Third Term Tradition.
Whatever anybody may think about Theodore Roosevelt it is certain that all those who are for him will say that there is nothing in his case which applies to the third term tradition of Washington's making. All those on tbe other side will Immediately say that the action of Washington who had been a dictator for many years as the head of the continental congress, commander In chief of the army and then the choice of the electoral congress for presidency, a man of obvious aristocratic training and tendencies who was seriously suggested as the head of a royal family bars Mr. Roosevelt for the same reason. It may be of just passing interest to hear what Washington thought at the time the thing was to be considered in the constitutional convention. Collier's Weekly comes forward with this information. "It is a bit tiresome to read continually arguments against third terms based on the supposed opinions of George Washington. He was on tbe other aide. In tbe convention which made the Constitution he took the side opposed to Jefferson on tbe question of necessary rotation in tbe Presidential office. On April 28, 1788, he wrote to Lafayette:
"There are other points in which opinions would be more likely to vary. As, for Instance, on the ineligibility of the same person for president, after he should have served a certain course of years. Guarded so effectually as the proposed Constitution is, in respect to the prevention of bribery and undue influence in the choice of president. I confess I differ widely myself from Mr. Jefferson and you, as to the necessity cr expediency of rotating in that office. I can see no propriety in precluding ourselves from the services of any man who on some great emergency shall Le deemed universally most capable of serving the public.
"Tbe italics are ours. Washington observed that domination could not occur except in the last stages of corrupted morals and political depravity, and even then there was "as much danger that any other species of domination would prevail." More, Father of Our Country, as the history of our machines has shown. If the reader will kindly refresh his memory of the Farewell Address, he will find that Washington is still explaining why he cannot see that it 1b necessary for him to give up his desire for quiet. He objected to accepting his first term. He argued pathetically that he ought not to be asked to take another, as jou may see fully set forth in his letter to Madison of May 20, 1792. When he laid down his command of the army, at the end of the war, he stated emphatically that he would never reenter public life. He changed his r.iind. He was occupied in changing his mind again when he died. Our advice to those who argue against third terms is to let George Washington alone.

The doctors have disagreed agf In. Here comes Dr. King and says that dogs must be muzzled in the house. Dr. Davis opines that dogs to be quarantined do not have to be muzzled in the house. It is quite conceivable that both are well within their facts and that their stands are well taken. It seems that Dr. Davis has applied the law of reason and that Dr. King has stuck to the law of Pasteur and science. If the law is to be strictly enforced and the muzzle is never to be lifted are not all the dogs condemned to death by starvation? Does the law say that the dogs arc to be permitted to eat or drink? And again what is the liability of the householder who does not muzzle his dog in tbe house? What if a visitor should intrude himself into tha quarantine and expose himself? Is the house holder or the dog or the visitor at fault if the visitor should pull the dog's tail and provoke him to pufchis teeth in the calves of the visitor. Let's preserve a sense of humor. It would be a lot easier to enforce a ruling that all dogs should be removed from this community than to persuade any dog owner that there is any danger from his little Fido. The only explanation that promises to clear up the situation is that one of the gentlemen once owned a dog? Incidentally it' throws a great beam of light on the Sherman act and the law of reason. '

A. branches throughout Massachusetts and Rhode Island gathered in this city today for their twenty-second annual conference. The object of the conference is to bring the boys together in a manner that will promote a moral and social uplift. To thiB end a number of well known religious workers and educators have been invited to deliver addresses. The sessions which were commenced today will be brought to a close with exercises in the Central Congregational church Sunday evening when about 500 boys will take part in a devotional meeting.
