' Charles XII. of Sweden invented the first portable military fireless cooker. He had, a knapsack lined with hay to trap to a soldier's back. When startlng on a march a big chicken was split open and the Inside dressed clean and then filled with butter. In the chicken was placed a small cannon ball of hot Iron. The hot cooking chicken was then placed in the hay knapsack. When the camp was pitched at evening the meat was deliciously cooked and all soaking in butter. DIET AND HEALTH HINTS By Dl. T. J. ALLEN Feed Specialist QUERIES AS TO UNPOLISHED RICE. Several Inquiries have been received in regard to unpolished rice. It has been explained that the polished rice In common use has been milled as wheat Is milled, having the outer coat removed, Awhlch contains most of the nitrogenous element and some of the mineral. Then the grain Is coated with glucose and talc, which should be carefully washed off after soaking where the polished rice Is used. The difference between the milled and unmllled rice is much the same as between milled white flour and the whole wheat. The unpolished rice should not coat more than the polished, but If there Is little demand for It, It may cost more in some places on account of the extra charge for transportation of a small quantity. The reader who thicks that I am responsible for "boosting" the price by recommending the whole grain rice should Investigate further. If there were sufficient demand unpolished rice could be had in any grocery store for ten cents a pound. (Copyright. 3311. by Joseph B. Bowles.)
A Business Form Of Government. We wish that the talk' delivered by President Thieme of the Ft. Wayne Commercial Club might have been heard by others than the members of the Commercial Club. His subject was "A Business Form of Government." Mr. Thieme made a true indictment of city government in America as it exists today. He did this using his own city of Ft. Wayne as an example although his examples were unfortunately true of almost every other city in the United States with the exception of the commission government towns. To counteract the well known failure of city government Mr. Thieme urged a return to the principles of common sense. He proposed that the developments of business growth should be studied and used as models for the business corporation of the city. To do this he suggested that the city of Richmond should elect a council of eleven to serve without pay. This council he urged should decide all the questions of policy. In addition it should be its duty to hire at an indeterminate figure a man equipped for the office of mayor or rather a business manager for the city. In turn the business manager should proceed to hire his departmental heads. All questions of public policy such as franchises are to be determined by the council. But franchises may be submitted to the people for their consideration. The councillors are subject to the recall but not the mayor.
There is no one but will admit that this plan of city government is more 'sensible than' the one which we have now. The present scheme is patterned after the most antiquated forms of government which are passing even from our state and national systems. But it is by no means certain that such an ideal scheme of government will prosper off hand. We believe that the commission form of government, depending as it does on the idea of pure democracy is more in keeping with the present feeling of the people than this business form of government. The scheme which Mr. Thieme proposes in in use upon the continent, particularly in German cities. But as Mr. Foulke pointed out to the Commercial Club, the conditions in German cities and in America do not correspond. There, the suffrage is not universal. Here every man can vote. There the trouble has not been with public service corporations which seek to take over whole city governments by bribery in order to obtain valuable franchise grants. The reason is simple because there the city is allowed to do anything that it cares to. In Germany the city may embark in the butcher business, the gardening business, not to mention the ordinary functions of furnishing, light, heat, power, transportation, garbage disposal, and communication. Here and particularly in Indiana, it is not permissable for the city to embark in any money making venture and the limits are very closely drawn (we wonder by whose influence) as to what a city may legally do.
If Mr. Thieme and his associates are working, and we think that they are, for the freedom of the city to manage itself, to make its own charter; to be something more than a legal fiction and a creature of the state; to be able to manage its affairs for its own benefit then we are heartily in sympathy with their efforts. But if they are merely endeavoring to graft a new form of government upon the old (and worse than useless form of government that we now have) we think that it ought to be criticised from the point of view of its danger. In other words, if Ft. Wayne wants this form of government which Mr. Thieme proposes, we are heartily in favor of Ft. Wayne having this form of government. We ask Ft. Wayne to assist us in having whatever form of government we shall decide to have.
At least Richmond ought to have the option between the business form of government, the commission form of government and the present towns and cities act passed by the legislature a few years ago.
Our suggestions are: That the number of councillors who are to serve without pay are too many in number. They should be fewer in order to keep track of their official acts. Secondly, every man who is in an executive position ought to be subject to the recall. Thirdly, every franchise should be submitted to the people for their ratification (although we are willing to leave the subject of rates with such a body'as the public utilities commission of Wisconsin.) If these things were done there would be little outward difference between it and the commission form of government except that the people would not ELECT, BUT THE COUNCIL SELECT THEIR ADMINISTRATORS. WE ARE NOT YET WILLING TO ADMIT, UNTIL THE TWO HUNDRED CITIES THAT HAVE ADOPTED THE COMMISSION FORM OF GOVERNMENT SHALL SHOW THE NECESSITY FOR THIS, THAT THE PEOPLE CANNOT ELECT MEN TO OFFICE WHO ARE FITTED FOR THE TRANSACTION OF THEIR BUSINESS.
In case this should be demonstrated we should cbnsider that our whole theory of government would have to be changed and that we should have to give up all thoughts of government by the people. In that case we shall have to consider a far different question of government, namely: WHO ARE TO BE CITIZENS OF THIS REPUBLIC? In that case the questions of property rights, of educational tests, as applied to the right to vote will come before us a greater question than the management of all the cities in this country. Just at present we are trying to determine whether by giving the people full power by tearing out the superstructure of balanced government will prove that the people can govern themselves. When we have settled this question we shall know whether our whole government is to be based on the theory of elective government by all the people as in the commission plan or by the government of a few as in the business form of government as proposed by Mr. Thieme.

When his father was leaving his native country to settle In America he borrowed 20 from a relative.
