Livengood will fill his regular appointment at the Christian church next Sunday morning and evening. The common school will close here next Friday. High school will continue one month longer. Including the Town of Spring Grove sad the city of Richmond therein, of loss than Thirty Thousand (30,000) Inhabitants, hereby and herewith petition and pray your honorable Body that a certain public highway within said Township of Wayne, and generally known and designated aa "North Tenth Street" in so far as hereinafter described part thereof is in "the city of Richmond, and as "The Richmond and Newport Turnpike" In so far as
hereinafter ' described part thereof is outside said City of Richmond, In the part of said highway hereinafter described, be Improved as follows, towit: That the highway "commencing at the north lino of North H street in said City of Richmond on said North Tenth Street, where said North H Street at north lines thereof leaves said North Tenth Street on west side thereof, the same being on the Section line dividing Sections thirty-three and thirty-two (33 and 32). Township fourteen (14) north. Range one (1) west; and continuing thence north along said Section line and the continuation thereof northward as same divides Sections twenty-eight and twenty-nine (28 and 29) of aaid Township and Range above to the south line of that certain free-gravel road and turnpike In said Section twentyeight as leads eastwardl? from said section line, and along the north corporation boundary of the Town of Spring Grove; the same part of said highway herein described on said section lines being of a length of some three-fourths of a mile," shall be laid out, established and improved, by widening, grading, draining and paving with crushed stone) all as is hereinafter set out. That said part of said highway, as above described is as stated above of length of less than three utiles in length, viz: some three-fourths of a mile in length; and same connects at the north end thereof with said 'freegravel road Of said County of Wayne, along the north boundary line of said Town of Spring Grove, and at the south end thereof with said North Tenth Street at said north side of said North H street, the same North Tenth Street at said place of continuation northward, from such place southward being an Improved and macadamized highway in said Township of Wayne, and all of said highway being in said Township, and on said section lines aforesaid. And the undersigned petitioners herewith recommend that said part of said highway sought to be laid out, established, graded, drained and paved through these proceedings in petition and subsequent proceedings thereon, be so improved as follows, to-wit: 1. WIDTH. That the total width of said highway so laid out and established be of the uniform width of sixty (60) feet, same extending and being thirty (30) feet on each side of the sections dividing line as above set out. 2. BRIDGE. That tbe bridge as now built along line of present highway, and over the East Branch of Whitewater River, be continued and left as at present, with improved, highway by boundaries of Improvement on either side thereof converging to the east and west sides of said bridge at both north and south ends thereof. 3. GENERAL CHARACTERS OF IMPROVEMENT. - That the general character of the Improvement to be made, and. petitioned for herein, be the establishing of propjer grade therefor, and in conformity with the grades of other and already established highways therewith connecting in so far as same can be
done. And by the platting of said highway by providing and establishing ot a way nine (9) feet in width along the each side thereof for the full length thereof for eventual and subsequent further Improvement by sidewalks. And after the such setting apart of such nine-foot strips for sidewalks therealong as above, the remaining part of said highway, forty-two "(42) feet in width along the center-thereof be further Improved by the construction along the each side thereof for the full length thereof, except in so far and in so much as Is occupied by bridge above referred to, of cement curbs and retaining walls of proper and suitable and practicable width, and of some six inches in width along top thereof, and In height above the eventual surface of the highway of some eight inches, and in connection therewith the building and construcA tion along the entire length of sucn curbs and retaining walls on the higbV way's sides thereof of cement flanges or wings or gutters, of the uniform width of eighteen (18) inches, and such wings or flanges of elevation and grade to be flush with the grade of the finally improved highway at surface thereof, the such cehient construction along the both sides of said Improved part of highway being of such character as to provide for the proper drainage of said highway so improved, and of such construction as to preclude and avoid to greatest possible degree the ravelling and washing away and wasting of the crushed stone and highway material used in the construction of . the roadway proper, and the same said cement construction to be further provided with proper drains and pipes leading therefrom to carry away surface waters from said finished and improved highways; and also said concrete and cement conatrucS tion to be of such form as to provide for any other, platted highways enter ing into and joining with said improved part of said highway, and also of such form as permitting drives and roadways through, over, and across the same to private driveways, and especially to the several entrance ways to Reid Memorial Hospital Grounds bordering on said proposed to be Improved highway. That the center of said highway between said lines of cement construction along sides thereof be improved by the excavation of the soil therefrom and therealong to sufficient depth ss to provide for permanent bed and foundation of crushed stone to be placed therein and with crushed stone ot vsrous sited screenings placed therein and built up thereby to grade of surface of highway, such crushed stone to be of the varying sizes and screenings for proper macade amising construction, and same throughout and in course of application and filling to be thoroughly rolled and packed by use of. snd rolling with a road-roller, of weight of some twenty tons, snd all In keeping with the most approved methods of construction of macadamized roadways.' - And said petitioners, and each, of
