List Defense Tariff Inequalities Shown. Washington, May Represent tire Ansberry. of the Fifth. (Ohio) District, enlivened the otherwise dull discussion of the farmers' free bill in the bouse today with a vigorous speech In defense of the measure. Incidentally Mr. Ansberry took his colleague, Representative Longworth, to task for being a free trader one week In supporting the Canadian reciprocity measure, and a protectionist the next In his opposition to the free list blil. He pointed out tliat the employes engaged In the industries moat highly protected received the lowest wages, while those In the nonprotected industries were paid the highest wages. He cited bricklayers, carpenters and railroad employes as receiving much higher wages than men employed in mills and factories receiving a high degree of protection. Referring to the Republican charges that the panic of 1894 was a freetrade panic, under the Cleveland administration, Mr. Ansberry declared that the tariff bill which the Democrats passed In that ear could not have produced that panic unless It had been retroactive, for the panic started In 1892 with the Homestead strikes, when Andrew Carnegie hired Pinkerton detectives to shoot down men Who were asking for a living wage. Panle of 1894. It was the only instance on record, he said, where a law passed two years and three months after an effect, had been charged with being the cause. The campaign of 1S92, said Mr. Ansberry, waa fought out on the single Issue of the tariff. The McKinley act was then in full force and effect, and the people declared in favor of a reve nue tariff. They were met with the argument that while It was true that the panto began several years before the Wilson tariff act was passed, still the people became so scared because they thought that they were going to get what they wanted that they pre cipitated the panic. Representatlvo Warburton. of Wash ington, a newly elected Republican member of the house, announced his Intention of supporting the free-list bill. He said many of the Republi can criticisms of the bill were un doubtedly well founded, but others were overdrawn. He believed the bill would not do all Ita Democratic sponsors expected of It. but It was a step In the right direction. He urged taking of the duty off sugar. Many Defenders. Speeches In favor of the free-list bill were delivered by Representatives Mcilenry, of Pennsylvania; Hensley, of Missouri; McCoy, of New Jersey; Littlepage, of West Virginia; Dixon, of Indiana; Tlartlett, of Georgia, and Clark, of Florida. Speeches against the biU were made by Representatives Wilder, of Massachusetts: Farr. of Pennsylvania; Sloan, of Nebraska, and Smith, of Michigan. Mr. Dart let t attacked the so-called "Cotton bagging trust." He said there was evidence that manufacturers of Jute bagging for balling cotton were operating through an understanding equivalent to a combination. Mr. Gillette, of Massachusetts, challenged the statement, and Mr. Hartlett cited testimony before the Ways and Means committee In 1909. Recognizing that the real fight over the free-list bill will come Monday. leaders of both parties in the house today issued peremptory orders to absent members to return at once to Washington. The bill will be taken up then for amendment under the five-minute debate rule. Efforts will be made by the Republicans to amend the bill In almost every particular. For many of the amendments Republicans are counting on scattering. Democratic support The Democratic leaders ex pect the measure to be adopted with little or no change. Reduction of the wool tariff or plac ing wol on the free list would have no effect on the price of raw or finish ed wool, declared Representative Francis, of Ohio, In explaining his reasons for asking a congreslonal inquiry Into the American Woolen company. . That corporation, he said, controls mills with a capitalization of $60,000,000. and prices are arbltarily fixed by the so-called "woolen trust." Representative Francis said he was not In favor of free wool, and hoped the proposed Investigation would convert his fellow Democrats, who wanted to revise the tariff along that line. A bill aimed at the United Shoe Machinery company and its alleged monopoly of the shoe manufacturing machinery business was introduced today by Representative Peters, of Massachusetts. The bill provides that any owner or beneficiary of a United States patent cannot forbid the use of other machinery when leasing -his patent SLEEP TIGHT. At Local Theaters - MacLean Ctock Co. The MacLean Stock company, wellknown and popular in Richmond, opened a week's engagement at the Gennett last night, presenting "The-Man and the Law" for its first bill. The play Is a strong one, dealing with financial circles in New York and as performed by the MacLean company it proved a most satisfactory entertainment to the large audience that witnessed it. Mr. MacLean and Miss Nana Bryant were seen to splendid advantage in the leading roles which were nicely fitted to these two admirable players, while all the other parts were in most capable hands. The company is su perior in all respects to anyMr. MacLean has ever presented here before and the entire performance last night was marked by a smoothness and finish rarely found in similar organizations and wholly commendable. Miss Bryant is even more charming than ever. Added experience has ripened and broadened her art and she displays a certainty of touch and a fidelity In characterization which mark her as a finished artist. Mr. MacLean with his fine physique, sonorous voice and easy style gave a masterly interpretation of the part of Will Prescott which was convincing in every particular. The play was well staged and if the enthusiasm evinced by the first night audience Is any criterion, the company is bound to have a most profitable engagement. "The Belle of Richmond." a comedy drama of the southland will be the offering tonight with Miss Bryant in the attractive part of Nellie Mason and Mr. MacLean as Gerald Gordon. Aat the Murray. brothers are scoring a big hit at every performance and are worthy of the praise they are receiving. They are two of the classiest ring artists now on the stage and are winning their share of the applause. This is a show no