SOCIETY TO CHANGE ITS CONSTITUTION Anti-Tuberculosis Society Appoints Committee to Draft Constitution. The Wayne County Anti-Tuberculo-sia society last evening appointed a committee to revise the constitution, nominate officers, and appoint subcommittees for the purpose of animating interest in the purpose of the organization and of making the provisions of its constitution conform with
the Indiana Association for the Pre-J
vention and Study of Tuberculosis. This step when executed will make the local society an integral part of the national association. The committee consists of Mrs. (Benton Addington, Miss Emma Kemper, Dr. Edgar S. Bond, Rev. C. Huber, Dr. N. S. Cox, Ensign Deuter, George
i Bishop, DryP. Busche, and Mrs. Ed. I Crawford. - The committee will meet soon to aci complish the purpose of Its appointj ment and will report back to the so- ! ciety at a meeting subject to the call j of the President, B. F. Wissler, of Camj bridge . City, and Secretary Dr. Edgar S. Bond, this city. In an Informal discussion of the j needs of Richmond and Wayne county I regarding consistent agitation against jthe danger of tuberculosis, it was
pointed out that Wayne county stands second highest in Indiana in the mortuary record of deaths from tuberculosis. Sixty Indiana counties are organized, Wayne being one of the few that is far behind in Its zeal for sanitary improvements. This was regarded as remarkable in view of the fact that Wayne was one of the very first counties to organize an anti-tuberculosis society and gave one of the first large exhibits in Indiana, showing how to prevent the disease.
Manner of the Operation of the U. S. Electoral College Was Explained
Very few people in Richmond, and the Sixth district too, fully understand just how, when and where a
president and vice president are really, elected, or the manner by which such political machinery is manipulated, from start to finish. In the first place, the constitution of the United States declares that a man to become a candidate for president or vice president, as the vice president must have all the qualifications of a president, must be a native
candidate would receive a half vote, etc. After the national convention is over and the candidates for president and vice president are nominated, all those numerous delegates are not needed any more, for their work in ended, and so the comomn voter is not to be used again, either, till thi general election in November. Then the ordinary voter goes to the polls and votes for those presidential electors from his district to vote directly

Now, to start the nominating and election of them, there must be a starting point. Every voting precinct in the county, state, district or nation must have a committeeman, or chairman for each political party, to call the voters or precinct committeemen or county, district or state chair
men together to consider political
business at various times. So the
first thing to do in starting a presidential campaign is for the county chairman to call or order a precinct election or convention to select delegates to a congressional district convention to be held somewhere in said district; later to nominate a man for congress from that congressional district for that certain political party. Those delegates selected at those precinct elections are also authorized to select two delegates from that congressional district as delegates to the national convention, whenever held, to select candidates for president and vice president. These congressional delegates are also authorized to select one man as presidential elector from that district to vote directly for president and vice president, in the electoral college. when it meets. The state delegates selected at the precinct election meet at the state capital usually, and nominate the various state officers besides selecting four delegates, sometimes six, eight or more, to go to the national convention and help select candidates for president and vice president. These four or more national delegates are selected from different parts of the state and are called delegates at large
to represent the two United States j
senators from that state. The state convention delegates also select two presidential electors to vote direct for the candidates for president and vice president in the electoral college when it meets. Thus it is seen how the common
president of his political party and belief.
The common voter and the dele
gates of all kinds are done with, yet
there has been no president and vice president elected. It is now up to the presidential electors to decide who U to be president and vice president of the United States. If Indiana voters had decided for the Progressive presidential electors, then those elected to go to the state capital at Indianapolis and vote separately for president and vice president, some time in December, and make a list of votes and number of votes cast for each president and vice presidential candidate and sign it and seal it and send it directly to the president of the United States senate at Washington, D. C. If Texas voters prefer the Democratic candidates for president, then the Democratic presidential electors of that state go through the same process and so with all the different states. Then the second Wednesday in February, the president of the United States senate in the presence of the members of the house of representa-

those lists from the various states and count the votes and the two persons who receive a majority of all votes cast by the presidential electors are declared elected president ani .vice president of the United States for the next four years. But If there has been no majority of votes cast then the election goes into the United States congress.
