ROOSEVELT WOULD BE ELECTED EASY If Taft Was Nominated, Several Republican States Would Be Lost.
(Palladium Special.) WASHINGTON, April 2. The real purpose of the campaign of next fall la the election of a Republican to the presidency of the United States in November. To take such action as will make that possible ought to be the first object of the Republican National Convention at Chicago in June. Some consideration of patent political facts with regard to the electoral vote of the country Is therefore pertinent at this time. There will be 531 votes in the next electoral college, making 266 necessary to elect. There will be 160 votes in the solid south, not counting Oklahoma and Missouri. Whoever is the nominee of the Democratic convention will start with 160 electoral votes assured him and it will be necessary for him to obtain only 106 additional electoral votes in order to be elected. It becomes imperative, therefore, for the Republicans, in considering the question of their candidate, to look for , a man who can be relied upon to carv the electoral vote of the northern blu " western states. In anly 23 of the 48 Sk s of the Union if the administration -w in the hands of Republicans. The 3 states, with their vote in the electoral college, are: California, 13; Delaware, 3; Illinois, i; Iowa, 13; Kansas, 10; Maryland, 8; New Hampshire, 4 ; New Mexico, 3 ; Nevada, 3; Pennsylvania, 388; Rhode Island, 5; South Dakota, 5; Tennessee, 12; Utah, 4; Vermont, 4; Washington, 7; West Virginia, 8; Wisconsin, 13; and Wyoming, 3; total, 238. If the Reptibicans can hold the states in which they now have the governorships, they will need only 28 additional electoral votes to carry the next presidential election. Normally the Republicans can be expected to carry all these states except Maryland and Tennessee. Deducting the 20 votes of thee two states leaves 218 votes which, under normal conditions, the Republicans would be reasonably certain of carrying. The governors of ten states, California, Kansas, Michigan, Missouri, Nebraska, ew Hampshire, Nevada, South Dakota, West Virginia and Wyoming, have openly joined in the movement for the nomnation of Col. Roosevelt. These states have an aggregate of 87 electoral votes In all of them, there is a very strong opposition among Republican voters to Mr. Taft, and it is in recognition of this anti-Taft feeling that the governors have declared for Col. Roosevelt. The Republican voters in those states, as in many other northern states, are overwhelmingly in favor of the nomination of Col. Roosevelt and, if Mr. Taft should be renominated at the Chicago convention, it would be practically impossible to get out the normal Republican vote at the polls. Kansas, Missouri, Nebraska, South Dakota, and West Virginia are practically certain to be lost to the Republicans in the event of the renomination of Mr. Taft. In six other states which now have Republican governors, Illinois, Iowa, Minnesota, New Mexico, Washington and Wisconsin, there is decided opposition to Mr. Taft, such that it is more than doubtful whether any kind of campaign that may be conducted in case he should be renominated 'would be able to bring out anything like the normal Republican vote at the polls. These states have an aggregate of 77 electoral votes. This puts 164 electoral votes, from normally Republican States into the doubtful column the moment Mr. Taft is declared, the nominee of the Chicago convention and, with more than half of them, it gives strong probability of Democratic success. Colonel Roosevelt can carry every one of these 23 Republican States, with the possible exception of Maryland and Tennessee. He would start with 218 certain electoral votes. It would be necessary for him then, in order to win the election, to carry other Sates aggregating only 48 electoral votes. There are 12 northern States which now have Democratic administrations but which are normally Republican and every one of which Colonel Roosevelt carried in the election of 1904. These States, with their electoral votes, are: Colorado, 6; Connecticut, 7; Idaho, 4; Indiana, 15; Maine, 6; Massachusetts, 18; Montana, 4; New Jersey, 14; New York, 45; North Dakota, 5; Ohio, 24; and Oregon, 5. Total 153. On the showing made in the last three national campaigns every one of these states ought to be easily Republican. Mr. Taft lost Colorado and Nebraska in 1908, but Colonel Roosevelt carried both easily in 1904. On any figuring which can be made regarding these twelve States, it would be easy
for Colonel Roosevelt to win the 48 votes necessary In addition to the 218 In States at present Republican to carry him to victory In November. He could win without Indiana, Ohio. New York, New Jersey and Connecticut combined. Mr. Taft's renomination means that the Republican Party starts with an aggregate of sure electoral votes considerably under 100 and It will be necessary for him to win about 175 electoral votes from .those states which were lost to the Republican party after two years of his administration. There is absolutely no ground for hoping that Mr, Taft can recover this ground he lost In 1910. His renomination will make doubtful with strong Democratic probability, practically all the western states which now have Democratic administrations, as well as 10 or 12 now held by the Republicans. These are cold, hard facts which the Republican voters of the country need to remember when they are selecting delegates to the Chicago convention.

Plan Celebration A TENTATIVE design for the Perry memorial to be erected in 1913 at Put-in-Bay, Ohio, in memory of the one hundredth anniversary of Commodore Perry's battle on Lake Erie has been selected here by the joint board, composed of the state boards of nine states which are to participate in the erection of the memorial. The architect has been employed and preparations begun for a celebration which is to last from July 4, 1913, to October 1 of the same year and is to be participated in by almost every city in the Great Lakes. J. Frledlander of New York was selected for architect, his suggestion for the memorial being accepted as the most satisfactory of 54 submitted. It will be subject to modification, but in

SENATOR VANCE'S WIT. The Trick He Turned on a Rival In Campaign Mooting. The late Senator Vance used to say that his liveliest campaign for the governorship of North Carolina was that in which Judge Settle ran against him. They stumped the state in joint debate. All the white Democrats turned out to hear Vance and all the colored Republicans to hear Settle. On one occasion Vance was Informed that some young ladies desired to testify their devotion to the Democratic party by kissing the Democratic candidate for governor. Nothing loath. Vance descended from the platform and kissed a dozen or so of the young beauties and then paused long enough to turn around toward hi competitor and shout "Settle. I'm kissing my girls; now kiss yours." When he married the second time he said to his wife on their wedding day: "My dear, I'm a stubborn" fellow, and you may anticipate trouble. Now. In the beginning, while 1 am submissive, 1 want to give you one piece of advice. If you follow it we'll get on mighty well. It is this: Make me do just as I darned please." A newspaper man who was about starting for a rather out of the way portion of Vance's own state was asking him one day what kind of accommodation he was likely to find. Old age pensions in i.iiS.a for the current year are expected to amount to 12,135,000. of Perry's Battle the main will be erected as proposed by Mr. Frledlander. Premiums of $1,250, $1,000 and, $750 each were awarded to the second, third and fourth designs, according to their merit as seen by the board. The memorial is to consist of a plain shaft 330 feet high, erected near the shore of Lake Erie, at a point off which the battle was fought. There is to be a terrace or plaza leading down to the water's edge and on one side will be erected the historical museum, while another is to a memorial building to commemorate the 100 years of peace. The estimated cost of the memorial is $500,000. As part of the celebration the Niagara, the old flagship of Commodore Perry, which is sunk in Erie harbor, will be raised and made seaworthy. It will then be taken to each of the more prominent of the lake cities during next summer for a stay of a few days in each one.
