'National New Association) LOUISVILLE, Ky., May 8. Over 25,000 young women and girla are yearly lured from their homes to exIrploitation on the streets according to rStanley W. Finch, chief of the bureau of investigation of the Department of Justice, who addressed the delegates to the World's Purity Congress on the White Slave evil. The congress Is held under the auspices of the World's Purity Federation, an organization for 'combatting traffic in .women. Mr. Finch declared that not alone iwere 25,000 women the yearly tribute !to the vicious, but that there were no fcless than 50,000 men and women en gaged in their procuration and the tojtal number of white slaves in the ' United States reached well over a j quarter of a million. Most of these, -eaid Mr. Finch, have been led to Isuch lives by deception and trickery, or have been driven to them by deception and fraud. Must Awaken States. "To completely eliminate this awful i traffic, the speaker continued, "we must extend the constitutional powers of the Federal Government and awa'ken the states to a realization of the evil. The hands of the Government would be greatly strengthened if the law were extended so as to make it a crime for persons to communicate by mail, telegraph, or in any other manmer from one state or territory to another or to any foreign country for the purpose of inducing or persuading any proman or girl to travel in interstate or (foreign commerce for an immoral purpose; and it would also be well if it Vere also made a crime to send any communication, by means of the teleigraph, through the mails, by express, or by any other common carrier in interstate or foreign commerce, for the purpose of soliciting money or other valuable thing, except for a legal and iadequate consideration. "There are a number of other matters whiqh it might also be well to cover In order to fully provide for the suppression of the White slave traffic. "First There should ' be an act of 'Congress authorizing a woman to testify in such cases against her husfband. This is - particularly essential tor the reason that, as has already tbeen stated, it is a common practice Sfor procurers to marry their intended "victims, and it is freequently impossible to secure a conviction without the ruse of the testimony of the woman or Serlrl Involved. "Second. Provision should be made 'by law for the issuance of search warrants by any United States court or United States commissioner or justice iof the peace, or other similar official, on behalf of the United States; such "warrants to authorize United States marshals and deputy marshals, and gents of the Department of Justice, specially designated by the Attorney General for the purpose to search any place where there is probable cause JLo believe that any person is destined br held in violation of law. "Third. The law should also authorize the arrest without warrant by the persons heretofore mentioned, of any Ene detected in the act of violating any uch statute. "Fourth. In order to assure prompt trials and substantial, swift and certain punishment In such cases, the law Should also provide for the advancement of such caBes and their trial without delay, upon request of the Attorney General. It should also Ix, with exactness the minimum penalty in puch cases and require judges to promptly impose and cause the execution of sentences and prohibit the suspension of sentences by the courts. At The Murray Vaudeville afternoon aud night The Coliseum., May 23rd and 24th Richmond May Music Festival. Lindley Hall, Earlham. May 10th Day Student play. Murray. It has been some time since the patrons of vaudeville have been treated to so genuine a novelty as is presented by Harry Steppe ana the Haffydill Girls at the Murray this week. Harry Steppe, comedian with the company is an original funny man. He is clever, exceptionally so, and his work secures much applause and innumerable laughs. The song numbers enliven the act and make a continuous round of gayety. There are six remarkably handsome young ladles with the act, who can sing and dance, and with a wealth of beautiful costumes, while beside Mr. Steppe there is the German comedian and the "straight man" whose duty it is to feed the comedians. The dancing by the German and Hebrew is exceptionally fine and brings forth rounds of applause from the audience, while taken all the way through the show is one of the most pleasing here for some time as is being demonstrated by the large crowds attending. AN ILL MATED PAIR. Wide Apart In Temperament Were Thomas and Jane Carlyle. That the Carlyles were an ill assorted couple no one could deny. She was a highly strung, nervous woman, very quick, able and impatient, disappointed with her married life and her position, jealous of the admiration which Carlyle received at the hands of all his admirers, especially of one or two women- whom she found very unsympathetic. That Carlyle adored her there is little doubt. These are mounted on a black velvet ribbon and are fastened in position with three handsome paste buttons Much coquetry is shown in the choice of these buttons or studs, and mock gems are often turned to account In their manufacture. The shadow lace veil reaily has a suggestion of shadows thrown on the face, so sheer and tine is the ground mesh and so delicate the shadow pattern. OLD LONDON LEGEND. ' The Church That Stands In the Field of Forty Footsteps. The church in Woburn square, London, is said to occupy the site of the "Field of Forty Footsteps." to which a tragic legend attaches. The story dates from the days of Monmouth's rebellion. According to the version given in Mr. J. S. Ogilvy's "Relics and Memorials of London Town," two brothers fell in love with a woman who.

SPANISH LAW. The 6nub It Gave a British Consul In Cuba Some Years Ago. The hapbaxard character or Spanish law is well illustrated by the following case: Some years ago a young English sailor, accompanied by an American and an Irish sailor, went on shore at Havana. When rerurniug to their ships they were attacked by Chinamen. The American struck one of the Chinamen on the head with a stick, and the man died. The Spanish authorities did not trouble to discriminate, but sentenced the three men to two years Imprisonment The British consul, being unaccustomed to Spanish ways, took up the case of the Englishman very strongly. The authorities thereupon, possibly to teach him a lesson, tried the men over again and gave them twenty years each. The Englishman after three years In a Cuban prison, during which time his companions died of yellow fever, was transferred to Ccuta to serve the remainder of his time. After some years he and n fellow prisoner, a Spaniard, escaped, but they were recaptured. The food provided in the convict prison of Ceuta consists of two meals a day of garbauzos chick peas occasionally flavored with a tiny bit of salt pork, a remarkably healthy if not appetizing diet, and the Englishman came out of prison In particularly good health.
