MEANS OF PROCTOR New Appointee in Kansas to Take Testimony in Advance of Trial.

The party will be met at the station by a delegation of Commercial club members, who are interested in the Hawkins park company, and the visitors will at once be taken in autos on a park inspection tour. Subsequent to their examination of he public parks, the experts will conjider two propositions for new addi:ions to the public playground system. They will also be taken along the river bank, where they can determine the feasibility of constructing a boulevard. The new park on the Hawkins' property will receive considerable attention from the visitors. Kessler especially will be called upon to determine the most advantageous location of the artificial lake, drives, and other prominent features of the proposed

He will discuss the relation of parks to the life of a community, and will tell the benefits derived from the proper maintenance of a good park system. Mr. Kessler will choose for his topic "How to Beautify Parks." In this address he will state the conclusions he derived after his afternoon's inspection, and will offer several bits of advice on improvements to

KANSAS CITY. Mo.. Nov. 10 A "divorce proctor," whose salary is to
be paid from a fund raised by the reform organizations of Kansas City, to cope with the "divorce evil,' is to be installed Nov. 13. This office was created as a result of criticism of .the divorce machinery of this county. Mismated persons, taking advantage of it, have come to Kansas City from various points and have been granted separation on slight pretexts and short residence. The proctor will have the power to

The creation of the office was suggested by Judge Thomas J. Seehorn and approved by the other seven circuit judges of Jackson county. In the last year the ratio of divorces to marriages in this city was one to four. During the twenty-three court days of October, 1911, eighty-six divorce suits were Sled here, as compared with twenty-four suits brought in the corresponding time last year. Fifty divorces were granted and seventy-four suits were filed on another day. Of the suits tried here in the last year, about 80 per cent were not contested. Of the default cases, one-third were filed by nonresidents of the state, notwithstanding the law requires persons from other states to live here a year to establish a residence.
