WRECK WAS DUE TO CRAZE FOR SPEED Ft. Wayne Disaster Caused by Willful, Criminal Disregard of the Law. (National Newt Association) WASHINGTON, Oct. 20. Pennsylvania railroad management was strongly condemned for the wreck at Fort Wayne, Indiana, August last, in a report made to the Inter sate Commerce Commission today by Special Inspector Belknap in charge of safety appliance work. "It was the usual willful criminal disregard by railroad managers of law and regulations, made pursuant thereto in an effort to make speed," Belknap reports. Belknap found that the train was making 65 miles an hour when the wreck occurred. The speed regulations required that the train should not exceed 10 miles at this point. The federal agent found also that the engine man In charge of the train was unfamiliar with the road he was running over, having not been on duty on that part of the road for 21 months. Belknap scores the management of the Pennsylvania lines and sustains the Indiana commission In fixing the responsibility for the wreck on the railway managers.

Y. M. C. A. promised well for a successful season. The third floor men defeated the fourth floor inhabitants by a margin of twenty-two points in two games. Miles, of the fourth floor, had the best record of the evening, rolling 190 in the first game. The games will continue every Thursday evening through the winter, and will be one of the big attractions at the Association. The summary: Third Floor. Aviator Rodggers discovered, while his machine was being overhauled for his flight to San Antonio, that he had lost 15 pounds in weight in the 2.897 miles covered so far, on his coast to coast trip.

MERRY SCRAP RAGES In Preble County Anti-saloon League Ranks.

, (Palladium Special) EATON, O., Oct. 20. In a scrap now on in the County Anti-Saloon league, much attention has been attracted throughout the county by the prominence of the principals. They are John W. Horlne, of this city, known as being one of the county's radical "dry" men, and Hon. Frank Blackford, of Eldorado, a state farm institute lecturer, who aspires to represent the county in the constitutional convention. The trouble follows the publication of a circular letter In which favor Is asked for Henry E. Eby, who Is also a candidate in the constitutional race. The letter, purporting to be issued bjr the league, was unauthorized, according to Blackford. No meeting of the Anti-Saloon league has been held to unite on a candidate. Blackform, angered by the circular, at once began an investigation to ascertain the authors, and in an article in a county paper asserts they were J. W. Smith and Horine. In the article he adds that he interviewed Smith, and found him to be conscientious and a gentleman, but is unable to say as much of Horlne. When questioned, Blackford says, he was told by Horlne that the affair was "none of his business." Blackford was the first aspirant in the field to fully make a stand and declare himself for a dry program, and It is believed that the vote of the temperance people will be given him, notwithstanding the efforts of the committee in behalf of Eby. Blackford likens the effort to the work of George B. Cox, Hamilton county's political boss.

Having been confined in the county jail since August 12, in default of $500 bond to keep the peace, an action enforced by his wife, Lola, Ira Murphy on Friday heaved a sigh of relief when informed that Judge Fox had sustained a motion by prosecuting attorney Charles Ladd to dismiss the action. It was averred in the statement of the attorney to the court that the proper proceedure had not been exercised in holding the man in the county jail and that he only became aware of the fact within the last few days. An examination of the statute convinced the court of the error of justice of peace Bowmaster of Cambridge City in commuting the accused to jail without a hearing. Furthermore there was no transcript filed in the case. In the affidavit filed by the woman, she alleged she regarded her life was in danger if her husband was permitted to be at large. She declared that in filing the affidavit she was not moved to do so in any spirit of malice, but only as a means of protection to herself.

of the state were here today for the opening of a joint annual session of the exectuive committee and the department of city and county superintendents of the Alabama Educational association. The session will last two

days and will be devoted to the discussion of a wide range of subjects relating to educational work.

LA PENNA IS NOT EXPECTED TO LIVE

Frank La Penna, the 18 year old Italian, who shot himself on Thursday afternoon while despondent over a love affair, the bullet probably penetrating the brain, still lives and is entirely conscious. He is at Reid Memorial hospital and though his condition is regarded as critical. It is possible he will live unless inflammation develops as a consequence to either the presence of the bullet or the

wound. In aiming the gun the Italian placed the 32 caliber revolver under his chin

and fired in an upward direction. The (

ball passed through the chin, tongue, roof of the mouth and nose and is lodged in all probability in some area in the brain. Probing has failed to locate it. It is thought by the attending physician that the ball is lying in a portion of the brain which will endure the presence of outside and foreign bodies. The greatest danger now seens to be in complications developing.
