"Now the office of market master is jOne-of great importance especially as it includes the position of weighmas;ter. I should like' to recommend cer'tain things to council regarding the
office of city market master. "First: That Mr. Taylor make a report every month to council showing the number of scales tested, cases of , tehort weight investigated, the result and action taken in each case, and the general condition over the city in this Jline. I admit, that Mr. Taylor, in fact all the cabinet officers make monthly .reports at the meeting of the mayor's ;cabinet. But what does Mr. Taylor say ;n these occasions? "Very little," his (report runs: "Not much doing, whitewashed the market bouse. Sold several (new - stalls. Weights and measures In lO. K. condition." Wants Good Reports. . "It seems to me we are entitled to have a good report from the market fmaster. the same as we eet from -the
light plant and other officers. . "Second. . That for one month Mr. ITaylor keep an accurate account of 'the number of hours per day he is on -duty as market or weightmaster and report the same to council. Also how many men he employs at the market house to assist him and what money is spent on the wages of these men. It seems no more than fair that he should do this. "Third. That Mr. Taylor conform to tne letter of the ordinance in regulating weights and measures and to his oath in taking the office of market master if he already does not do so. "Fourth. That Mayor Zimmerman see to it in bis capacity as highest official of the city of Richmond that Market master Taylor performs his duty and his full duty and perform the same all the time or demand his resignation immediately. "Fifth. That Mr. Taylor come before the meeting of council at the next sesiSion and show that he has performed his duty or explain why he has not to -the council. "This is not the first time we have lhad an occasion to complain of the j-work of Mr. Taylor. And on all sides i among the honest people who want a iigood square government the complaint fis heard. If this is the kind of a city temploye the city administration is gojlng to furnish, it is time for the council to do something radical in the way (of removing the said market master. "Much work could be done by the .market master if he was so inclined apd I believe there could be considerable money saved for the city if the market master, Mr. Taylor, would do a. little work himself. The hospital controversy was reopened at the meeting of council last night, by a communication . from A. Bavis, chairman of the hospital probe committee, in which he urged that the council rescind its action of March 18, when it designated that tbe selection of physician members of the board of trustees of the Reid Memorial hospital be made from the list of physicians alphabetically. After a short discussion, a motion to rescind the action was made, and the report left in its original form. The motion made to adopt the report in s original form was then put to council, and adopted by a vote of eight to three. But one objection was made to the adoption of the original report which provides for the appointment of two trustees by and from the licensed physicians of the city and county. This came from Dr. Zimmerman, who stated that in his opinion the doctors of the county, living outside of Richmond, should not have any voice in hospital matters. He said that the hospital was a city institution, supported by money contributed by the city. He said they could not satisfactorily fill the positions on the board, as some of the physicians living in the small towns could not be here when needed. This objection did not appeal to the councilmen. The communication by Bavis was read under the ead of unfinished business, and Councilman Burdsall immediately arose and stated he had reconsidered his suggestion of March 18, that physician trustees be appointed in alphabetical order and moved
to rescind his amendment. Five councilmen seconded his motion. Bavis in defending his communication, stated that all the methods brought up before council and many more had been dissected by the committee which investigated the hospital. He said that "some members of the medical profession, both members and non-members of the Wayne County Medical society, were unfit for service," and that for this reason, the alphabetical method of selection had been discarded by the committee. "This report is only a recommendation to the board of trustees of the hospital and they can do as they please in regard to adopting it," stated one member of the council. "Why all this fuss?" "It amounts to this," answered the mayor: "They'll accept our report and carry out its suggestions or they won't get any more of our money. When they come up here again asking for cash to help out the institution, they will have to show us that they have complied with the terms of our report." The original report was adopted,
three councilmen voting against it, Wessel,' Weishaupt and Evans. The Wayne County Medical society bugaboo entered into the discussion again, when Bavis was asked if this society would not be able to elect whom it pleased. The selection by the terms of the report is left to the physicians of the county, the section referring to this matter reading, "and two licensed physicians to be chosen by and from the licensed physicians of the city of Richmond and Wayne county." The non-members of the medical organization of the county are in the minority, but they will attend the called meetings which will be held for the purpose of chosing physician-trustees and will have as much chance as any other minority has to elect its candidates explained Bavis, who said that this procedure in the opinion of the committee, was the lesser evil of all those encountered in finding a method of selecting two doctors to serve on the .board. The Bavis communications follows. To the Mayor and Members of Common Council Gentlemen: At a regular meeting of your honorable body, held March 18th, it was deemed advisable to rescind the action of council at its special session held Wednesday, March 13th to the extent of reconsidering the acceptance of the committee's report pertaining to the Reid Memorial hospital, with the result that you recommended a change in the method of selecting the members of the medical profession, who shall serve as members of the board to-wit: "They shall be selected as their names appear alphabetically upon the list of licensed physicians of Wayne county." I have no doubt that you acted in what you thoughta spirit of fairness" toward all members "of the profession, anticipating possible discrimination against non-members of the Wayne County Medical society. It is very unfortunate that the Wayne County Medical society should be allowed to influence your actions in determining the merits of your committee's recommendations. The committee ignored all consideration of said society in its recommendations, for the very reason of its being possible, if the selection was left to the society, non-members might feel aggrieved if they thought they were not getting a proportionate representation on the board, hence we left the selection to the "Medical Profession of Wayne County," which gives to the non-members of the society, a proportionate vote to their number. is the well being of the hospital, and not the gratifying of the aspirations of any who desire to serve on the board. Improvement in present conditions must be anticipated by the fitness of those under whose control it shall be placed, and the ignoring of "qualification" in selecting must operate to the disadvantage of the hospital. I would respectfully, in this instance, call your attention to the duties of the "hospital committee" (as per the hospital" rules governing the administration) which says: "Such committee shall be authorized and empowered to determine and settle all questions of detail, all controversies, which may arise in the work - and management of the hospital, or as to the efficiency or conduct of any nurse or employe therein, and to make in all such matters such decisions and orders and give such directions as in the judgment of, the committee shall be for the interest and welfare of the hospital." I have given you this quotation that your honorable body might fully realize how important a bearing the question of selection has on the future welfare of the hospital. Such men only should be chosen to serve who can at least, measure up to
the dignity of the hospital and its i purposes, and to whom the nurses can ! look upon with respect and confidence, j
knowing such members are giving the benefit of their hospital experience. I trust your honorable body may see, as your committee saw, how hopeless it would be to expect improvement under such a method of selection and see fit to accept their report in its original form. Yours truly, A. Bavis.
