Dallas, Tex., May Seorge M. Reynolds, prwaldent of the Continental and Commercial National bank of Chicago, was the principal apeaker before th annual convention of Texas Bankers' association In Dallas. He poke on "Safeguards Against Recurring Panics," bis address being an ex- ' planatlon of the proposed Aldrich currency plan and a pica for Ita adoption. He said In part: "Panics have overtaken us as the result of a multlpUcity of causes, principal among which baa been our failure to malntan at all tlmea the proper relation between credit and actual money, which must be held to make credit table. "Having had a close association with the chairman and members of the national monetary commission, I know that they kept constantly In mind three underlying principles which were regarded aa being necessary to the successful operation of any plan. First, that any plan adopted should provide a method through which It would be possible for the banka of the country to furnish credit In proportion to the reasonable requirements of bus iness; second, that the notes Issued by It as a circulating medium ahould be scientific to the extent that they would possess a proper measure of elastici ty; aid, third, that proper safeguards gainst overtaxation of credit or overtaxation In business should be provided. "To my mind (he tentative plan which the chairman of the national Monetary commission haa proposed and which Is founded upon these .three essential principles covers our needs remarkably well: . ."If we take Into consideration the fact that the large banks In the ccn tral reserve cities will have the same privilege of discount with the Nation I Reserve association that your smaller banks in Texaa and other sections , of the country will have, I think you will agree that It will provide the facil ities for an amount of credit neceaaary to meet all-ordinary or reasonable re quirements. "It Is expected that the larger banks la the central reserve cities will give to this Institution. In the event of Its organisation, a large percentage . of their caah reserves, which reserves have heretofore been carried In their vaulta year In and year out. "The plan which haa been proposed provides all of the essential principles necessary for the reformation of our currency system.. It restricts our pres ent national banking ayatem only to the extent that It proposes to relieve It of the right of note, Issue and aervlng government depositories, which deposits It proposes shall be kept with the National Reaerve association. "Thus the plan as proposed Is not In ay way revolutionary. In Its charac ter; on the contrary, It augments the present system, and gives to the plan ter In Texas an assurance that If his crop In his storehouse or the live stock la his yards warrants the extension of credit to him. by his local bank he will secure that credit, for with the adoption of this plan Into a law It Insures to his local banker an ability to discount that planter'a paper with hla reserve correspondent. If he "prefers, or directly with the National Reaerve association, provided the paper doea not run to exceed twenty-eight days, and also that It haa been dated thirty daya prior td the date upon which It la offered for discount. The bank in a reserve city which discounts this paper for Its correspondent. In turn la given a assurance that In caae of need It can expand Ita credit through the reserve aasoclatlon to the event of enabling it to maintain propor reserves agalast Its liabilities. My desire to have consummated this plan to establish the National Reserve association Is prompted by the thought that it will make this country the most powerful factor In thefinancial affaira of the world. Provide for the enactment of the law authorising the adoption of this plan through which we can proporly finance oud world business and It will not be long until the Unit ed States will be the financial center of the universe. Willard is to return to the stage to play "Brutus" In a coronation gala performance in London this summer. " Ralph Delmore is to be the star. In new one-act play called. "In the Name of the Law." It is by Harry Spingold. , Mme. Nordica has been invited to sing in Berlin before the German emperor. She will probably sing the part of Isolde. Edwin Arden has undertaken to dramatize Booth Tarkington's novel. "Th Conquest of Canaan." for his own use during the coming season. Maude Fealy is the star of a stock company in Salt Lake City, and lately appeared there in the title role of "G!orlous Betsy." Three thousand and six hundred singers will take part in the Saengerfest of the North American Seangerband in Milwaukee in June. In her new play, entitled "Lily the BUT Topper." Marie Tempest is astonishing her friends by showing unexpected ability, as a ttfck cycilist ' Apble James will produce Mrs. Frances Hodgson Burnett's play, "Judy O'Hara," In Boston some time this month. Cohan haa written for the coming "frolic" of the Friars club ' At Local Theaters At the Murray.. Messrs. Ralph Lynn and Ed Coleman who appear this week at the Murray theater in B. A. Rolf's latest musical hit, the "Leading Lady" are both men of long experience in comedy roles at the Gaiety theater, London. Mr. Lynn plays the part of an affable and likeable young lord who is continually getting in trouble through his own mistakes. He is a combination of Joe Coyne and Clifton Crawfory possessing that real easy style og Englishman which is so rare In this country. Mr. Coleman plays the low comedy role opposite to Mr. Lynn acting as a gentleman's gentleman or as it is termed in this country a valet. They were brought to this country to appear as a special feature in this act with Miss Mercedes Lorenze. Mr. Duffy of Duffy and Sawtell Is a star of no small magnitude, not only as an actor but as a writer. Their act is bubbling over with bright sayings and funny situations, and both have an appearance that is good to look at. Scintilla, the violinist, and Nelson and Kitty Sterling in a comedy act fuli of singing, talking and wit. conclude the extraordinary bill at the Murray. . Miss Nobody From Starland "'Say No More About It." a peculiar title for a song, isn't it? Yet this is one of the . Teature numbers interpolated in the big scenic musical comedy production, "Miss Nobody From Starland" that will be seen here for the first time at the Gennett on Monday. Ralph Riggs handles this number most admirably, as he does likewise a little vein of comedy based upon this number throughout the entire performance. -The musical selections are of the swinging kind and are introduced in a novel fashion. The first affair of the coronation ceremony was the royal fancy . dress ball given last night at the Savoy hotel under the pa tronage of Princess Christian of Schleswig -Holstein.' Prince and Princess Aalexander of Teck, the Duchess of Teck and many other members of the British nobility. The ball was for the benefit of the Teck memorial fund of the Mlddlesey hospital. The pres ence of Emperor William and the Em press and King George and Queen Mary in London at this time made it apparent that the ball would be a bril liant success. King George, Queen Mary and others of the royal party will watch the dancing from a balcony. She Is Mamie Lou Cottrell. daughter of the late Benjamin Cottrell, son of the wealthy Alameda county pioneer. who died several years ago. eaving his surviving widow as his sole heir. At the same time the girl received from the court an order to draw from the Hibernia Savings Bank and Loan society $11,000 of the 115,000 accumu lated since 1888, when the father deposited $6,400 with the bank in his daughter's name, then placed her with strangers and blotted her from his life. (American News Service) Washington, May - 19. Through Senator Kern, of Indiana, who called at the state department. Miss Agnes Parker Moore, of Terre Haute. made representations to the depart ment upon which she bases her claim for reparation against the Turkish government Miss Moore was in a party of tourists in the Holy Land and was paying a visit to the Mosque of Omar when the party was fired upon by a fanatic' Mi38 Moore was seriously wounded, losing an eye and suffered other injuries and was disfigured for life. She was In a hospital for many weeks at a great expense.. The Turkish government recently notlfieJ the state department that the fanatic who fired the shot had been triod, convicted and sentenced to a few years in jail. Miss Moore is not saticfied with the light punishment Inflicted. She and her friends hold that - the Turkish government was responsible for the affair, because it did not afford protection to travelers aa is required by international law. It ap pears that under the rules governing the Mosque no armed person is per mitted to enter. Had this rule been enforced Miss Moore's friends say, she would not have been subjected to the injury.
