Mr. Cabe then went into more minute details concerning the organization as proposed, pointing out that no one section of the country would have an advantage over another, as now is the case with the East outweighing tbe remainder of tbe country. The speaker sought to Impress his audience with the proposition that under tbe proposed system tbe small bank would have tbe same protection as tbe large; that the same protection and assistance would be afforded the institution in one part of the country as one in another section and tbat there would In a general way be a great help to commercial Interests everywhere as result Andrew Carnegie, the speaker said, had once characterized the American banking ' system as the worst in tbe world, and the statement Is generally accepted, the speaker declared. "It has only been within a short time," he continued," that American people have given real thought to a change in the system which is a relic of by-gone days though still is permitted to exist. No question before the American people at this time or any time has had more vital Importance than this proposed conservation of credit; this modern system of transacting our banking business on well defined business lines. The system will emancipate our business men... farmers and manufacturers from the bondage and thraldom ot the New York stock exchange. Every prudent man can then mind his own business without watching the ticker to see what is likely to befall him. Source of Opposition. "Opposition to tbe movement comes only from those who will not inform themselves, or from those whose mental processes aro deranged by personal animosity, petty fears and antiquated prejudices. "Under present conditions country bankers are Induced by the payment of interest to deposit large portions of their reserves and unemployed funds in the banks of the central reserve cities, principally In New York. The New York banks, with their own reserves pyramided by the addition of cash from the country banks, are enabled to loan enormous sums especially to operators in Wall street to carry stocks and bonds. In this manner the funds of commerce from every section of the country are diverted Into the vortex of stock speculation and high finance. Often It Is difficult and sometimes Impossible for tbe New York banks to call in their speculation Joans so as to meet the demands of the country banks for the return of their cash needed to meet local demands for business and agricultural purposes. Then follows the annual money stringencies which sometimes deteriorate info American panics. "With this end in view our National banks will be authorized to accept time bills of exchange representing goods in process of production or in transit from the producer to the consumer. These are known in Europe as prime bills. These bills of exchange, representing genuine commercial, industrial and agricultural transactions, are the soundest securities in which bank funds can be invested for brief periods. They are superior even to government bonds because in effect they are time money on call. In the United States banks loan largely on promissory notes which they are required to keep until maturity, because there is n open ready money for their sale. In Europe, however, a person desiring to borrow money will arrange to have his one, two, three or four months' bill of exchange accepted by his bank and then the bill can be sold at a moderate rate of discount in the open market, or in a sale of goods, the purchaser will arrange to have his bank accept the bill drawn by the shipper, who will immediately sell the bill and get his money for tbe goods sold. Thus the credit of the individual is eliminated from consideration." A Large Audience. The audience that listened to Mr. McCabe was one of the largest that has gathered in the Commercial Club rooms in a long time. Many of the new members were present and President Swayne welcomed them in a short address. The meeting was in charge of B. B. Johnson, who introduced Mr. McCabe and he was given the closet attention throughout.
RELIGIOUS SECTS ALL REPRESENTED Religious Education Is Being Discussed by Two Thousand Delegates. (National News Association) ST. LOUIS, March 12. The first session of the ninth general convention of the Religious Education association was held in the Odeon auditorium here this afternoon, and was attended by nearly two thousand delegates, representing all the important sects in the country including Catholis, Protestant and Jewish. The discussion centered on churches and pastors, the general theme being "Tbe Developing of Religious Leadership Through the Churches." Jonathan Ie Moyne Snyder, president of the Michigan Agricultural college, opened the session with an address on
! the "Training of Religious Leaders for
Church Work in Rural Communities." Mr. Snyder's discourse was followed by a discussion on the proper training of boys for leadership in religion. The meeting was concluded by a devotional service. The feature of tonight's service will be the annual address by the Presl-

ciation, James Hampton Kirkland, Chancellor of Vanderbuilt University. Thomas G. Gailor, Episcopal Bishop of Tennessee, will also deliver an address. His topic will be "Our Indebtedness to Religious Leaders." Special sessions will be held tomorrow morning and aflernoon for discus-
1 sion on churches and pastors. The j general themes will be: "The Leadership of the Church in Many Fields,"
and "The Nature and Scope of Church Leadership in the Field of Education." A special session will also be held to
morrow afternoon by the Sunday school department. A meeting will also be held by the Department of Public Schools, and will be addressed by Hon. P. P. Claxton. United States Commissioner of Public Schools; Edwin G. Cooler. Special Commissioner on Vocational Training for the Chicago Association of Commerce; and H. B. Wilson, Superintendent of Schools, Decatur, 111. In the evening the second general session will be addressed by Professor Francis Pea body, of Harvard; Albert Ross Hill, president of the University of Missouri; and Charles S. MacFarland, secretary of the Federal Council of Churches of Christ in America. The general theme at this session will be; "The Field of Religious Leadership." The convention will continue for three days, during which time more than thirty meetings . are scheduled to be held.

SEVEHTH DISTRICT HOW iUMELIGHT G. O. P. Gubernatorial Race Becomes Entangled with National Politics.
CVWIadlum Special) INDIANAPOLIS, March 12. The Republican situation in the seventh district is attracting siate-wide attention because or tne ract that the gubernatorial race has become entangled in the fight for delegates to the national convention. It develops that Mayor Lew Shank, of Indianapolis, expects to make the race for the nomination for governor and that this was the real purpose of his managers in announcing his candidacy for delegate to the Chicago convention. Tbe ambition to be governor of Indiana by Mr. Shank does not set well with some of the old line Republican leaders such as Addison C. JIarris, V. H. H. Miller and other men who have been leaders in the party councils for years. These men were not especially well impressed in the first place, when it was proposed to send Shank to the national convention, instead of some more representative Indianapolis Republican, but now that it develops that he is trying for tbat place merely as a
means of climbing into the governor's chair, the dose Is still more bitter. Shank's local machine, backed by Joe Kealing. has publicafly announced that Shank will be elected delegate no matter how many Republican votes are cast at the primaries which will be held here Friday afternoon, March 15. Feel Encouraged. The success of the Roosevelt movement in several states where the administration ia even more powerful than in Indiana has stimulated the belief of the Indiana managers of the Roosevelt boom to believe that they will succeed even beyond their own sanguine hopes. They point to Oklahoma where the Taft forces were strongly intrenched with federal patronage and where the popular vote was for Roosevelt for the presidential nominee. They indicate New Mexico as another similar example, for they say that while the Taft machine was strong enough to obtain the majority of delegates, tbe popular demand for Roosevelt was sufficient to prevent the instruction of the delegates for Taft, leaving an uninstructed delegation from that state. The rout in Texas and In Missouri have also encouraged the Indiana men.
