HITHER LINK III A RVERPROJECT Dedication of Fern Bank Dam, Near Cincinnati, Will Be Big Event.

(Palladium Sp-ci.li CINCINNATI, Sept. 1. The long postponed dedication of the Fern i Bank Dam, the thirty-serenth link in the chain of artificial laker, which will give the Ohio river a nine-foot stage from Pittsburg to Cairo when the last of the fifty-four dams is completed, and which la expected to bring about a thorough revival of'river commerce, finally is about to take place. When

the Ohio Valley Exposition was planned nearly two years ago, it was decided that a feature of that enterprise should be the dedication of the Fern Dank Dam. But, alas, the elements Interfered; the government contractors could not work on the dam as they thought they might, and the opening and closing of the Ohio Valley Exposition last fall found the dam still unfinished; and so there was no dam celebration. Now, however, this gigantic work, which cost the United SU tes government about $1,300,000 and which gives Cincinnati a slack water harbor 26 miles in length and a depth ranging from 12 feet at the dam f.o 9 feet at the upper extremity, is completed and has been used for some time in making the harbor of Cincinnati an extremely active sport, where formerly It was decidedly innocuoun during the low water period. Nothing, therefore, can interfere with the celebration of the completion of a work, that means so much, not only to the people of Cincinnati, but to every person on the Ohio river, as it is another and an important step toward .the habituation of river traffic, promising a new era for this section of the fertile and progressive Middle West. Program Arranged. ' The program arranged for the propter observance of the great improvement covers a period of six days, beginning on Monday evening, September 4, when a mass meeting and concert will be held in Music hall. Addresses on the subject of the Fern Bank Dam and on "Home Coming," will be delivered by prominent speakvers, while music will be furnished by an augmented orchestra, the three hundred members of the United Qerixnan Singers, and the great pipe origan. On Tuesday there will be a steamboat parade, with the' Island 'Queen as flagship. Prominent visitors from all ,parts of the Ohio Valley will be guests of honor on this trip, which will have the dam for its destination. Here

Saturday will be devoted to the automobile road races at 150. 180 and 250 miles over the Silverton-Montgomery-Blue ash course, with aeroplane exhibitions by MeCurdv and Ward in the center of

affected by the conditions on the Great Eastern. As a result of, this a strike on any one line would precipitate a walkout on all lines throughout England, Scotland and Wales. The most pessimistic feeling prevailed in the railroad world today, both among workmen and officials of the 27 companies. The stock market was depressed by the outlook and railroad shares were hard hit.

LAST OPPORTUNITY FOR VEHICLE TAGS For the benefit of bicycle and vehicle owners. City Controller McMahan will keep his office open this evening until 7:30 o'clock, so that they will have ample opportunity to secure license tags. This is the last day for the securing of tags. After this evening owners without license tags on their vehicles are liable to prosecution. Controller McMahan maintained office hours last evening and a big number obtained licenses tags. There is quite a number of tags left but it is believed that most of them will be disposed of before the office closes this evening.

KANSAS CITY, Mo., Sept. I. The local committee in charge of arrangements for the National Conservation Congress, which is to meet here the latter part of this month, reports that

it is in receipt of advices from all sections of the country which give assurance of the largest and most repre

sentative attendance in the history of the organization: Among those in attendance will be. a score of governors and former governors, senators, representatives and other persons interested in the public welfare. "The Farm and the Farmer is to be the general theme of discussion during the three days' session. Under this head papers and addresses will be presented to the congress dealing with a wide range of subjects. Country churches, schools and libraries as

community centers will, be discussed.

Other matters to receive attention will be the transportation of farm products, the live stock Industry, the

importance of good roads to the faring er, child life on the farm, co-operation s of the farmers, forestry, dairying and soil fertility. .-...;--"
