DON M. DICKINSON. Don M. Dickinson, for many years one of the leuding lawyers and politicians of Michigan, was born in Oswego County. New York, January 17, 1846. As an infant he was taken by his family to Michigan and at the early age of 21 be graduated from the law department or the State university at Ann Arbor. Ilia ability as a campaigner led the Democrats to make him chairman of their State central committee in 1876 and four years later he became the Michigan member of the Democratic national committee. When Grover Cleveland was elected President he made Mr. Dickinson Postmaster-General. Two years later he left the cabinet to resume his law practice. In 1896 he represented the United States before the international commission appointed to settle the Bering Sea claims and a few years later he was one of the members of the Court of Arbitration to adjust tbe controversy between the United States and the Republic of Salvador. What's The Matter With Jessup? Wilfred Jessup is assistant attorney for tbe city. On )tfonday night he made a per-fervid speech for the persons who are trying to get a franchise for the sale of gas for twenty-five years. Who is Jessup appearing for? Is he appearing for the citizens or is he appearing for Beasley? The fact is that as early as October 18th there was a secret conference in the law offices of Gardner, Jessup and White. At that conference Mr. Beasley was present. There were great precautions taken to keep the affair from being known. On January 15th Mr. Jessup arises in council and delivers his speech in favor of the parties who are trying to obtain a twenty-five year franchise.
Iet us examine into this case. Why is it that Wilfred Jessup should appear as aBistant counsel for the city at all. lie was not one of the original appointees of Mayor Zimmerman. Is it because Mr. Gardner has aspirations for the bench in Wayne county and needs assistance in tbe business which he hopes to leave as attorney for the Dickinson Trust company? It has been noticeable that Gardner has not pressed the water works fight to any conclusion; it is noticeable that he has not pressed himself forward at all, in any of this important legal work for the city. There is a variety of politician that does not desire to make any enemies and so does nothing. By this we do not mean that Mr. Gardner and Mr. Jessup have not been faithful in the performance of their duties as advisors to the mayor. They have been faithful attendants on the meetings of the board of works. Their opinions have been fecund and often. But we leave it to the ordinary citizen as to how much stamina either one of these gentlemen who compose the law firm now taking care of, or presumably taking care of, the city's affairs have put into the struggle which the people of this town have been consistently making for the straightening out of some very perplexing problems?
Was there ever a time in which Mr. Jessup made a speech for the avowed interests of the people in all this public utilities affair which was as brimful of fire and zeal and eloquence as that effective talk which be delivered in council on Monday night? What would be the use of having an attorney for the Beasley interests would they need any other kind of a speech than the one that Wilfred Jessup made? John Robbins is attorney for the Beasley interests and a capable corporation attorney would he have made another sort of speech or tbe same kind of a speech? Would he have advised the city officials to stay in harmony and perpetutate secret meetings and star chamber sessions. "Harmony is more blessed than protection for the citizens of Richmond! Did not Abraham Lincoln free the negroes, was he not of the people then let's have harmony gentlemen in the name of the Republican party and the martyred McKinley and pass over the franchise to Beasley!" (Loud cheers.) What is Wilfred JesBup trying to do follow in the immortal footsteps of James Eli Watson? It's a fine chance! We can imagine what the shop vote in Richmond would do to Wilfred Jessup if he long continues that sort of a proposition. AIbo it is a pretty fair bet that they want to know whether these secret conferences with Mr. Beasley are not more in line with the building up of a corporation practice than they are with the "friend of tlie people" game that W. J. used to pattern after when he first commenced to wear his slouch hat a la? Jim Watson.
The whole conduct of this public utilities question here in Richmond is dependent on the manner in which the legal talent supposedly employed by the city behaves. A man who undertakes the city's end of it has the ideal example of Brandeis of Boston who has actually come across as the citizen's attorney or he has the other opportunity. That opportunity may briefly be said to be the highest ideal of the Indiana bar at the present time with a few notable exceptions to follow in the steps of that brilliant attorney and consummately adroit man, Ferdinand Winter, of Indianapolis. An attorney for the McGowan interests the trust companies the Big Business attorney of Indiana he has tinctured the attitude of the whole fctate bar. We have thought that we had seen traces of this in Mr. Jessup in his activity with Mr. Ash in the selling of electricity (bought from this same Light, Heat and Power company) when endeavoring some while back to get a wide open franchise from the county. Perhaps his sympathies ae running that way. But if they are let him be frank about it and qualify as a trust company and corporate attorney openly not in the pay of the city. Once Wilfred Jessup was spoken of in this community as displaying a considerable amount of ideals quite apart from his talents as an attorney and the rectitude of his profession. Frankly there is a question mark now instead of an exclamation point.
Quite apart from Wilfred Jessup it seems to us the best sort of selfish tactics on the part of the corporate influences in this town to crowd two franchises on this city at once thereby giving tbe citizens more than they can conveniently consider at a time. There it is back public policy for the city and good private policy for the company to force the matter. This coupled with the fact it is Mr. Robbins' advice to his clients not to bring the matter out in the open with a chance for public discussion as to why Wilfred Jessup has made a very bad assistant city attorney.
Doctor Zimmerman has complete confidence in his own ability to handle the franchises as many of them as may be brought forward without making the slightest mistake. He prefers to do this feat in seclusion and not in view of the whole audience a thing which is held against even slight of band performers. It is not necessary to add that a franchise is tbe public concern. But when not only the people but the very representatives of the people are told to keep out and told to keep out by the city attorneys and the mayor then it seems to us about time to call a halt. Who is Wilfred Jessup representing?

PIES FOR THE KING. Ancient Customs That Are Still Kept Alive In England. Tbe city of Gloucester, in England, annually presents tbe king with a pie. Almost from lime immemorial Glouces ter until tbe year 1S34 followed th custom of expressing its loyalty to tlu throne by sending to the sovereign lamprey pie. In 1S34 the custom was suspended, but it was revived in 1S9E and has since continued. It was felt that the year of tbe diamond jubilee required 8om special effort, and therefore the 1S97 pie. which was in May dispatched to Balmoral upon a gold dish, was of a more than usually elaborate character. This pie weighed twenty pounds and wa adorned with truffles, fine prawns on gold skewers and aspic jelly. On the top was a representation of the royal crown and cushion, with a scepter t which were attached streamers of roya blue, and at the base were four golden lions. By the survival of an aucient custom the town of -Yarmouth is bound to furnish to the sheriffs of Norwich annually a hundred herrings baked Id twenty-four pies, which are then senl to the lord of the manor of East Clareton, who conveys them to the king. Canada's meteorological service has been making observations of the upper air with balloons since last February. Of sixteen balloons sent up, eight have been recovered to the present writing. The lowest temperature recorded was 94 degrees below zero Fahrenheit at an altitude of about 8.7 miles.
