JOHN W. GARRETT. John W. Garrett, United States minister to Argentine Republic, was born in Baltimore, May. 10, 1872, and received his education at Princeton. He began his diplomatic career as secretary of legation at The Hague in 1901, and the following year took an active part in the arbitration of several great international questions.. He was secretary for the American delegation which adjusted the Issues between Oreat Britain, Russia and America, growing out of the sealing privilege in Bering Sea. He also was secretary for the American representatives in the Venezuelan arbitration, and a delegate to the hospital shop conference at The Hague In 1904. The next year he was transferred to Berlin as second secretary of embassy, and then became first secretary of the embassy at Rome. Mr. Garrett obtained the rank of s full-fledged minister In 1910, when he "was appointed United StateB minister to Venezuela. Last November he was transferred to Argentine. Congratulations to: The Prince of the Asturias, the future king of Spain, 6 years old today. Rt. Hon. James Bryce, British ambassador at Washington, 74 years old today.

The Chatham Cheat. Carefully preserved at Greenwich (England) hospital is the famous Chatham chest. It la a great box curiously wrought, its iron body being crossed and recrossed by strengthening bands of steel. It was the nearest approach the artificers of Elizabeth's age erer made to the modern iron safe and was worked with special care, since it was the repository of the funds of the great naval charity. In 16S3 it was felt that something should be done for England's disabled sailors who had so nobly upheld her prestige on the sea against practically the whole world. Bo the Chatham chest was instituted.

CURIOUS BITS OF HISTORY THE STAR CHAMBER COURT. ' By A. W. MACY. At one time the "Star Chambar was almost all-powerful In England, it was so called becauseIts sessions were held in a largo chamber whose ceiling was decorated with stars. Its ssssions wer held in secret. It could settle cases without juries and Inflict torture at will, though It could not impose the dfcath psnalty. This court fined the bishop of Lincoln 5,000 for calling Archbishop Laud "tho great Leviathan." It fined John Lllburn, the agitator, 500, sentenced him to the pitlory, and to be whipped "from Fleet street to Westminster." The court was abolished by act of parliament in 1641. "Star Chamber" proceedings of any. kind havs never been popular In America. ''

Our City Council.

Anyone wanting to bet that the Richmond street car company will b put out of business by the Richmond city council, even thought it fails to comply with speciled conditions, can get plenty of takers. Conaersvllle News. . We know of no Richmond people anxious to make such a bet Council, to use a betting term, reverses form so often that to bet on Its actions is a foolhardy risk. Richmond citizens are still chuckling over council's change of front in the hospital question, which has confirmed the popular belief that the last one to get council's ear wins the day. If the Wayne County Medical Society still desires to have representation on the hospital board of trusttees, which policy council militantly supported until the hospital trustees offored an objection, it might be a good idea for the physicians to attend the next council meeting and have a resolution presented that it be the sense of council that the practicing physicians have representation on the hospital board. It is probable that by that time council will be in the humor of changing front again. Erer since the present administration too possession of the city hall there have been proclamations galore issued, to he effect that the car tracks would have to be taken out of Glen Park, but the tracks are still there, notwithstanding the fact that on April 15, last, council, by a vote of seven to five, definitely ordered the traction companies to remove the tracks.

To get down to rock bottom, who legislates for the city the councilmen or the mayor? It has been noticed in many instances that when the mayor has some measure to put through council, wise or otherwise, said measure is, Jn nine cases out of ten, "put through." Do the members of council imagine that their constituents send them to council to act as pawns for the mayor to shove around the political checkerboard as he wills? We believe that if the councilmen are under this impression they will some day realize, to their sorrow, that they were placed in office to think for themselves, and not make themselves targets for ridicule, as they have done in several instances, notably the hospital case. The movement for commission form of government for municipalities thrives and grows fat on actions which our city council is frequently guilty of.

When Coal Was a Novelty In England. Our ancestors, when coal was a novelty, petitioned the legislature to prohibit its use, and the parliament of 1306 did so, but the wood merchants put up their prices to such an extent that the anti-coal fire act bad to be repealed. There is every reason for believing that Britain has the honor of discovering the utility of coal and that the year of 1234, when Henry III. granted a charter for its mining, marks the beginning of the coal age.

'There has been some criticism of the Registration Law which was given its first test in this state yesterday, but most of this criticism is directed at loosely drawn and complicated features of the statute, not at the general principle of registration of voters. The registration principle 1b a good one. In the first place it is .a move in the direction -of eliminating ballot frauds. If the law is watertight it will no longer be possible for party bosses to vote squads of "ringers," and "repeating" should become a lost art. Registration also makes the worthy citizen's ballot of some value to him. It will make his ballot something a ward healer cannot carelessly thrust into the hand of an unnaturalized foreigner and then drive him to the polls. If the registration law in its present form is faulty all Its defects should be weeded out by the next legislature and so amended as to make it a sound measure.

DOWNING STREET, LONDON. It Bears the Name of Clever Man From Massachusetts. Downing street. London, where are the British colonial and foreign offices and the official residence of the first lord of the treasury and where cabinet councils are held, perpetuates the name of a clever man from Massachusetts. Those were the days before the Fourth of July had any significance in American annals, and George Downing, the first scholar in the first public school in Massachusetts and the first graduate sent oat by Harvard college, came to England and became a chaplain in Cromwell's army. By a remarkable stroke of fortune he was sent to represent England at The Hague when Europe was trembling before Oliver, and during three distinct eras in England's history he held the office of British ambassador at the Dutch court. He was as popular or as clever under the Merry Monarch as under the protector and the commonwealth, and it came to pass in the reign of Charles II. that the man from Massachusetts was granted a great tract of land at Westminster, where he built huge mansions and laid out Downing street.
