Bigham, Lord Mersey, who headed the recent British court of Inquiry on the Titanic disaster, was born August 3, 1840, the son of a merchant of Liverpool. He was educated at the Liverpool Institute, later studying in Berlin' and Paris. Admitted to the bar in 1870, he became a bencher of the Middle Temple in 1886. Trom 1895 to 1897 he served in Parliament as a Unionist. He was first a judge of the King's Bench Division ot the High Court of Justice, serving twelve years. Then he became president of the Probate, Divorce and Admiralty Division of the High Court, serving one year. He was created Baron Mersey in 1910. The Wake of a Party

The Republicans of Richmond held meetings in the various wards last evening for the purpose of electing delegates and alternates to the state and district conventions, and what a tragedy those meetings represented ! At the seven meetings, for, alas and alack the Eighth ward meeting did not materalize, the total attendance did not exceed one hundred and those faithful Republicans came in the capacity of mourners at the wake of a once all-powerful political organization, assassinated by men it trusted most. In one ward ten men responded to the chairman's call. A few week3 ago, before the party was done to death at Chicago, over two hundred men attended a meeting in the same ward. In another ward thirteen men attended the meeting last night while, at the previous ward meeting over three hundred were present. Probably the most noticeable feature of the meetings held last night was the absence of young men, genarally speaking, but it was not surprising, for the young Republican voter has answered the call of good government sounded by the Progressives. He has left the task of burying the Republican party to his elders who place party loyalty at any price above all other civic duties. If the state and district Republican conventions are as pathetic as the ward meetings held in Richmond last evening ' there will be oceans of tears spilled in the galleries. A few Republican leaders in Richmond the past two or three weeks have been hopefully predicting that the Progressive sentiment would soon vanish and deserters from the Republican ranks would return to serve again under the old banners. How cruelly they were disappointed last night. At the doors of the various meeting places they stood, olive branch in hand, awaitjng the return of the Prodigals, but they came not and the fatted calf went untasted. The G. O. P. elephant, which for lo these many years grazed and fed fat on the Wayne county preserves, has fled, and in his place there stalks majestically a Bull Moose.

Heart to Heart Talks. Dy EDWIN A. NYE. TO A YOUNG GIRL. My dear girl: Do you realize how easily you may make a cardinal mistake in your acceptance of a future husband ? I am led to saying this because of my recent witness of the treatment of a young friend of mine by a coterie of girls. The young man Is from the country. His features are somewhat homely, but he has a very strong face. It shows the stamp of character. Naturally he is somewhat self conscious and a little awkward because he is unused to city ways. Nevertheless The boy is as clean as a hound's tooth. He has moral fiber. He is clean hearted. And although he may appear somewhat at a disadvantage by the side of certain youths who are glib of speech and sure of their deportment, he is really worth a dozen of them. It made my blood boil to note the treatment of this fine young fellow by the girls who not only discarded him, but secretly made fun of him. They know not what they do. They do not realize the stuff of which this young fellow is made. They do not realize bis worth and cannot see that in the long run he is likely to far outshine the easy mannered youth who by contrast seem to be his superiors Look you, girlie. That's the mistake many a girl has made who Judges by outside appearances and because of her limited knowledge of human nature. It is the mistake made by the girl who picks the youth of showy manners, overlooking the qualities that endure. My young friend is not of the daziling sort who shines socially, but is of the kind that will "come out in the wash" endure the wear and tear of Jaily life. If such young fellow comes courting ,rou be careful how you turn him down. Look for moral fiber. That is the main constituent In the makeup of a real man. Easy manners and apparent refinement may cover up a multitude of weaknesses, while your poor and awkward boy may be a diamond in the rough. What you want in a husband is a man. Do not judge by exteriors. Look for worth. POISONING ONE'S SELF. Early in the morning one day this summer I walked from my home downtown. It is two miles. Most of the people in the hundreds of houses along the street were asleep, and I noted particularly how few of the windows were wide open. How many did I count, do you suppose? Just fourteen! To be sure, I was not able to see all the windows of the sleeping apartments, and a comparatively few of the houses had sleeping porches. Many of these sleepers were poisoning themselves in their own poison. How is that? Why, you know, of course, the body creates poisons and that these poisons are carried by the blood to the lungs, whence they are expelled in the air that is breathed out In order to do their beneficent work the lungs must Inhale pure air. When the air Is breathed out by the lungs it is loaded with impurities with poison. If the lungs are not supplied with pure air they breathe over again the poisoned air, and thus the body is filled with poison. You arise in the morning and your face is swollen. This will effect Wayne Tow ship, the city of Richmond and Spring Grove, it is believed. Although it is impossible to estimate the total amount of increase in taxes with the improvement of the National road east, the Boston Pike and North Twelfth street, it is very probable the tax increase will reach twelve or fifteen cents on j the hundred dollars. This year $25,000 of the court house bonds will be taken up and next year the same amount will be paid out which pays for all the bonds issued for building the court house. There was a total of $375,000 issued to construct the building. Including the year 1912 and each successive year until 1916 the .treasurer will pay out $20,000 on the refunding bonds which were issued in 1898. These bonds were issued to get the debts of the county concentrated. The original issue was $80,000. The contracts for the building of Liberty Tike, $46,000 and Easthaven Ave., $18,500 were let July 1. The contract for the Spring Grove road will be let August 12. The approximate cost still will be $31,000. How to Keep Cool. Don't hurry and don't worry. Touch no alcohol. Use less tobacco than usual. Neither is wise in heat. Don't do anything you can postpone. The peril of the battlefield is about Walk slowly in the sun. If you have to work in it keep green leaves in your hat They may save a stroke. A woman forced to walk In the sun Is wise if she carries an umbrella or a sunshade. Women are less liable to a stroke and more liable to heat exhaustion. The latter scares less at the time. It means as much in the end. Tut off washing, ironing, baking and every work that can be postponed that brings heat. If called to such work, eat slowly and lightly, but often, and help perspiration by taking much water, either hot in weak tea or just plain, good water, not too cold. Loosen all clothing, go to bed early, sleep in the open if you can, best of all on the roof. A back yard and hammock are better than a room. k Watch all food. Touch nothing kept long.
