Pate, The Progressive Platform ' The Trusts It is pretty generally realized nowa days that it is better for the eltrxens to have monopoly control of such city utilities as telephone, , gae, etectrio light, water, and street cars rather than competition. Two telephones on one desk are a great nuisance, two 'gas or electric companies tearing tip one set of streets ditto. As a matter of fact, the competing public utility companies al most invariably merge before many years go by, which is pretty good proof that there is an economic law at work beneath the surface which compels them to consolidate. But of course the cities couldn't put themselves entirely at the mercy of those utility companies which are natural monopolies. So cities are com ing more and more to reserve for themselves a rigid control of the monopolies, fixing prices, etc. In fact, it might be said that it is the modern rule for city and the public utility corporation to go into partnership to gether, as in the case of the surface street car system in Chicago. The Democratic trust plank of 1912 is but a regurgitation of the Populistic planks of Mr. Bryan's boy orator days. He advocates now, as he did then, the busting of the trusts the restoration of competition by force of law, which is impossible. Is all the years the peerless leader has apparently learned nothing and forgotten nothing concerning the underlying causes of our industrial development. Mr. Bryan's heart was ever stronger than his head. The trusts were not made by the genius of 'Rockefeller, Morgan, Carne gie, nor can they be unmade by the efforts of Wiekersham, Bryan, Wilson. The trusts arose because in this great nation it is more economical to do certain kinds of business on a nation-wide scale than in any other way. As long as this remains true the trusts will remain here. The trusts cannot and should not be "busted"; but they can and should be regulated by the nation as a whole for the nation as a whole. The Republican plank on trusts is purposely vague, meaningless, and futile. It was shown that the Democrats propose to solve the trust question by basting the trusts, and that this Is an unscientific and impossible remedy because it is contrary to economic law. When economic law and statute law come into conflict, statute law goes under, every time. Suppose It were possible to bust, let ua say, the 'steel trust. Does Mr. Bryan, who wrote the trust busting plank In the Democratic platform, think that if the steel trust were resolved back again into the Carnegie Steel company, the Federal Steel company, the American Steel and Wire company, the American Bridge company, and Its other components any of the men working In-the steel mills ,wonld get more payT Or does he think that the product to the consumer would be Cheaper T As & matter of : fact the steel workers hare got more

A Home for Working Girls. Those public-spirited women who are behind the movement to establish a boarding home and recreation place for working women and girls, deserve the moat active support and encouragement of the men and women of this city. Such an institution is badly needed In Richmond right now. In a few years its need will be imperative. There are hundreds of women and girls working in this city. The families of many do not reside here, and there Is a large class who live in crowded homes and are consequently denied many of the best advantages of home life. They can use their homes only as a place to eat In and shelter them over night; there is no space for them to receive their company in the congested little dwellings they call home. Consequently the working girls of large families crowded into small houses must seek their recreations outside the home. What does the city offer these girls in the way of recreation? Why it offers them its streets, its scattering dance halls and its theaters. Fortunately the streets of Richmond do not teem with wickedness and temptation, as in larger cities; fortunately its dance halls are not dives; fortunately its theaters are properly conducted. But the girl who seeks her pleasures outside the home should have other places to go. than theaters or dance halls. Such a place can be found for them if the project, behind which are Miss Eleanora Robinson and Miss Rosa Dougan, is given the liberal and active support of Richmond people. The institution proposed by the Misses Robinson and Dougan would not only provide board and shelter for working women and girls, but would also be a club house where they could meet and find wholesome pleasures under proper home Influence. The Y. M. C. A. which was built for the young men and boys of Richmond has proved an unqualified success. Why wouldn't a similar institution for women be equally successful? "Some" Festival. Fountain City did herself proud yesterday. Her fall festival would have been a credit to a town one hundred times her size. Over six hundred Richmond people were greeted with stewed chicken (country style can you beat it T) and the glad hand, and the well fed, aristocratic live stock they gazed at; the wonderful displays of grains, vegetables, fruits, and the handiwork of the housewife they saw made the poor city dwellers turn green with envy. Richmond extends a cordial invitation to the Fountain City and New Garden township people to visit her fall festival next year.

A "Blue Sky" Law.

