CONGRESS EXPECTS FLOODJrJEPORTS Committees of House and Senate Worked- Hard During Off Season.
The Democratic program for legislation includes the following important subjects: Revision of tarlfr to a revenue basis. Economizing on great supply bills , for running the government. . Amendment to the Sherman AntiTrust law to strengthen and enforce it. Ant-injunctlon bill. Contempt or Court bill. .'Bill for automatic compensation to employes. (Employers' Liability bill.) (National Newt Association) WASHINGTON. Dec. 4. The first regular session of the Sixty-second congress, which convened today, will establish a number of now records, among them one for the number of reports from special commlHsioners and Investigating bodies which will be made to it. In addition to the regular program of legislation, as outlined by the allied Democrats and Insurgent Republicans and as called for in President Taft's message, congress will be called to act upon at least twenty-three various reportB. One of the most important of theHe is from the tariff board, upon which President Taft and Republicans In the Taft wing desire tariff revision to be moulded. In all probability the tarifr board's report will be accompanied by a special presidential message. Four reports, two of them dealing with charges of irregularity in the election of United States senators, will be made to the Senate alone. Nearly twenty separate bodies have been at work since the special session came to a close, investigating as many different subjects, under orders to report to congress. The work of some of them is of the utmost importance to the entire country and the labors of all are of more than passing interest. Especial interest is attached to the Bpecial house committee, headed by Representative Stanley, of Kentucky, which has been delving into the affairs of the United States Steel corporation. It was upon a part of the findings of this committee that the government's dissolution suit against the Steel trust was founded. Another report of national interest and of more than national importance Is that of the National Monetary commission which was appointed to design currency reforms which would prevent panics in this country in the future. The monetary commission, which was headed by former U. S. senator Nelson W. Aldrich, has been at work for over two years and was ordered to report before January 8th. The mission' of some of the probing bodies, especially those investigating the elections of U. S. senator Lorimer in Illinois and U. S. senator Stephenson in Wisconsin were regarded as largely political. It was believed and with good reason that much of the work done by the present session of congress will furnish campaign material in the national compaign next year. The Democrats will "point with pride" to their achievements; the Progressive Republicans will hold up the result of their labors as a vote getting inducement and the old line Republicans will argue that their enactments are worthy of the electors' consideration when it comes to voting in 1912. When it is considered that, in addition to acting upon all the reports, the Democrats have outlined a strenuous policy of retrenchment in national expenses and are aiming to pare down all the big expense bills, it is evident that the session will be as Speaker Champ Clark predicted, "a long, hard and busy one." There have been indications that the Democrats'and the Insurgents will align themselves upon a number of measures and it follows that this double formation may determine the acceptance or rejection of some of the Important reports. possibility of an alliance in the senate between Democrate and Insurgent Republicans upon many important matters of legislation, the fact presents itself that the Regular Republicans may be hard pressed. The Democrats have outlined their own program regardless of the wishes : of the President. The report of the Stock and Bond commission, appointed by President Taft under authority of an amendment to the Interstate Commerce act of 1910, will be made some time before the session comes to an end. President Hadley of Yale, is chairman of this commission and has spent considerable time in Europe investigating conditions there to compare them with the situation in this country. The report of the joint commission on waterways, of which Senator Burton of Ohio, is chairman will also be made with recommendations. This report will likely urge appropriations for the improvement of rivers and harbors which will be fought by the "economizing'1 Democrats. The senate will receive reports aa follows: From the Lorimer investigating committee. From the Stephenson investigating committee From the committee on Civil Service and retrenchment, of which Senator Cummins is chairman, with respect to a plan for civil service retirement. From the committee on interstate canals, with respect to Panama canal tolls. The house has a number of outstanding committees, which are expected to report during the winter. Those not already mentioned are as follows: Sugar trust investigation, Representative Hardwick of Georgia chairman. Committee on expenditures in the Post Office department, Representative Ashbrooke, of Ohio, chairman. Committee on expenditures in the state department, representative Hammond of Missouri, chairman. Committee on expenditures in the Treasury department. Representative Cox of Indiana, chairman. Committee on expenditures in the war department, Representative Helm of Kentucky, chairman. Committee on expenditures in the navy department, Representative Hardy of Texas, chairman. Committee on expenditures in the agriculture department, Representative Moss of Indiana, chairman. Committee on expenditures in the interior department, Representative Graham of Illinois, chairman. This committee has been investigating the Controller bay affair with Attorney Louis D. Brandies acting as attorney for the committee. Committee on expenditures in the department of justice, Representative Beall, of Texas, chairman. Committee which has been investigating expenditures on public buildings, Representative Cline of Indiana, chairman. Committee of investigation into Indian appropriations. Representative Carter of Oklahoma, chairman. Committee of investigation into special boards and commissions, Representative Clark, of Florida, chairman. All of these reports are sure to cause more or less debate and taken as a whole they constitute a sweeping investigation of the United States government. The report of the Tariff board will be the bulwark of the Republicans in attempting to stem the tide of tariff revision by Democrats who are declaring for tariff upon a revenue basis. President Taft's peace propaganda will also be before congress. On top of the reports which have been enumerated the Senate still has on its calendar the arbitration treaties for which President Taft argued so eloquently on his western trip. Indeed, there is a grave possibility that the peace treaties may result in war in congress for the Democrats are opposed to taking up the time of the session in discussions qn international ar-

