CITE REASONS FOR THE IIEEDJF CODE Commercial Club Committee Will Urge Passage of Building Code.

that revised the building code recently referred to it by the city council will urge upon that body next week the passage of the ordinance. The r committee is prepared to show that the code will not work a hardship on the man who wants to build a home at a small cost. i The committee points out that the provisions of the code will protect the man of ordinary means in the construction of a home. Appended are some of the provisions of the code. The parts of a house should be of sufficient strength for the purpose intended. Alterations that do not change the structural work may be made

without the consent of the building inspector. Alterations that do not exceed $100 may be made without notice, provided no cutting away of walls or supports is done. All timber and wood beams used in buildings shall be of good sound material, free from rot, large or loose knots, shakes or imperfection whereby the strength may be impaired. Under no circumstances shall the foundations of any brick or stone building be built upon filled or made earth. Frame buildings may be constructed on such earth. Foundations shall be proportioned to the loads they are to carry. The inspector can be removed at the pleasure of the board of works. He must be a competent builder of five years' experience, give a $2,000 bond approved by the city controller. He shall inspect all buildings that are to be erected, examine buildings reported dangerous, and not be directly Interested in building business while in the office. The city council shall fix 'his salary.

(Palladium Special) EATON, Ohio., Nov. 13. Figuring that with the coming change in the board of county commissioners a ,change in the janitorship at the courthouse will be effected, about 30 applicants are in line for the appointment. ;The present janitor is T. F. Ogden, Republican, who was appointed for a term of three months to succeed 'James A. Newton, who was defeated as the Republican candidate for county sheriff. Bratton Trial. Earl Bratton, of Gratis, indicted on a charge of assault with intent to kill Perry Kreitzer, is being tried in the common pleas court before Judge A. C. Risinger and the petit jury. Bratton is said to have started a free-for-Jall fight at Gratis several months ago, and in the melee struck Kreitzer a stunning blow upon the head. The young, man's father, Town Marshal Robert Bratton, of Gratis, also became active in the; fight, and he will also be tried later on two charges, one for shooting with Intent to wound and the other assault .with intent to .wound. The scrap is said to have resulted from community gossip concerning the domestic affairs of the younger Bratton. The elder Bratton is .alleged to have taken a shot at William Eikenberry, a well-known liv eryman and farmer, at Gratis.

corded yesterday in the office of the secretary of state. Beveridge defeated Ralston in the following counties: Elkhart, Beveridge 4524, Ralston 4185; Lagrange, Beveridge 1406, Ralston 1202; Lake, Beveridge 5445, Ralston 4853; Randolph, Beveridge 2495, Ralston 2096; Wayne, Beveridge 4554, Ralston 3797. In Wabash county, Beveridge and Ralston were tied with 2371 votes each. The total vote cast for the six candidates for Governor follows: Ralston, Democrat, 275,357; Durbin, Republican, 142,850; Hickman, Prohibitionist, 18,465; Beveridge, Progressive, 166,124; Reynolds, Socialist, 35,464; Matthews, Socialist Labor, 2,861.

Mr. Ralston's total vote was 73,136 less than that received by Thomas R. Marshall when he was elected Governor in 1908 with a plurality of only 14.453, yet Mr. Ralston's plurality is more than seven times larger. Four years ago Mr. Marshall received 348,493 votes, as against 334,040 cast for James E. Watson, Republican nominee. The Socialist vote in Indiana at the recent election was 35,404 in comparison with 13,473 four years ago.

As a result of the new pension system of the Western Union Telegraph company, Daniel Hart, employed as a lineman for the local branch, will be benefited. Hart has been employed by the Western Union company for the past twenty-six years. The company provides for a pension of 1 per cent of the average annual pay during the ten years next preceding retirement for each year of continuous service, with a minimum of $20 per month for employes aged fifty years or older who have been with the company over twenty-five years.

(National News Association) WASHINGTON, Nov. 13. One of the first questions which will be up to the Wilson Administration and a Democratic Congress will be what to do with the Philippines. The Democratic platform declares for recognition of the independence of the islands. The exact language of the Democratic platform is: "We favor an immediate declaration of the nation's purpose to recognize the independence of the Philippine islands as noon as a stable government can be established, such independence to be guaranteed by us until the neutralization of the islands can be secured by treaty with other powers." This means, if carried out, the enactment of legislation which will make the Philippines free either at the end of a specified period of years or when the islands are adjudged by this country to have a stable government. Already, the question has been given serious consideration in the House, more especially in the Committee on Insular Affairs. That committee has taken a stand for the recognition of the independence of the islands after a limited period of years. As a matter of fact, in spite of all the talk in which the Democrats have indulged as to the Philippines, it is a serious question whether, when they become responsible for the conduct of the government, they will actually vote to turn the islands loose and haul down the flag, a good many of the Democrats in the House and Senate doubt the wisdom of it. On the ether hand, some of the Republicans would gladly part with the Philippines.

President Tart is much concerned over the prospects of abandonment of the Philippines. He is going to do his utmost to prevent it. However, it is not likely that Mr. Taft will have much influence on the next' Congress,

or on the course of the next administration in regard to this matter. The facts are that comparatively few men in Congress know anything about the Philippines or the wisdom of holding to them. Men- familiar with the Philippines know that the Filipinos cannot in all reasonable likelihood maintain a suitable government for the reason that they are divided into many different tribes and peoples and are not homogeneous. If the Tagals of the island of Luzon attempt to govern the Moros, of Mindanao, or the Visayans, of the ilsand of Panay, or to lord it over Sulu, what is going to happen then? This is a phase of the question which will have to.be seriously considered. From the standpoint of the welfare of the people of the Philippines, there is little question that they are better off under the American flag. At least, this is the opinion of many men who know the Philippine situation. If the Democrats vote to turn the islands loose and let them 6hlft for themselves it will probably have to be on the the
