Some of the resident property owners regard them aa an unfriendly intrusion on their pocket books while others see in them an enrichment of their Investments. i At least one citizen haa come to the Palladium protesting against the Improvement saying that he did not care to pome out in the open and oppose them out of regard, for his business interests. The citlsen was informed that though this paper has repeatedly said that the law covering the case is unsatisfactory and that the framing of the law was attended by circumstances not altogether free from the selfish purposes of paving concerns that aa a matter of fact the resident property owners have a chance to be heard and there is verylittle sympathy coming to any man who will not come out in the open and atate hia bbjectlons and register his protest on the petitions as prescribed by law. There is probably in theory the fullest reason as to why paving should be borne by the whole community rather than by the individuals whose property Is in front of the improvement. A good example of this is in the case of the street in front of the Pennsylvania freight depot. All the hauling traffic both to and from the railroad all the country travel coming in from the north west passes over this stretch of street. ' From the very fact, if for no other, of the nearness of the railroad and the freight depot Itself this section of town can scarcely ever be very valuable from a residence point of view. The needs of the public demand a brick street while the pocket books of the resident property owners would feel better if there were no assessment made at all. For this reason public interest would be better served if the city government had charge of street improvement and bore all the cost of it from the common fund. Of course the objection is usually made that the present condition of city government in the United States is such that if the city officials are allowed to make the improvements without any check, let or hindrance that there would be a carnival of street building and that along the most expensive lines. Such has been the case in a great many places. However this town has seen that by leaving the matter to the resident property owners that that itself may often work a hardship. It seems to us that the powers of the city government and the laws affecting municipalities are entirely too muddled for any good to come out of it spontaneously. Baltimore and Ohio and 75 railroads operating in Central, Western and official classification territories and a number of boat lines plying on the Great Lakes, to Commissioner Harlan of the Interstate Commerce Commission. The rail and lake rates from eastern points to Lake Michigan points were attacked as discriminatory to Duluth and in favor of Chicago and the twin cities of Minneapolis and St. Paul. Mr. Sullivan charged that the railroads and steamship lines gave preferential storage rates at Lake Michigan points to the twin cities while disallowing the privilege to Duluth. "The dlscrlminatons," he declared, "came through rates prevailing from eastern and central sections to the Twin Cities which are denied to most ether communities in the Northwest, thus depriving Duluth of the natural advantages of location.

THREE VERDICTS OF CORONER ARE FILED
Three verdicts have been filed with the county clerk by Coroner R. J. Pierce. The death of Henrietta Carson, an insane woman, who was confined at the Home for Friendless Women, and who committed suicide, was due to burns, self-inflicted, the woman having set. fire to her own clothing with suicidal intent, according to the verdict. The Carson woman on the night of February 7 secured a broom in her cell and placing it in a stove ignited it and set fire to her clothing. William Engelbert's death, which occurred February 8, was due to cerebral hemorrhage. Engelbert was 57 years of age. Accidental suffocation caused the death of Frank Hall, Jr., the three-days-old infant of Mr. and Mrs. Frank Hall, colored. The babe died February 11. It was wrapped up too closely, according to the coroner's verdict.

Matilda Stanley was accorded an almost royal funeral In 1878 at Dayton, O., where, ten years later, another queen was crowned with all proper ceremonial. In England, too, gypsy queens hare received all due honor. Esther Fan Blythe, who died In 1883, had many members of the aristocracy on her visiting list, and she, too, had a regular coronation. But, on the whole, the gypsy has not had a very good time In England. An act of 1502, for example, made It a felony without benefit of clergy to be merely seen for a month in the society of gypsies, while for actually being a gypsy no punishment was too severe. In "Home Life In Spain" is a fine story of the University of Madrid, which once had among its professors that Senor Castelar who was for a time president of the short lived Spanish republic. But when Alfonso XII. was brought to Madrid after the fall of the republic Castelar, with bis companions, was exiled. Some years afterward an amnesty was proclaimed, end Castelar returned in triumph to Madrid to resume his office in the university. Between that yesterday and this day he had fought the battle of the fallen republic and had known the bitterness of years In exile.