If the Progressives of Indiana succeed in getting control of the legislature at the election in November the initiative and referendum is assured the citizens of this state. When the people are given this weapon for the enactment of better legislation no time should be lost in the circulation of an initiative petition for a so-called "brae sky" law, the purpose of which would be to protect everyman and woman from fake stock bandits. It has been estimated that millions have been extracted from victims of these. peddlers of stock in fictitious enterprises; tan who make their living from selling chunks of the blue heavens. The operations of these bandits in Kansas were so offensive that a few years ago that state passed a law requiring every stock salesman to prove to the state that Ms business was legitimate before he could qualify as a canvasser. Through this law a vast amount of money has been saved " to the people of thoS unflo wer state and hundreds of them have been rescued from ruin and bankruptcy. Under the present aystem of government In Indiana it is extremely doubtful if a law similar to the Kansas "blue sky" statute could be enacted. Too much pressure would be brought upon the legislators by threatened Interests; corrupt newspapers who derive revenue from advestlsemients of Gt-RlcbQnlck-Walllngfords would fight It. Under the .initiative and referendum we do not doubt for a minute the .voters weuld hesitate to take legal action to rid themselves of the vampires who suck the people's earnings to feed fake mine, land and oil enterprises. There 1b hardly a man In this city who cannot tell you of some unfortunate people, in many cases widows, who have not been enticed to Invest all or a great part of their hard earned money in some fraudulent company promoted by rascals of the worst type. Is It not time for the state to protect its citizens from such outrages?

In the trust busting program Mr. Bryan is like the man who would stop speeding by destroying all automobiles. The steel trust, Instead of being busted, should be harnessed, so that part of the savings made by cutting out duplications, selling forces, less efficient mills, and over-production may accrue not merely to the stockholders of the corporation but to the people as a whole. On this point the Progressive plat form is quite clear: "We demand that the test of true prosperity shall be the benefits conferred thereby on all the citizens, not confined to individuals or classes, and that the test of corporate efficiency shall justify that profit and that control by sharing with the public the fruits thereof. "We do not fear commercial power, but we insist that js shall be exercised openly, under publicity, supervision, and regulation of the most efficient sort, which will preserve its good while eradicating and preventing its evils. "To that end we urge the establishment of a strong federal administra tive commission of high standing, which shall maintain permanent active supervision over industrial cor porations engaged in interstate commerce, of such of them as are of public importance, doing -for them what the government now does for the national banks and what is now dons for the railroads by the interstate commerce commission. "Under such a system of construc tive regulation legitimate business, freed from confusion, uncertainty, and fruitless litigation, will develop normally in response to the energy and enterprise of the American business man." The Palladium: I have made an honest effort to accept City Attorney Gardner's correction to my statement, regarding the matter of a perpetual franchise, which the Richmond City Water Works claims to possess. Mr. Gardner states that I am mistaken in supposing It to he based on section 31 it being actually based on section 1. What does section 1 say? That the Richmond City Water Works, of said city, be and are hereby granted the right to lay under the surface of the streets, alleys, lanes, avenues and thoroughfares, in said city, water pipes and mains for the supply of water to said city and the citizens thereof, subject to the conditions and regulations hereinafter set out." Mr. Gardner will please note that this section gives no specific permission to the Richmond City Water Works to use our streets, only subject to certain "regulations" said "regulations" being found in section 31 according to my former statement. If there are any defects that will sustain a claim of a perpetual franchise It necessarily must be In the regulations ce to time, which is found in section 21 of the ordinance of 18S5 and section 0 of the amended ordinance of 1892 which, in the first case establishes the following regulation: "All the privileges and rights herein granted to said Richmond city water works are granted upon this further condition, that at the expiration of the contract of seven years as herein provided &c. &c. The amended ordinance, Sec. 6: That section 31 of said ordinance be and the same is hereby amended so as to read as follows: Sec. 31: All the privileges and rights herein granted to said Richmond City Water Works are granted upon this further condition, that at the expiration of the contract of 20 years &c. &c. Thus the regulation direct and implied is for 7 years and 20 years respectively. There are the "regulations" "hereinafter set cut and confirm the statement made in my communication.
