BE FILED Cartdidates arid Committee Treasurers Must Tell of -( Campaign Expenses. It Is required by the corrupt practices act that every candidate of every party, whether successful or unsuccessful, and regardless of whether his vote was great or small, to file a sworn itemized statement of his ex penses with the county clerk within thirty days after the date on which the election was held. The penalty for failure so to do is a fine in any sum from 1300 to $1,000, to which may be added Imprisonment in the county jail for a period of not more than one year. - It is understood that all the men who were candidates in Wayne county ape preparing to file the required statements, and that like steps are being taken by the treasurers of the different county committees, each of whom Is required to give a complete statement, under oath of all money received and disbursed by him within twenty days after the date on which the election is held, the period being ten days shorter than that which ia allowed candidates in which to file. ' Section 212 of the corrupt practices act, provides that within twenty days after every election or primary election every treasurer and every political agent shall file a full, true and detailed account and statement, subscribed and sworn to by him, before an officer authorized to administer oaths in the office of the clerk of the Circuit Court of the county in which the treasurer of political agent resides, which statement shall include the amount of money or property in each case received or promised, the came of the person from whom it was received or by whom it was promised, the amount of every expenditure made or promised, or valuable thing given or promised, or liability of any sort incurred, the name of the persons to whom such, expenditure, gift or promise thereof was made, or to whom such liability was incurred, and shall clearly state the purpose for which such money or property was so expended, separating expenditures, gifts and liabilities for elections and primary elections. The law provides further in the section that every penny handled by the treasurer must be accounted for and he must keep a set of books showing how the money he had handled has brcn received and spent. At a meeting of the board of directors of the Pennsylvania railroad today President McCrea resigned to take effect June 1. Vice president Rea was appointed to succeed him. The announcement of President McCrea's resignation caused great surprise in railroad circles as there had ben no intimation that he would sever his connection with the company. SHERIFFS MET TO CANVASS VOTES For the purpose of canvassing the vote on the candidates for joint representative and ,-ascertain officially which candidate was elected, Anson B. Miller, sheriff of Fayette county, and Albert W. Steen, sheriff of Wayne county, met here today and decided officially that Earl H. Crawford was the successful candidate. The official figures in this race are as follows: Earl H. Crawford, Democrat, 6,683, Wayne county, and 1,574 Fayette county, 5,257 total. James H. Mason, Republican. 1,932 Wayne, 1,095 Fayette, 3,127 total; John F. Clifford, Progressive, f-,4J)68 Wayne, 740 Fayette, 4,808 total; and H. A. Buckley, Socialist, 987 Wayne, 179 Fayette, 1,166 total.
JEALOUSY A CAUSE FOR THE TARRING Sweetheart of Minnie Le Valley Tells of Outrage to the Young Girl. 'National Mows Association) NORWALK, . O.. Nov. 13 Erma Swartz, aged 16, was the first witness today at the trial of Earnest Welsh, i one of the six men indicted for tarring Minnie Le Valley, a pretty 19 year old girl. Erma told of seeing men at the depot on. the night of the tarring when Minnie accompanied her to the train. Minnie was on. her way home from the station when she was attacked. Perry Fennimore, brakeman on the Wheeling & Lake Erie, and sweetheart 'of Minnie Le Valley, testified as follows: "A few days after the tarring 1 called at the Le Valley home and saw Minnie. I then went to the depot to take a train. A group of fellows, among them Earnest and Harlow Welsh, and Bill Smith, were there. Bill Smith said, 'we intend to stop Minnie from seeing men from other towns, or stop her clock.' Later I asked Earnest Welsh If he know anything about the tarring and he said he did not." Minnie Le Valley received a threatening anonymous letter by special delivery today, which read, "You have caused enough trouble in West Clarkfield. If these six men go to jail you had better look out. Death." A picture of skull and crosshijnes were drawn on the message. i 4 Repartee. FARMERS FRIGHTENED "BY TWOjOREIGNERS Syrian Takes French Leave from Hospital. Insane Man Is Held.