Heinemann Coming. Alexander Heinemann, the great German baritone, has come to this country for a second tour of the United States. For a decade and a half, Heinemann has been the favorite in Berlin. He is heard oftener in the German capital than any other singer now before the public; his appearance in concerts, oratorios and recitals, numbering at least 35 each season. His rare vocal art and his remarkable powers of interpretation have won friends and admirers wherever he has sung. One of the most interesting features of Heinemann's art and remarkable personality, is the manner in which he has conquered every nonGerman speaking country he has visited in his brilliant career. Budapest went wild over him at his first appearance; in London he received a loyal welcome, and in the United States last season, in his first tour of this country, he created a furore. Heinemann will be heard here Dec. 8 at the Gennett theater. "The Girl of My Dreams." John Hyams and Leila MclnTyre in Jos. M. Gaites' delightful musical production "The Girl of My Dreams," a two act atmospheric play by Wilbur D. Nesbit and Otto Hauerbach, with music by Karl Hoschna, composer of "Three Twins," "Madame Sherry" and "Doctor De Luxe" will be the attraction at the Gennett theater, Thursday night, December 7th. "The Girl of My Dreams" is a production of more than the usual attractiveness common to musical shows. It is a clean, fresh and exhilerating entertainment. It proves no end of delight to the children who attend the performances, for it has many features that appeal to the young person. It is youthful in spirit, a large proportion of its characters are school boys and girls who romp and play games on the stage. One of the best of the scenes is "Dear Little Games of Guessing" and finally in the last song the little tots are appealed to when Leila MeIntyre gives "Dr. Tinkle Tinke of Old Toy Town." The musical numbers, of which there are an unusually large number, are credited as being among the pret ties compositions of Mr. Hoschna. At The Murray. One of the best bills of the season, is the show on at the Murray this week, there is plenty of variety in the bill and pleases all. A circus tent was shown on the stage this afternoon. At the back of the scene stretched the weatherbrowned wall of canvas, as you have seen it in every tent show since you carried water to the elephants to earn your ticket for admission. Around the stage were various odds and ends of a real circus scene, so true to life that you expected to see the camels, elephants, acrobats and clowns trooping before you. Only the clowns were there but they were a whole circus in themselves. They are the Prosit Trio, direct from the Ringling Bros., which closed its season in the South a short time ago, and they are both clowns and acrobats, which is a mighty difficult combination if you haven't tried it. Brooks and Vedder in their German skit "A Fricassee of Nonsense" took well with the audience as did the Mus-1 Art Trio, three young men who sing play the piano and do illustrating with crayon. Giving ideal impersonations of Kellar, Thurston and the Great Herman, the Great Eldon should prove one of the biggest drawing cards of the season. Real Sea Serpents. In New Caledonia sea serpents are frequently seen and sometimes captured. They are curious creatures, the head being very small and scarcely distinguishable from the body and the tall being formed like an oar. In length they are generally between three and four feet In the Jaw there are tiny glands containing poison, but as the mouth is very small it is difficult for them to bite, and the natives handle them fearlessly. A European traveler witnessed an experiment at Noumea which shows that under certain conditions the sea serpent can do deadly work. A rat was caught in a trap, and its tongue was grasped by a pair of pinchers and placed in the mouth of a sea serpent The serpent Immediately bit It, and the rat died in four minutes. Queer Old Australian Tradition About the Rood. The 'original blacks of, Australia have a ueer tradition- about the flood. They say that at one time there was no water on the earth at all except in the body of an immense frog, where men and women could not get at it There was a great council en the subject, and it was found out that if the frog could be made to laugh the waters would run out of his mouth and the drought be ended. So several animals were made to Jance and caper before the frog to induce him to laugh, but he did not even smile, and so the waters remained in his body. Then some one happened to think of the queer contortions into which the eel could twist itself, and it was straightway brought before the frog, and when the frog saw the wriggling he laughed so loud that the whole earth trembled, and the waters poured out of bis mouth in a great flood, in which many people were drowned. The black people were saved from drowning by the pelican. This thoughtful bird made a big canoe and went with it among all the islands that appeared here and there above the surface of the water and gathered in the black people and saved them. Curiosities of Superstition. When Egypt was in the height of her power, when she was most highly civilized and delighted In being called the mistress of the land and sea. her people worshiped a black bull. There was some discrimination, however, even in this form of worship. In order to be an object of mad adoration it was necessary that the bull calf be born with a circular white spot in the exact center of his forehead, and the advent of such a creature in any herd was the signal of wild demonstrations from the Mediterranean to the border of the Lybian desert Even as late as the time of Cleopatra, star eyed goddess, glorious sorceress of the Nile, such animals were shod with gold and had their horns tipped with the same metal. Herodotus tells of a man who died with grief because he sold a cow that soon after became the mother of a black bull calf marked with the sacred white circle in his forehead. Lead Pencil Experiments. An English statistician was asked how many words could be written with an English lead pencil, and. being determined to answer it, he bought a lead pencil and Scott's "Ivanhoe" and proceeded to copy the latter word by word. He wrote 95.608 words and then was obliged to stop, for the pencil had become so short that he could not use it A German statistician who heard of this experiment was dissatisfied with it because all the lead in the pencil was not used on the work, and therefore he bought a pencil and started to copy a long German novel. When the pencil was so short that he could not handle it with . his fingers he attached a holder to it. and it is said that he wrote with this one pencil 400,000 words.
