We wish to call your attention to the fact that our bid will save all the Richmond city water users the meter charges and 10 per cent from the present franchise rates. Our minimum charge is only 30 cents per month. We figure our competitor is more than double this amount. Our bid will save the city $8.00 on every fire hydrant. Our bid will save the city 6 cents

per every one thousand gallons of water that the city may use. As we offer the city free water, excepting the school buildings. Our bid eliminates the perpetual franchise by our competitors. If our bid is accepted we will furnish the city a full and complete set of plans and specifications fully setting forth the kind of water works plant we will construct, which will contain all the improvements, a list of which has been filed with you together with $100,000 surety company bond gua-an-teeing the faithful construction and equipment of the said plant and syste of water works to be in accordance with said plans and specifications. Upon the completion of said system of water works and before the same is put into operation we will furnish to the city another good and sufficient surety company bond to the approval of the board of public works in the sum of one hundred thousand dollars for the faithful performance of the contract with the city and the fulfillment of all the conditions of the franchise. Our bid also provides that the city can arrange with us for the purchase of the plant upon any good plan or

basis commercially practicable and alike fair and just to both parties. All the above requirements are fully set forth in our bid. Therefore it is for the best interest of the city at larse that the bid be accepted. And. unless you ?.re confident you will hereinafter receive as good or a better bid, we would like a favorable consideration.
