MILTON, IND. MILTON, Ind., June 18. Mr. Grunauer, of Cincinnati, was greeting his many friends here, Monday. Miss Marie Snyder attended the high school commencement and the Phoenix Ionian play, at Richmond and was the guest of Miss Mary Howes, last week. Miss Amanda Baker, who was the guest of her sisters, Mrs. L. E. Ward and Miss Martha Baker, returned to Brookvllle yesterday. Miss Alice "Ward of Richmond, was also the guest of her parents, Mr. and Mrs. Ward, one day the latter part of the week. Miss Nettie Bennett, Miss Vivian Bennett, Miss Alice and Miss Pearl Napier, with Park Hess, formed a party to attend Children's Day, at Doddridge Chapel, Sunday morning. Mr. and Mrs. H. D. Huddleston are in receipt of Stork cards announcing the birth of the little Miss Mildred Brackett, June 11, at the home of her parents, Mr. and Mrs. Robt. Brackett, Iola, Idaho. Mrs. Bracnett was Mies Katie McDougal, daughter of Mr. and Mrs. Emmet McDougal, formerly of Cambridge City. Mr. McDougal will be remembered as being in the undertaking business with Lantz and Son, of Milton. Friends will be pleased to learn of the success of the twin sons, Earl and Ernest, of the Rev. and Mrs. A. N. Marlatt, of Connersville. They are graduates of DePauw this year, and have the honor of beating the record in grades, of any in the history of DePauw. There was but a slight difference in their grades. This makes eight children of the Rev. and Mrs. Marlatt to graduate with great honors from DePauw. The Rev. Mr. Marlatt, was not only identified with the people of Milton by birth in the township, but was also pastor of the M. E. charge twice. J. N. Penwell, of Tipton, was in town looking Into the interests of the Lake Erie and Western Railroad. He is superintendent of the bridge company and a cousin of Charles and Frank Callaway, of Milton. The Misses Marie Elwell, Rachel Thomas, Ruby and Blanche Moore picnicked at Doddridge and attended the Children's Day services at the chapel, Sunday morning. Mr. and Mrs. Jas. Stamm entertained, as their guests, Sunday, Mr. and Mrs. Benjamin Wade, of Richmond. Claude Bottles, of Glyon and a student of Wabash college, has been In Milton canvassing for a very excellent book, treating along the line of Domestic Science. Miss Stacy Stanley was at New Castle Saturday to visit relatives. Masters" Robert Lathrop, Floyd Hunt, Byran Hunt, Maurice Cromer, and Vernon Hess, are In the show business and have a minstrel show on each Saturday afternoon. The show Is at Mr. Hess's barn next Saturday. Harold Helmslng, of Cambridge City, is spending a few days with his grandmother, Mrs. Eliza Marlatt, of east of town. ECONOMY, IND. Mules wasn't hurt but pieces of roller were gathered up and hauled home in a wagon. Mr. and Mrs. E. T. Veal and Mrs. Marticia Catey spent an afternoon In Winchester lately. Kelso Mendenhall had a big touring cat- and is busy hauling people at so much per head. A danger rival of the C. & O. Mr. and Mrs. Lewis Feyl, who wintered in Texas and stayed there until the first of June are now back to their Economy home. Miss Effie Wilson arrived from a few weeks of pleasure seeking in California Sunday morning. Harold Hobbs of Muncie was here Saturday looking after business In his ln. NOTICE IS HEREBY GIVEN, That on the 10th day of June, 1912, there was filed in the office of the Auditor of Wayne County, Indiana, a certain petition signed by Neclessen C. Cox, and more than fifty other freeholders and voters, and freehold voters of Wayne Township, Wayne County, State of Indiana, and addressed to the Board of Commissioners of Wayne County, State of Indiana, asking for the construction and improvement of a gravel or macadam road in said township of Wayne, which said petition reads as follows, to-wit: State of Indiana, County of Wayne, ss: Before the Board of Commissioners of County of Wayne. Petition of Neclessen S. Cox, et al, for the improvement of National Road, east, and the continuation thereof in Wayne Township, under provisions of the Three-Mile Gravel Road Law, Etc. Petition of Resident Freeholders, Etc. To the Board of Commissioners of the County of Wayne, Wayne County, State of Indiana: Gentlemen: The undersigned, being fifty and more freeholders of, and bona-fide residents and voters of Wayne Township, of Wayne County, State of Indiana ; said Township of Wayne having a population Including the Cityvof Richmond, and the Town of Spring Grove, both therein, of less than Thirty thousand inhabitants, herewith and hereby respectfully petition your honorable body that a certain public highway already established within said Township of Wayne of said county of Wayne, and generally known and designated in part as "National Road East" and the continuation thereof In such part thereof as is described as follows, to-wit: "In Wayne Township, Wayne County, State of Indiana, commencing in the southwest quarter of Section (34), Township fourteen (14) north,, Range one (1) west, and at the east side of National Road entrance to Gleni Miller Park, some one-eighth of a mile north of the south line of said quarter section; thence continuing in an eastwardly direction bearing slightly to the north, through the said southwest quarter of said section thirty-four (34) from place of commencement and through the southeast quarter of said section thirty-four; and through the southwest and southeast quarters of section thirty-five (35) of said township and range to the east section line of 'said last named section; thence continuing eastwardly bearing to the south through the southwest quarter of section thirty-six (36) of said township and range, and also through a part of the southeast quarter of said section thirty-six to a point on the south section line of said southeast quarter last named about one-eighth of a mile east of the southwest corner of said southeast quarter; and thence continuing in same line generally eastwardly and sloping to the southward through a part of the northeast quarter of section one (1), Township thirteen (13) north, Range one (1) west, to the east line of said Wayne Township, Wayne County, Indiana," and all of same highway as described above, being of a length of two and ninety-seven hundredths (2.97) miles shall be improved, laid out, graded and drained and paved with crushed stone macadam, through these proceedings in petition and subsequent proceedings thereon as hereinafter set out. And said petitioners herewith state and represent to the Board that said part of highway so sought to be improved is as stated above, of length of less than three miles, being 2.97 miles in length, and same connects and joins at the west thereof with an improved free gravel and macadamized road and highway in said township and at the east end thereof with the east boundary of said township, said highway connecting an improved free gravel and macadaimzed road and highway with boundary of the township; and all being within the one township of Wayne. And the undersigned petitioners herewith recommend that said part of said highway sought to be graded, improved, paved and drained through these proceedings in petition, and , subsequent proceedings thereon, be tud
