How slowly and how systematically It goes up! There Is a shrill whistle from the foreman. The engineer of the dinky little engine pulls a lever. A big der rick swings out over the sidewalk. A Chain dangles from the derrick. Two men put the chain around a steel beam. One of them stands on the beam, holding to the chain with his hands. Again the whistle. Again the lever is pulled. The beam dangles In midair. The man rf rides it It goes up Up. up, up to the fourteenth story. Again the whistle. The beam is lowered a little. The rider guides it. Men at either end grasp it. The big piece of steel is gently forced into place. The men make It fast with bolts. . The chain is loosened. The whistle blows. The man rides down with the lowered chain, and the process Is repeated. Day after day the whistle blows, the little engine feels the clutch that calls for higher speed and power, and slowly, but surely, the beams are placed. ; The building is going up the only way it can go up piece by piece. This Is My 69th Birthday CHARLES HENRY MORGAN. Charles Henry Morgan, who served almost thirty-five years as one of the Missouri representatives in congress, retiring in March of last year, was born in New York state, July 5, 1843, and was educated in the public schools of Wisconsin. From a farm near Fond du Lac he enlisted in a Wisconsin volunteer regiment at the beginning of the civil war. He was promoted to first lieutenant and captain. His war record in one respect is unique. He was captured five times by the Confederates and confined successively in Ldbby prison, Richmond; at Macon, Ga., Charleston, S. C, and Columbia. S. C. He was recaptured four times, but at the fifth attempt he made the Union lines. After the war Mr. Henry studied law and located in Barton County, Missouri, where he served four years as prosecuting attorney. He was a member of the Missouri legislature from 1872 until 1S74 and a year later he began his career in congress. Congratulations to: Joseph B. Foraker. former governor of Ohio, and United States senator, 66 years old today. Benjamin F. Bush, president of the Missouri Pacific Railway System, 52 years old today. Robert Bacon, who some time ago resigned the post of United States Ambasador to France to become a member of the Harvard university corporation. 52 years old today. First Thames Steamboats. The first steamer on the Thames was the Marjory, in 1814. The Richmoud , followed ber a year later.

How Would the Streets Look? It is to be hoped that the committee which was appointed by council to take up the suggestions of City Fosester Thompson will act aa quickly as is possible. The trees of this town are more valuable than the cordwood they would make if they were dying and destroyed by a blight. The present attack will not kill every tree in Richmond but pests of this variety never come singly. When one parasite comes the others seem to come also. In fact a blight of any sort renders it more likely that the trees will not withstand the next infestation. The present scourge is serious enough, and council was well justified in taking Its action. The suggestion of a special meeting for action which Mayor Zimmerman made at the last meeting of council was the right attitude to take. If half the trees of Richmond die property values will fall alarmingly. Think what your street would look like If half of them were dead and what your house would look like if all the trees died in front of it.

Is Meat Inspected?

The announcement that the government has withdrawn its inspection from one of the local meat packing and slaughter houses will not affect the people in other states who buy meat from Richmond. The United States law protects them. The people of Richmond will however be deprived of government inspection when they buy meat slaughtered at that particular place. The Department of Agriculture moves in such obscure circles that though in this particular case its reasons may have been good we have not any particular confidence in the action of the department. It may or may not be taking a very unfair course with a Richmond industry. Our confidence in Solicitor McCabe and in Secretary Wilson is not greater than it has been in the part which they played in nullifying the pure food laws, In the past they both played In the Glavis-Ballinger-Pinchot affair and in the persecution of the right rather than the prosecution of the law. That however, may or may not be an injustice to a private Arm. Our business is with the situation in which it leaves Richmond. , Every family in Richmond has the right to the most rigid inspection that the government can furnish It with. We use the word government to mean all constituted authority no matter where it may be vested. Whether it lie in the state board of health, the governor, the president, the city council, the mayor, in the department of agriculture it is not justice to leave a community of this size without adequate inspection. We have no settled opinion on this but simply indicate that it is worth the best thought and efforts of the community. The physicians of the town are morally obligated to point out the way to secure this, the lawyers to pass upon the legal difficulties and the Commercial Club and other persons of influence are in duty bound to take up the work of bringing adequate inspection to Richmond. Some recourse may be had by application to Finly Gray and the state board of health. Finly Gray has promised aid and will doubtless do all in his power. We do not ask for inspection in name but in fact.

NEWS OF THE LABOR WORLD

The Cigar Makers' blue label was the irst trade label ever used by any labor organization. Next year the Scottish trade union congress will be held at Dumfries, and a large attendance is expected. The Brotherhood of Railway Carmen issued a charter for a local union at Sarnia, Ontario. The hodcarriers and building laborers of Woodstock, Canada, oragnized recently and obtained a 2 1-2 cents an hour Increase. The National Brotherhood of Operative Potters will hold its annual convention at Atlantic City, N. J., during this month. The State Federation of Labor of Louisiana will shortly be reorganised and will affiliate with the American Federation of Labor. The Canadian government by law proposes to restrict the working hours of the street railway men to six days oi ten hours each. What is known as the uniform child labor law has been passed, by both houses of the Arizona State legislature and been signed by the Governor. The International Brotherhood of Blacksmiths and Helpers has recently begun the organizing of ladies' auxiliaries, and Is meeting with splendid success. The city council of Regina. Saskatchewan, has passed a fair wage clause, which compels contractors to pay the rates agreed on by the builders' exchange and the unions.
