention of Tuberculosis. This commission is composed of Severance Burrage, James W. Lilly, Dr. Theodore Potter, Mrs. Lew W. El-lingham and Dr. Henry Moore. By a new arrangement, ninety percent of the total amount raised by the sale of seals in Indiana this season will remain in the state as a warfund for carrying on a vigorous fight against tuberculosis. And it Is the policy of the Indiana Association to leave as much of the money as possible in the communities where it is raised. This is especially true In counties where there are regularly organized Associations for fighting tuberculosis, such as Wayne county has. Indiana made the largest gain of any state in the sale of seals last season and the National Association for the Study and Prevention of Tuberculosis, which is directing the national campaign has set a high mark for Indiana to reach this year. It is believed that a number of communities will raise enough money by the sale of the seals to enable them to establish camps for the treatment of tubercular patients. Others will use the money for educational purposes. The seals sell for one cent each.and although they are not good for postage, they carry cheery holiday messages when placed on the backs of envelopes or on packages. Let every one buy a big supply to lend a helping hand in the great movement.

Pie hungry Democrats will meet with a terrible hock after March 4, next year, for President-elect Wilson Is a strong supporter of the merit system, being vice president of the Civil Service Reform League, consequently there will be no "free lunch" counter established in the white house. It was another Democratic president, Grover Cleveland, who placed the civil service on a solid foundation, only to have his good work ruined by his Republican successor, Benjamin Harrison, and Harrison's activity in re-establishing the 'spoils system, antiquated even at that period, played an Important part in his defeat when a oandldate for re-election. McKinley profited by Harrison'8 blunder and was a good friend of the civil service system, but it was under the Roosevelt administration that the merit system developed most. President Roosevelt practically placed the entire post office department under the system, even including some classes of postmasters, and he also remodeled the consular service and placed it on the civil list. Today the United States consular service compares favorably with that of any other nation. The diplomatic corps, which formerly provided soft berths for Incompetent political leaders, was also placed under the civil service by President Roosevelt, to a considerable extent, and now a young man who enters Uncle Sam's foreign service can make diplomacy his life's work, if he chosen, being assured of promotion even to the post of minister. Ambassadorships are still rewards for political services rendered a successful candidate for the presidency, but this is so because only wealthy men can hold the posts. When congress provides large enough salaries for ambassadors even these highly important positions may be placed on the ivil Bst and the posts filled by trained diplomats. President Taft has not tampered with civil service. In fact he defended it from an attempt of its enemies, this year, to limit the occupancy of a position under the civil service system to seven years. How beneficial the merit system has been to this country Is illustrated by the construction of the Panama Canal. This work has been done by trained men, and it has been done expeditiously, without one scandal, and at minimum expense. What would have been the result if this great enterprise had been undertaken during the era when the spoils system reigned supreme?
