Automoblllsts In Massachusetts are
prepared to resist the passage of a new scale of fees tot machines in that state, and members of clubs there are working for a more favorable schedule. In spite of the new schedule, by which some would be taxed higher, there would be so much depreciation with low powered cars that an actual loss in revenue would result says L. R. Speare, president of the Massachusetts State Automobile association. The Highway Commission of the state made the announcement that the extra fees to be collected would amount to about $175,000. He has addressed to members of clubs in his association a statement of the case, which urges also that action to combat the now rates be taken. "The bill which has finally been reported by the roads and bridges committee to the legislature in regard to the increase in regisration of automobiles and commercial vehicles," he says, "contemplates the following: Five to 19 horsepower, 30 cents a horsepower; 19 to 29, 40 cents; 29 to 39, 50 cents; 39 to 49, 75 cents; 60 and over, $1. "It will be evident to all automoblllsts that this is absolutely ridiculous. In Col. Sohier's letter accompanying the Governor's message he states that a fee of 50 cents a horsepower graded in multiples of ten horsepower would have raised on last year's registration $176,373 more than was raised. He also says the net amount available from all sources in the automobile department was $504.162, and this would have made a total net amount available for roads of $680,535. "Now then, the actual rate of 60 cents a horse-power, with a minimum of $5 as the lowest fee would amount to a great deal more money. It can be fairly assumed that on this year's registrations it would amount to approximately $1,000,000. That is, under the suggested rate of 50 cents a horsepower, at actual horsepower, instead of being graded in multiples of ten, a 40-horsepower car would be the same as it is now, $20; a 48.6 horse-

Mr. Albright la one of the few one-armed drivers to be found in the country and the ease and grace with which he handles his cars would do credit to some of the best of those who are fortunate enough to have a full complement of arms. Mr. Albright was born and raised on the farm. His misfortune, however, necessitated his giving up farm life as he was unable to take care of the work. This did not halt his ambition, however and as he was fond of automobiles and thoroughly Informed on them, he decided at once to enter the new field as a selling agent. Much time was spent in choosing his line of cars and the value of his judgment may be recognized by a glance at them.
power car, if rated at 48 would be $24, if at 49 $24.50. Of course there is a large number of cars that would grade at 35 horsepower, which would figure out $17.50 as against the present rate of $15. "It is impossible for us to see any reason in grading any car at a different rate a horsepower, and there is no other state in the Union that has done this. It Is absolutely unique. In consultation with the highway department officials they tell me that some low powered electrics would figure out under the graded rating at $1.80, where they are now paying $5, and as a matter of fact, the net amount received by the state under this new bill, according to the Highway commission would be less than that received last year under the existing fees. "The directors of the Massachusetts
State Automobile association consider this an absolutely impossible proposition, and it should never become a law. After consultation with representative motorists all over the state we found that there was a feeling that the higher priced cars should pay a little more than they have been charged, and therefore we suggested that if the present law were to be changed at all the fee be made 50 cents a horsepower, figured on the universal rating, with a minimum fee of $5 a car. This, it seems to me, would bo much fairer than the present jump in multiples of 10 horsepower. Under this arrangement the larger cars would pay a great deal higher price than the small cars."
