Solomon Schecbter, the noted theologian and author upon whom Harvard conferred the honorary degree of Litt. D. at Its recent commencement. was born in Iloumanta, July 7, 1S49, and received his education in the universities of Berlin and Vienna. After completing his education he went to England and for some years was a member of the faculty of the Univer sity of Cambridge. Under the direction of the university he traveled exten sively in Italy, Palestine, Egypt and other countries for the purpose of ex amining Hebrew literature. After lea ving England Dr. Schechter came to America and for the past ten years he has been president of the faculty of the Jewish Seminary of America. Beating Him at His Own Game. A Park System

The announcement that all the stock has been sold by the Commercial Club for the improvement of the Hawkins property is good news. Were it merely private enterprise this paper would feel that the project is more than that in its benefits to the town. We do not know whether the citizens of Richmond knqw Mr. Richard Lieber of Indianapolis. He is the president of the Indianapolis Trade Association. More than that, he is one of the leaders of the effective forces which are trying to turn Indianapolis into a progressive city. It is not more than a week since Lieber viewed the gorge of the Whitewater from the train and asked what this town was doing to keep the best of it not only for ourselves but for the children who are to come. The answer was as favorable aspossible for the town. "We have been thinking of making a boulevard as a part of the park system clear round the park which you will pass through later on the train and in that way we hope to have something better than any city in Indiana has." Lieber listened in an interested fashion looked at the gorge and Bald: "You have a good start I hope you succeed." Then it was explained that farther to the cast lies the best park in Indiana, that north of it is the Hawkins property, that then there followed down the river a natural boulevard and that an attempt has been made by the purchase of some west side land on the river bank to start the movement of preserving what we can of the natural beauty of the Whitewater. We wish there were more Llebcr's in the world. He has helped Indianapolis more than many an American man born although he has been in this country only a few years. He has risen in his community through the force of doing something for the town in which he livess and the state in which he lives and he took on the spur of the moment an interest in the city of Richmond which is not usually seen in the mere traveler. We started out by telling what we thought of the Hawkins improvement which is to be detailed at the Commercial Club next Monday night. We hope that this is not the end of it. Whether by public or by private improvement we hope that the center of this town shall be the most beautiful park system in Indiana. The man or boy or woman or girl who does not know the beauty of the Whitewater valley in the spring time in the summer, and in the late fall has missed something which is a part of his or her heritage. The Whitewater with its river road is a part of this country The Whitewater from the Water Works to Abington is no mere country creek. Have you ever made a canoe trip from Richmond to the Ohio through Brookvillo. until the Miami claims the credit for it. If you have seen it you will not debate about the wisdom of thinking about saving the limeStone cliffs and the River Road. The time is coming when we shall not have the Whitewater and when it will not be as easy to save this for a park system. - It would bo worth all the money that is anywhere likely to be put into it to have a reaf landscape architect brought in. He could tell of exact problems to be met. We hope that both the public and private benellts of this Hawkins project will be a part of such a sch eme.

MANY NEW LAWS GO INTO EFFECT TODAY (National News Association) Lincoln, Neb., July 7. Many of the laws passed at the recent session of the Nebraska legislature went into ef fect today. One prohibits any person under the age of 18 from using tobacco in any form. Another prohibits all public exhibitions of hypnotism or mesmerism. Another provides heavy penalties for persons concerned in the "white slave" traffic and makes it competent for a wife to testify against her husband in such cases. Railroads and Life Insurance. The extent to which life insurance funds have backed up the transportation Industry is surely not a matter for regret American railroads are the backbone of American industrial progress. Had the stream of life insurance Investments been deflected in another direction, bad the companies invested more largely in mortgage loans, which It might have been to their advantage to do If they had been smaller and less centralized Institutions, our railroad development would not have been what it Is today and the name of the "Great America a desert" would have been till on the map. The fifteenth annual summer assembly of the Jewish Chautauqua Society of America opened in Milwaukee today, to continue until July 13. NEWS OF THE LABOR WORLD

The Ironmolders International Union has held no convention for three years. The average age at which factory employes begin work in Hungary and Spain is ten years. In the Netherlands the predominant hours of labor in most industries arc ten to eleven per day. In Italian factories and workshops more than three-fourths of the employes work ten to eleven hours a day. The Factory Workers' Union in Germany increased iits membership from 141,024 to 167,097 in the year of 1910. All the stationary firemen in Los Angeles, California, are now at work under union conditions as to hours and wages. In the metal industries in Belgium nearly half the men work from nine to ten hours a day, and the majority of the rest from ten to eleven. The latest move on the part of the Canadian Pacific railway management is the displacement of colored employes and the introduction of Japanese. The mass of French Canadian have been workers on the farm and in the forests and almost entirely out. of touch with industrial life in shops, mills, or factories. The International Boot and Shoe Workers' Union at its recent convention reelected all Its officers, including President Tobin and decided to hold the next convention at Montreal in 1913. T.ie International Association of Machinists recently reached an agreement with the Michigan Central Railroad company for an increase in wages, the rate now being 34 Vz cents an hour flat rate. For the first time in the history of the American labor movement, a serious effort is under way to establish the minimum wage by law. A vigorous campaign will be conducted by the unions throughout the country. About eight thousand mechanics on the Southern railway have been granted a wage increase that will likely be extended to the Seaboard Air Line, the Atlantic Coast Line, the N. & W. and the C. & O., affecting nine thousand
