REPORTS MADE TO COMMERCIAL CLUB Its Various Committees Tell of Progress Made During Past Year.
CONDITIONS ARE GOOD
Many Recommendations for Local Improvements Feature Reports.
The reports of committees for the past year and the appointment of committees for the ensuing year featured the meeting of the Commercial Club last evening. Reports were received from the following committees; insurance, public service corporations, manufacturers, membership, public health, education, house, electric railroads and legislation and taxation. The report of the committee on legislation and taxation, with those on the public service corporations and electric railroads probably were of the most Importance. The new committees to be appointed will take up these suggestions and Ktudy them, then report to the club the results of their work. Legislation Report. On summarizing the work done by it during the past year the legislation and taxation committees reported that two measures deemed of great importance to the state were the establishmen of a state penal farm and a shade tree protection law. On the first question, the report says, quite a campaign is being agitated over the state. The governor has appointed a commisison to study the state penal farm question. In addition the club had representatives appear before the state board of charities at its annual meeting to talk on the subject. The State Federation of commercial clubs has also endorsed the movement. The shade tree measure was not successful in escaping the waste basket of the legislative committee as the bill was presented rather late. The committee believes a public utility commission is necessary for the proper protection of tax payers of various cities of the Btate. The committee suggests that the club make a study of a law to regulate the sale of stocks similar to the law now In force in the state cf Kansas. It also suggests that the club direct investigation of the advantage of having a lawVenacted thai would provide for the creation of a sinking fund for cities to be used for the purpose of buying public utility bonds, and to provide a method of investigating such bonds so that the earnings on the sinking fund might accumulate and furnish a fund for the purchase of public utilities. The, committee which submitted this report is composed of George Seidel, D. W. Stevenson, J. L. Rupe, A. M. Gardner and Timothy Nicholson. Want New Car Lines. Suggesting that the T. H. I. & E. traction company be encouraged in every possible way to supply the city with better street cars because the cars' now in use are worn out, the committee of electric railways declared that such action on the part of the company would be of advantage to the

On T'ebruary 21st, 1905. was advised to go to Kort Worth, Texas. While there, an abcess in my
right lung broke and discharged. I-
grew worse, and became very much emaciated. My physician informed me that I must go to Colorado as quickly
jas possible. 1 left Texas June 1st. and j arrived in Canon City June (d, very
feeble. After being there two weeks my physician informed me that nothing could be done, as my case was hopeless. Three weeks later I returned home, weighing 103 pounds, the doctor having given nie no assurance of reaching there alive. "On July 14. 1905, I began taking Eckman's wonderful remedy for Consumption, it having been highly recommended. Today 1 weigh 15S pounds. I am stout and well and can do any kind of work about my grain elevator. Among them were that yard cleaning day should be observed; that the Bchool board should be commended for its action in having all students examined by physicians; the city authorities praised for tneir action in oiling the streets, and that this should be continued this year under the supervision of the street commissioner; that a better plan
should be adopted which would result t
in cleaner alleys; that the city officials should be encouraged and supported in closer enforcement of the ordinance governing the collection of garbage and ashes; that boxes into which garbage is placed should be screened from flies; that more street paving should be encouraged; that the railroad and traction officials should be requested to keep their premises clean. As to Manufacturers. Very little work was done by the manufacturers' committee and this fact was admitted in the report. The introduction of the report read, "It is evident that the value, if any, of this committee is analogous to that of a fire department, an organization ready
to act if a fire occurs but in the absence of a fire, having little to do." The report stated that manufactur

vious, and that other business was also somewhat below normal. However, as compared with the country at large, Richmond's industries have been above the average, according to the report. The committee predicts that

That a great amount of good resulted from the general observance of Fire Prevention day in Richmond is the belief of the committee on insurance. The committee report declared that one of the principal features for security against conflagrations and a revision of insurance rates is the addition or anotlier water main, which the club has recommended the city request and which matter is still pending with the city officials. The local fire loss per capital for the year ending May, 1910, was 18 cents, while the average for other cities in the United States was ?2. Praise Fire Department. "This reflects credit on the fire department and we believe they have deservedly earned the commendation of the citizenship of Richmond," the re-
