PROHIBITION AND RECALL QUESTIONS

bjPiU Be Voted Upon by the People of Arkansas on Monday, Next "Week. (National News Association) LITTLE ROCK, Ark., Sept. 6. Arkansas voters will go to the polls luext Monday to select a complete set 'of state and county officers and vote If or or against the adoption of a numiber of proposed amendments to the state constitution. As a victory for rthe Democratic ticket headed by ConIgressman Joe T. Robinson as the candidate for governor is a foregone conclusion, all interest in the election is confined practically to the vote on 'the proposed amendments, several of t -which are of a highly important char-teeter.

The election will afford the first

practical, test of the initiative and referendum in Arkansas, which places responsibilities upon the voters heretofore delegated exclusively to the leg

islature. Chief among the measures to

be submitted is the act providing for Estate-wide prohibition and the act providing an almost new revenue law for .the state, commonly known as the Turner-Jacobson bill. The proposed act providing for fetate-wlde prohibition prohibits the manufacture, sale or giving away in (the State of Arkansas alcohol, or any I spirituous, ardent, malt, vinous or fer

mented liquors, or any compound or preparation thereof commonly called tonic bitters or medicinal liquors. The penalty for the first offense is a fine of not less than $50 nor more than

$5P0, and for the second or any sub1 sequent offense the fine is not less

than $100 nor more than $1,000 and imprisonment in jail not less than three months -nor more than twelve months. Each sale or gift shall be constituted

a separate offense.

The third of the proposed amend

ments, and the one in which probably (more interest Is being manifested than In any of the others, is that providting for the recall. All state and counity officers, including the judges, are j affected by the proposed amendment. .The amendment is probably the most drastic of its kind that has been proposed in any of the states and it is the general belief that it will be rejected at the -polls. The opposition i to the measure is based largely upon fthe provision that only 12 per cent of the voters is necessary to initiate the , recall of any official. Another feature ! that is regarded as objectionable is the provision for the election of the successor of the official proposed for I recall at the same time the question of his recall is voted on, and the barrIJng of the official from being a candidate. 3

Orville Harrold. The old saying that "A prophet is not without honor save in his own country," was last week given a severe jolt by the manner in which the announcement of the forthcoming appearance of Orville Harrold, the great tenor, was received by the people of Muncie, his home city. Muncie people had had the pleasure of hearing Harrold after he had appeared in grand opera in New York,

but before he had captured London, and knew that in the appearance of

treat awaited them. Within an hour after the first announcement of the Harrold concert was made in a Muncit newspaper, checks and orders for seats began to pour in on Harry E. Paris, who has the management of the limited tour of Harrold in Indiana. September 4 was the date of the concert in Muncie but five days before the opening of the seat sale at the box office of the Wysor Grand theatre every reserved seat in the theatre had been ordered and paid for by mail at prices ranging from $2.50 down to $1.00.

The announcement of the appearance of Harrold In Richmond has been received with delight by the music lovers of this city. It is seldom that the people of Richmond are given an opportunity of hearing an artist recognized at the head of his profession. A warm welcome awaits Harrold here and a rare treat is promised the people of this city.

gaged for the leading role in "The June Bride." John Draw's new play, "The Perplexed Husband," deals with the problem of woman's suffrage. Elsie Ferguson expects to open her season in Fran Lehar's new opera, "Eva," In November. Edgar Atcheson Ely will have a prominent part in new comedy entitled "Our Own Peculiar Style." Charles Klein's dramatization of Rex Eeach's novel, "The Ne'er Do Well," will have four actors from Panama in' the cast. Among the last of this year's production will be "The Money Burners" by Glen McDonough end Raymond Hubbell. It is said that William Gillette will be seen in new plays some time during the next winter, but no definite announcements have been made. According to recent announcements, both Henry Bernstein, author of "The Thief," and Haddon Chambers have written plays for Ethel Barrymore. Adrienne Augarde, who appeared last season in "The Rose Maid," is to have a season in vaudeville and will present a playlet called "Dick's Sister." F. C. Whitney has engaged Marguerite Wright for the prima donna role In "The Little Friend." Miss Wright had the part of Angele in "The Pink Lady" last season. Rae Selwyn, the sister of Edgar Selwyn, actor and playwribht, is soon to make her debut on the stage in "My Best Girl" by Channlng Pollock and Rennold Wolf. At Proctor'B Fifth Avenue Theater in New York, the other day, Jeff De Angeles made his debut in vaudeville The skit he selected for this occasion was a farce called "All at Sea." A. H. Wood3 has added Sallie Fisher to the cast of "The Woman Haters' Club," to play the principal role of the widow. Later Miss Fisher may be seen

in one of three musical plays Mr.

Woods has in mind, "The Lady in the Limousine," "The Purple Domino," or "The Lady in Red," all of which he hopes to produce this season. Charles Dillingham's arst bold stroke of the season will be the production of a musical play entitled "The Lady of the Slippers." The piece is by Anna Caldwell and Lawrence McCarthy, the lyrics by James O'Day and the music by Victor Herbert. Montgomery and Stone, Elsie Janis and Joseph Cawthorn will act the principal parts.

Eskimo Totem Poles. Tonight at the Gennett the Carnegie polar expedition pictures will be hown. These cinematograph views of the far north are the first ever taken, and are wonderfully clear and vivid. The pictures, too, are thrilling, portraying all the dangers and hardships that assail the adventurer into these frozen seas. The expedition was sent northward by the Carnegie institute to obtain scientific data for the museum and to obtain specimens of the animal and bird life of the artlc circle. In addition a moving picture record was made of the seal, walrus, sea lion, polar bear and of the different species of birds. All the birds and beasts were photographed in their native habitat end the films show them as the arctic explorer and hunter sees them. The exhibition is accompanied by an explanatory lecture, and continues for two hours.

"Captain Jasper. The Black Patti show in "Captain Jaspeh" with Sissieretta Jones, the original Black Patti. will come to the Gennett Sept. 7, for its annual appearance. The company has been well selected and will no doubt surpass its former efforts.
