tered into an agreement by which Dr. Rusby was In effect to receive .compensation at a rate In excess ofthat perscrlbed by the statute, as intervretated by the attorney general. The truth is. It appears, from the answers of Dr. Wiley, Dr. Kepler and Dr. BiaIon, that there have been a good many
precedents in the department which,
seemed to' justify the employment ot
Dr. Rusby at an annual salary when it was not expected that his entire time would be taken up. This was the case
with respect to the employment of J
what was known as the Remsen board.1 ; Cltts Remsen oBard. "The employment of the Remsen board at a rate of 200 a year for each member, necessarily involved the proposition that such an annual salary might be lawfully paid without requiring labor of seven hours a day from each person so involved. 1 "The recommendation of the attorney general given to me was upon only part of the evidence, and hence his Judgment was doubtless different from what it would have been if he bad the whole record before him as I have now. Its seems fairly clear that Dr. Wiley after an examination of the records concluded that the employment of Dr. Rusby at $9 a day for laboratory work and $50 a day for court work would amount' to $1600 a year If the department called on him whenever they needed him, and that It was this arrangement to which you consented.' i An Elephant Story. '" " 'An elephant train was on Its way from Lucknow to See ta pore, and one elephant, becoming lame, knelt down and refused to go on. The elephant next in the column stopped of Its own accord and when driven on turned back and began without Instructions to remove some part, Pt the load from the back of Its crippled companion. Instances of ald rendered by birds to others In distress may also be found, showing that the Instinct of sympathy exists and takes form in action when the causes of the sufferings are snch that the fellow bird can understand and see its way to remedy. ATTEMPT AT FRAUD
(National News Association) INDIANAPOLIS, Sept. 15. The Marion county grand jury Monday will open a comprehensive Investigation of the Brown-Ketcham iron works to ascertain if there is truth in the rumor that the officers of the company have conspired to bilk and rob the holders of the half million dollars worth of stock in the company. A strong effort has been made to keep this Investigation absolutely secret until the grand jury has completed its work. However, the truth of the matter was traced down following the discovery that a return has been made to the sheriff's office on Bubpoena for Frank Stalnaker, receiver in federal court for the Brown-Ketcham company. The subpoena ordered the receiver to ap
pear before the grand jury at 9 a. m., Monday.
