Widow of Murdered Gambler

The only certain bidder on the proposed water works contract is the Richmond City Water Works company whose superintendent announced positively that his company would submit a bid. It is not believed that E. M. CampHeld will submit a" proposal to the city. Mr. Campfield has announced repeatedly within the last three weeks that he was ready to go to New York to confer with the parties that are said io be backing him. Today Mr. Campfield said that he believed he would bid, but added that he "might have to go to New York." McArthur and JIcArfhur, New York brokers, have addressed a communication to the city authorities asking for plans and specifications, and it is expected that the firm will try to secure the franchise.

PUGILIST KILLED

Dies from Result of a Knockout Punch.

SUNBURY, Pa., Oct. 17 Clyde Lincoln, a 17 year old pugilist of Williamsport, Pa., died today from injuries sustained In . a six round boxing match with "Reno Bill" Tyson, a colored boxer of Harrisburg, last night. Lincoln was knocked unconscious from a blow on the jaw in the fourth round and never recovered. Tyson is under arrest.

New Ordinance Won't Follow All Rules of Department

Gardner, city attorney, held last evening, the text of the meat Inspection ordinance to supplant tne one now in force was discussed and a rough draft of the measure drawn up. The city council by adopting the re-, port of the committee which investigated the withdrawal of meat inspection fro mthe llolzapfel plant, practi- ; t ally abrogated the present ordinance j which is based on the rules ana regu- ; lations of the department of agricul- ' ture governing meat inspection. The new ordinance will contain provisions that incorporate some of the rules of the department of agriculture, j

but inasmuch as the Holzapfel plant

does not meet '.vith the approval of the I federal meat inspectors, a number cf improvements for this plant suggested ! by the government of necessity will j not be included in the new ordinance. '

The rhangps in the ordinance will provide for federal inspection at the Stolle plant and for city inspection at the hands of a competent butcher in the Holzapfel plant. Certain provisions for the transportation of meat in the city will be included. The board of health under the proposed ordinance will have the right to order changes and the packers will be compelled to obey them.

Boston's famous "cradle of liberty," had another favorite child today, when the victorious champion Red Sox were fciven a big welcome and received by Major Fitzgerald and the people in general. The historic hall was crowded with fans who lustily cheered the team members. The hour for the reception was fixed at noon so that clerks, department store girls and State street brokers and others could attend. Preceeding the reception there was an automobile parade for the champions. In Faneuil Hall speeches were made by the Mayor and other prominent fans, and President McAleer, Manager Jake Stahl and Captain "Heinie" Wagner.

(National News Association) NEW YORK, Oct. 17. Witnesses in the Becker murder trial testified today that telephone connections were made with Becker's living apartments at 3 o'clock on the morning of the assassination of Herman Rosenthal. After three minutes conversation Becker left the house. This testimony was offered to corroborate allegations that Lieut. Becker talked over the telephone with Jack Rose and later met him personally by appointment. Former district attorney Jerome will be a witness for Becker In an attempt to impeach the truth of Jack Rose's confession. Becker himself also will take the stand.
