CHILDREN OF THIS HflTIDII NEGLECTED Child Life Not Protected or Conserved, Hygiene Con-, gress Is Informed. (National News Association) WASHINGTON, Sept. 27. "In America, with characteristic disregard of our natural resources, we have not protected and conserved our child life," was the declaration of Miss Clara D. Noyes, general superintendent of training schools of Bellevue hospital, New York City, in an address here today before the International Congress of Hygiene and Demography. "We have not recognized the midwife," continued Miss ' Noyes, "as a necessary part of our social structure. Attempts have been made from time to time to eliminate her, always unsuccessfully however. We have closed our eyes and let her alone, without means of education and without adequate laws for control and supervision.' "In the United States in 1910 there were 154,375 babies who died before they were one year old. "In facing this appalling early
slaughter of the innocent," said Miss Noyes, "we cannot ignore a single contributing factor. The conclusion of the whole matter seems to lie in intelligent motherhood, since this is the case and we are aware that fifty per cent of all the births are attended by a class of untaught and untrained women, who as a rule, are densely ignorant and unspeakably dirty, we are neglecting at the fountain head the health and possible wealth of our nation. The midwife, for whom no opportunity for education has been provided, cannot be expected to teach to mothers that which she herself . has never been taught." A Great Carelessness. Dr. S. W. Newmayer, head of the division of Child Hygiene, Bureau of Health, Philadelphia, addressed the Congress on the same theme and again called the attention of his hearers to the great number of births that are attended by either ignorant mid-wives or students. Dr. Newmayer asserted that only about fifty per cent of the births of this country are attended by reputable physicians. In his address on "Physical Efficiency Tests," Dr. James A. McCurdy of the Y. M. C. A. Training school, Springfield, Mass., stated that, "Diseases of the nervous system, of the heart and of the kidneys are increas
ing under modern conditions .among high school pupils." A striking series of studies representing four years work with high school boys by Dr. McCurdy was summarized in his paper before the congress. Children formerly learned by aiding their parents, now they learn by going to school. They now use chiefly the highly specialized muscles used in speaking, writing , and close vision, rather than the large muscles of the trunk and legs. The school activities have markedly reduced the activities ' related to health and have increased those which tend towards disease. Dr. McCurdy showed the necessity of having the large basal muscles of the legs and trunk sound and strong if we would have the individual healthy from the standpoint of the nervous system. ; - ' '

Complaint on a promissory note was filed in the Wayne circuit court -by Charles E. Ferrell versus Chester Anderson. The demand is $59.47. The plaintiff alleges that the note was given August 7, 1911 and due January 7, 1912.

A partial eclipse of the moon occurred yesterday morning and was observed by several Richmond residents. It was visible all over the United States with the exception of the extreme Eastern part. The moon passed within the shadow . of the earth at 5:12 a. m. and did not emerge until it