so improved as follows, to-wit: WIDTH That the total width of said highway so laid out and improved be of the uniform width of eighty feet, same extending and being of such width from end to end as above described. BRIDGE. That the present culvert bridge along the line of said highway in the southwest quarter of the above numbered section thirty-six be made of same width in roadway thereof as the balance of improved highway, herein petitioned for and designated, viz, forty-four (44) feet. GENERAL CHARACTER OF IMPROVEMENT. That the general character of the improvement to be made, and petitioned for herein, be the establishing of the proper grade therefor, and in conformity with the grades of other and already established highways therewith connecting, insofar as the same can be done. And by the platting of said highway by providing and establishing a way thirteen (13) feet in width along the each sjde thereof for the full length thereof for eventual and subsequent further improvements by sidewalks. And these petitioners further recommend that the lnterurban railway tracks now occupying a part of said highway be brought to the center line of said highway in the length thereof occupied by such tracks, provided same can be accomplished by contract with the holders of franchises for such railway tracks in said highway; and
then, provided, said railway tracks can be so relocated, after the such setting apart of such thirteen foot strips along each side of said highway, the remaining part of highway fifty-four (54) feet in width along the center thereof be further improved by the construction along the each side thereof for the full length thereof, except insofar and in so much as is occupied by bridge above referred to, of cement curbs and retaining walls of practicable width of some six inches along the top thereof, and in heighth above the eventual surface of the highway of some eight inches, and in connection therewith the building and construction along the entire length of such curbs and retaining walls on the highway's sides thereof of cement flanges, winge or gutters of the uniform width of eighteen (18) inches, and such flanges, wings and gutters to be flush with the grade of the finally improved highway at surface thereof, and the such cement construction along the sides of said improved part of highway being of and to be of such character as to provide for the proper drainage of said highway so improved, and of such construction as to preclude and avoid the greatest possible degree the ravelling and washing away of the crushed stone and macadam and highway material used in the construction of the roadway proper, and the same cement guttering and drainage provisions to be further provided with proper drains and pipes leading therefrom to carry away the surface waters from said finished and improved highways, and also to provide openings and connections therewith for any other platted highways entering into and joining with said improved part of said highway, and also of such form as will permit drives and roadways through over and across the same to private properties along line of highway, and to provide like openings at interurban and railroad crossings of the said highway; and provided the said interurban railway tracks cannot be provided for at the such center of highway, then that same remaining to side of highway for and along such part of highway as therealong side is such railway, on such side insomuch as is so occupied no retaining wall and gutter and drainage construction shall be made, and the same shall only be built where along side of which is no railway, and as a bove set out. That the center part of said highway for width as above of said fortysix feet, be improved by the excavation of the soil therefrom and there along to sufficient depth as to provide for a permanent bed and foundation of crushed stone highway; and at and i before the filling in of crushed stone the laying and placing of tile drains and sewers to provide for any neceBsarydrainage across said highway to avoid the eventual necessity of digging or tearing up the eventual macadamized highway, and after thesuch removal of soil and laying of eewers or drains and the placing of any water or gas lines as any public service corporation or person supplying like facilities may wish to place in such highway, the such center portion of highway then to be filled and bedded with crushed stone or various sized screenings and such roadway and highway to be built up to permanent grade and surface as is usual and customary in most approved and improved method of macadam highway construction, the same throughout and in course of application and filling to be thoroughly rolled and packed by the use of and rolling with a road-roller of weight of some twenty tons, and all in keeping with the most approved methods of construction of macadamized roadways. That this petition is circulated in duplicate copies, all of which combined are to be considered as one petition. And said petitioners and each of them as hereinafter subscribed hereby and herewith petition for the improvement of said highway as herein petitioned for and described, and hereby request that all proper steps and proceedings be taken on this petition upon its presentation as by law provided; and according to what is generally known as "The Three Mile Gravel Road Law." Notice is further given that said petition will be presented to the said Board of Commissioners on Saturday, June 29th, 1912, the same being during the regular June Term, 1912, of said Board and Court.
