PUS TO HOUSE THE ..OWL TROOPS Buildings Now Standing Can Be Converted to Use of the Garrison.
Washington, July 26. Plans are leIng made at the War department for housing the military forces which Mill be stationed on , the Panama Canal sone. Accommodations will be needed ?or a force of infantry, field artillery and coast artillery, which will make up the body of troops for the defense of the waterway. It has been felt that a large appropriation would be requited for the construction of barracks and quarters, and war department officials have been engaged on a tentative plan which would provide adequate sL later for about 6,000 troops. It is intended to have the coast artillery on duty in connection with the fortifications. Theue troops are lively to Jive in the nelghborhod of their guns. The other troops, which will guard the canal and be used at any place it becomes necessary to reeel Invasion, will be concentrated at tne station. Conversion of Present Buildlngn The dwelling now occupied by the engineers on duty with the canal construction can be easily converted into quarters for the commissioned officers of the canal defense force. Other buildings occupied by clerks and other m ployes can be used for barracks, with little expense for fitting the mout .(or that purpose. Quartermaster Gen. 1eshlre recently conferred with Col. Goetbals, chief engineeer of the canal, and It was tentatively arranged that this use should be made of the existing structures. It Is found that good residence places exist at Culebra and Empire, where the climate is as good as can he expected and where the dwellings are connected with water and sewer systems. By these means the War Department will be able to reduce to a minimum the cost of housing the troops on the Canal Zone, leaving the main expense to be in the direcjtaan of the installation of fortifications. That question is being considered by the board of army and navy survey of the grounds and determine upon the details of the general scheme of defense. Bargains In 8hlrtwaists. He pays one-half cent a pound for shirt waists which originally cost from fifty . cents to ten dollars apiece. His business will continue so long as women use cheap, strong, yellow soaps composed of products which eat fabrics and make the hands sore. The proportion is generally about 3 or 4 per cent, though it varies In different places. The ocean contains more salt In the southern thau In the northern hemisphere, and the Atlantic contains more than the Pacific. The greatest proportion of salt in the Pacific is in the parallels of 'i degrees north latitude and 17 decrees south latitude. Near the equator it Is less, and in the polar seas it is least, from the melting of the ice. The saltness varies with the seasons In these regions, and the fresh water, being lighter, is uppermost. . Rain makes the surface of the sea fresher than the interior parts, and the influx of rivers renders the ocean less salt at their estuaries. Deep seas are more saline than those that are shallow, and Inland sens communicating with the main are less salt, from the rivers that flow into them. To this, however, the Mediterranean is an exception, owing to great evaporation and the influx of salt currents from the Black sea and the Atlantic. Capacity houses bave been filling the Gennett theater this week and Miss Mae LaPorte and her excellent company have surely been given a warm welcome by their hosts of friends here. Yesterday afternoon Lthere was standing room only even the boxes were filled. The company is one of the best organization of its kind ever appearing in this city and to many the week will be entirely too short as each new bill is greeted with pleasure by theater goers. "Her Lord and Master" was the bill yesterday afternoon and evening and Miss LaPorte fairly captivated her audiences by the manner in which she portrayed her character. It would indeed be hard to select any one actor as a star as all take their parts in an unusually strong manner. ' The scenery being used this week is new and Richmond people will not see any of the old stunts so often pulled off" at a stock company. Ev erything is new and up to date and local people should be glad to have such a company in the city. This evening the company will play something new, "Miss Petticoats. Seats may be procured at the box office. Indications point to packed houses today. PLA YS AND PLA YERS The Friars are planning to go on another frolic for funds next spring. Villanova College has conferred the degree of doctor of music on Victor Herbert. Lee Arthur is making important changes in "The Fox," preparatory to its New York 'premiere in September. Lillian Russell is to be offered "Cis Cis," Frederick Linke's new operetta, for her operatic starring tour next season. Blanche Chapman is to play the title role.' of "Mrs. Wiggs of the Cababge Patch" for her fourth consecutive season next winter. Luisa Tetranzzini will sing at the Metropolitan Opera House next sea son and Guiseppe Sturani will be one of the conductors. Everett Butterfield is considering an offer from Martin Beck for a season of Vaudeville, which is to begin the lat ter part of September. Mrs. Elizabeth Chester, wife of George Randolph Chester, author of "Get Rich Quick Wallingford," has brought suit for divorce. A farce written by Abe Ruef, the convicted San Francisco boodle-politi cian, was a feature of the Fourth of July vaudeville show at St Quentin. Chicago music lovers have sub scribed $200,500 for the next grand opera season in that city.
