'STREET CLEANING ORDERJS ISSUED By Board of Works, Which - Also Approves Plans for River Boulevard.
The street problem was Bettled without any discussion this morning by the board of works, which, on a motion by the mayor, gave orders to the street commissioner to proceed With the work of cleaning the city streets. All chuck holes, due to activities of the corporations of the -city are to be redorded. If the holes are not filled by the companies immediately, the city street commissioner will proceed to fill them with crushed stone, the cost of the same to be charged against the corporation responsible. The street department will not put crushed stone oh any streets of the city which have not been cleaned first. One wagon will be used to haul away brush and limbs from the alleys of the city. ;" ' West Side Boulevard. The plans probided for the "opening of the West Side Boulevard were approved by the aboard this morning. The plans as adopted provide for a fifty foot road north to the national road. South of the Main street bridge, the gully used when the old national bridge ' spanned the Whitewater, will be filled up a distance of about three hundred feet, even to level of hill top. At this point a cement retaining wall will be placed. The gully will be filled with dirt scraped from the city streets. Only the city may use this as a dumping grounds. ' Lights for outlying portions of the city will be discussed at the meeting of the board of works next Thursday. The board instructed Supt. Hollarn of the Glen to whitewash thte two big barns at the Glen, and to buy roofing for them. A new horse is soon to be purchased for the Glen -The team Used there until last fall was- sold, the city making, a profit of about $100 on the deal. One of the old fire horses of the No. -2 department has been taken to tfie Glen,' and a mate for this horse is desired, r! The street commissioner was ordered to start at once on the repairing of Richmond avenue. The new floor for the Doran bridge must wait until the improvement of Richmond avenue has been finished.' , ' ,' The board also instructed the city attorney to notify all corporations having wires on poles in the city streets
if possible to raise all their guy wires, so that they will be out of reach of any one standing on the ground. Those guy wires which must be low enough to be reached from the ground are to be insulated with strain balls, a nonconducting ball of mica, or with a long wooden non-conductor. The resignation of Fred W. Morse, connected with the No. 4 hose company, to be effective May first, was accepted. Martin Swisher was appointed to. fill the vacancy.
TO TALKJN PEACE College Contest Here Friday Important Event.
The state peace contest, which is to be held at Earlham, Friday night, is under the auspices of the Intercollegiate Peace association. This association was organized a few years ago among Indiana and Ohio colleges, Earlham college being prominent in pushing the work. This association is now a branch of the American Peace society and receives through it a regular subvention from the Carnegie Peace Foundation. The Indiana Peace contest has come to be an intercollegiate event of the first magnitude. In the number of colleges represented, the size of the prizes, and the quality of oratory it surpasses the regular state oratorical contest. The first prize is $75 and the second $50. The prizes are furnished by two Friends of New Bedford, Mass. Misses Mary and Helen Seabury. The winner of this contest will compete May 3 at Allegeheny College, Meadville, Pa., with the representatives of New York, Pennsylvania, Maryland, North Carolina and Ohio. Another interstate contest will be held at Monmouth College, Monmouth, 111., April 26, between representatives of Illinois, Michigan, Wisconsin, Iowa and Nebraska. The winners in these groupe contests will compete at 'the Lake Mohonk conference for prizes of $100 and $75. . The contest Friday night enables the people of Richmond to hear a display of college oratory equal to the best the contest at Indianapolis affords. The contest is free to all. It will begin at 8:00 sharp.

state prison at Walla Walla have shown so' much interest in the night school just established that it is to be enlarged. It is planned for men under twenty-five, but the older men felt aggrieved at this discrimination.
TWO MILK DEALERS GIVEN REPRIMANDS Cautioned by Mayor That Future Violation of Law Means Heavy Fines.
Two milkmen, one of them a retailer and .the other a jobber who also makes ice cream, were hailed before the mayor this morning to answer alleged violations of the state law requiring purity of milk and milk products. Both were let off with a reprimand, as their guilt was not fully established. The retail milkman who was arrested and hailed before the mayor, was charged with selling milk containing 20 per cent water. He stated he had purchased his milk of another man, who sells milk to the retailers, and as there was doubt as to who placed th water in the milk, and the retailer had never been in trouble before, he was released. The wholesale dealer, whose ice cream was tested by dairy inspector Flook and showed less than the required amount of butter fat, stated he had purchased the milk from a Hamilton, O., company, and that as he had ordered milk with 20 per cent cream, he did not test It before using, trusting to the honesty of the company to live up to the contract. The milk contained about thirteen per cent of butter fat. The same wholesaler at Hamilton has been guilty of this same practice before, Flook stated, and prosecution of this company for violation of the Btate reguations may be taken up by the local dealer who alleges he was defrauded. , The mayor stated he would certainly fine and fine heavily all dealers in food commodities brought before him for violations of the pure food laws. Dairy Inspector Flook has received a complete list of the per centages of the ten retail milk men and of the four whoelsale dealers- and Ice cream merchants. The average percentage of butter fat in the samples taken from the wagon of the milkmen is above the requirements of the law, which is 3.25 per cent. The milk per centages were from 3.4 to 4.4 and the Ice cream tested showed per centages of butter fat from 8.8 to 13.

HEW BATTLESHIPS ARE HOT PROVIDED In the Bill Reported Today by the House Committee on Naval Affairs.
(National News Association) WASHINGTON. April 18. At an executive session today the house committee on naval affairs agreed upon the naval increase for the next fiscal year. Under instructions of the Democratic caucus no provision is made for battleships. The naval increase recommended is as follows: Two fuel ships, to cost not exceeding $1,200,000 each, of which amount $630,000 each is appropriated for the fiscal year; six torpedo boat destroyers, to cost not exceeding $1,050,000 each, $558,200 each appropriated for the fiscal year; four submarines, not to exceed $580,000 each, $300,000' each appropriated for the fiscal year, one tender to destroyers, costing not to exceed $1,630,000, of which $630,000 is appropriated for the fiscal year.