Residents along the Arba pike, north of Richmond, were terrorized for the last two days by men who were reported to be crazy. G. U. Casino, a Syrian, employed in a P., C, C. & St. L. railroad construction gang at Germantown was seen walking about the roads with his head1 swathed in bandages. He could not speak English and was thought to be insane by farmers. He was taken to Richmond by John Cohn, of this city, who is able to speak Syrian. He proved to be the man who had been sent to the Reid Memorial hospital from Germantown where he had been injured when he jumped from a fast moving freight train. He was sent to the hospital to have his wound dressed. As he was able to get up for breakfast the next morning, he thought he was dismissed from the hospital, and unbeknown to the hospital authorities left the hospital, going north and expecting to reach Germantown. The hospital authorities notified the police that the foreigner had plenty of money and had not paid his bill. He will be asked to settle. A man giving several names to the police who probably is insane, aroused the same neighborhood Sunday. He went to several farm houses and applied for work. He was accepted but discharged at every place. At one place his employer and wife were awakened to find their new hand standing over their bed with an axe, and he appeared to be about to use it. He was overpowered and dismissed. He then went to the farm house of Jesse Brown, where he was given employment. At the supper table the man suddenly drew a razor and proceeded to curse Brown and his family. He rushed up stairs and closed the door of his room. Brown then barrieaded the door and telephoned to Richmond for assistance. Sheriff Steen and Chief Gormon answered the call and brought the man to Richmond. He is about forty-five years of age. He will be confined to the county jail until he is identified. Humidity. Humidity Is a term which Is coming Into general use and Is often spoken of without a definite understanding of what It means. MARQUARD IS SUED BY IRATE HUSBAND
(National News Association) NEW YORK. Nov. 13 Joseph Kane, actor and theatrical booking agent, brought suit today for $25,000 against Rube Marquard. the star pitcher of the New York Giants, alleging alienation of affections of Mrs. Kane, known on the stage as Blossom Fealey. She has been Rube's vaudeville partner in an act dealing with Marquard's winning nineteen straight games for the Giants last season. A few days ago Kane surprised Marquard and Mrs. Kane in a hotel room at Atlantic City, but they succeeded in getting out of the hotel and escaping in an automobile. MARTIAL LAW FOR THE IOWA CAPITAL Teamsters Strike May Spread and State Troops Are Ready to Act. (National News Association) DE3 MCINES, la., Nov. 13. Saloons in Des Moines were closed today because of rioting in the teamsters' strike. Governor Carroll, Mayor Hanna and Chief of Police Denny went into conference at noon to discuss calling out the state militia to stop the riots. General Logan of the national guard is here with two companies of militia ready for service. Five hundred striking transfer teamsters are now out and with prospect of a general sympathetic strike it is probable the city will be placed under martial law tonight. NO NEW RECRUITS No new recruits for the navy have been enlisted from Richmond after the election as was expected by the local recruiting officer. Throughout the state eleven men were recruited last week which is four more than the average. An average of two hundred and fifty men are enlisted each month throughout the United States. TURKISH CAPITAL IS TO SURRENDER Defenders Resigned to Fate Bold Feat of a Bulgarian Aviator.

That the fall of Constantinople is immij nent was indicated in a telgram from that city this evening which states that at a council of war today the Turkish officers agreed that the position of the army defending the capital is hopeless and could not much longer withstand the Bulgarian assault. A BOLD FEAT. SOFIA. Nov. 13. Aviator Efimoff of the Bulgarian aviation corps made a spectacular flight over Adrianople today, dropping a dispatch into the city from the Bulgarian commander, demanding that all Bulgarians who are non combatants, in the "city, be allowed to depart. The Turks Ired on the aeroplane, damaging it but the aviator was able to make a landing northwest of the city. Rifle fire was first directed against the aeroplane and several bullets pierced the wings. The Turkish artillery then began shooting and half a dozen projectiles whlased by the birdman. The frame work of his craft was splintered, but the motor was untouched. "Blatherskite." "Blatherskite" la an Americanism, or, rather, an old word which has survived chiefly In American usage. EVIDENCE IS IN All evidence in the case of the' Waverly Company versus Albert WY Reed, which is being heard by a jury In the Wayne circuit court was submitted when court adjourned this afternoon. Tho Waverly company filed suit on account, demanding $125. Reed purchased an electric automobile from the company in 1910 and the company alleges that he still owes $125 on the machine. Reed contends that the price of the machine was $2,530. The plaintiff claims the price was $2,675.