one can afford to miss. Their band of sixteen will give a short concert in front of the theater before each performance. The scenery with every act is elaborate and fitting and their electrical effects fascinating. Reserve your seats early. Young Buffalo. j Young Buffalo's Wild West show entertained large crowds Saturday afternoon and evening and succeeded in pleasing the people, although part of the program "dragged" a little and was somewhat tame. Little effort was made to get beyond the traditional lines of Wild West shows. It was the first appearance of the Young Buffalo organization in Indianapolis and it made a fair showing for a new enterprise. Annie Oakley. . who is no stranger to American audiences, maintained her reputation as an expert rifle shot Her hair Is gray; but Just to show' she still has the spryness of youth, she ran the length of the arena when her act was finished. Some clever work along the same line was done by Curtis Linton, who thrilled the audiences by shooting at targets held in the hands and teets and on the head of a young woman. Ambrose Means, widely advertised as the cowboy who went to Africa and captured lions and hippos simply by lassoing them, certainly did better work there than he exhibited in Indianapolis. His work was interesting, but it the horses and cattle he roped in the tent had been lions and hippos they might have eaten Ambrose. Some 'good rope work was done by Fred Zurns and his cowboys. The bucking bronchoes "bucked" realistically. One added to the excitement by trying to go through the ropes and vis it the spectator's. A pretty feature of the entertainment was the act of Misses Julia Allen and Maud Burbank who showed some Interesting feats of horsemanship. The Indians performed a war dance. Indianapolis News. Strings of show horses representing prominent stables in several states were on hand today at the opening of the annual horse show in this city. Nearly the entire membership of the Mississippi Press association is attending the association's - forty-sixth annual convention now in session here. President E. A. Fitzgerald of Vicksburg called the gathering to order this morning' and Mayor Charles Heuck welcomed the visitors. This afternoon S. J. Owen of New Albany delivered the annual oration. WHY SOUTH SECEDED Teachers Told Slavery Was Cause Waldrip Spoke. Terre Haute, Ind., May 9. At the session of the history teachers' section of the Indiana Teachers' association, Dr. James A. Woodburn of Indiana university, read a paper on "The Apology for " Secession." but he explained that it was not his apology. He sought to show the apology of the leaders in the secession movement, and quoted from the declarations of the ordinances of secession by several southern states to show that the secessionists held that the disregarded by the northern states of the fugitive slave law, and the right of property in slaves had moved them to attempt to leave the Union. He spoke intelligently of Jefferson Davis' later assertion that the south did not try to go out of the Union on the slavery is sue, mere nas been for years a con troversy over the question of state's rights, and it continues, but the burden of the secession declarations was on the slavery Issue, he said. The first states to secede made that plain and paramount, he said, and later, af ter the confederacy had been formed, Virginia, North Carolina and Arkansas went out on the ground that a state could not be coerced to remain In the Union, waiving the question as to the sufficient cause which actuated the original seceding states. W. D. Waldrip, of the Richmond high school, read a paper on "A Station of the Underground Railroad," which was a narrative of the experi ence of the Quakers of Wayne county, in which was situated Newport station, and which he said was known throughout the south in ante-bellum years. He showed ths futility of the fugit ive slave law as applied to the efforts of slaveholders whose negroes made their way north as far as Wayne county. Officers Elected. Nominations reported by Chairman Elwood W. Kemp, of the committee on nominations, were adopted as fol lows: President, Dr. James A. Woodburn, Indiana university; vice president, W. D. Waldrip, Richmond high school; secretary-treasurer, Harriet Clare Palmer, Franklin college, reelected. J. M. Tilley, of Terre Haute high school, and Miss Josephine Case, of Shortridge, Indianapolis, with the above officers compose the executive committee. POPULAR SONGS. HABITUAL DRUNKS Temperance Forces at Connersville to Prevent Sales to -Dipsomaniacs. Connersville, Ind., May 9. Pity the sorrows of the poor old booze holster. He certainly is having a hard time to bet his glass of peace destroyed and more than that the police are watching him all the time as well as keeping an eye on the white aproned "gent" where the aforesaid peace destroyer is on tap or in bottles. The reason it is so difficult for the booze hoistcrs of Connersville to get their nip is because the saloon keepers are served with notices that they must not sell him anything to drink. At Newcastle and several other palces the saloon keepers receive lists of names of those s'aid to be habitual drunkards and are notified that strong drink must not be given the persons whose names are thus listed. But here a printed legal notice is given. The notice is in the following form and words: To and employes: You are hereby notified that I, the undersigned, am a citizen and resident of Connersville township, Fayette county, state of Indiana, and mat a resident of said township, county and state, and is a person who is in the habit of becoming intoxicated; and you are hereby notified by me not to sell, barter, or give away, either directly or indirectly, any spirituous, vinuous, malt or intoxicating liquors to said from and after the the receipts of this notice. Dated this .... day of 19.. (Signed) R. S. 19008 Section 2485 Penalty for violation of this notice is not less than $50.00 nor more than $100.00, to which may be added imprisonment not less than SO days or more than one year, and disfranchisement. Any Person May Give Notice Under the Indiana law not, howev er, the Proctor law any citizen may serve notice on a saloon keeper not to furnish intoxicating liquors to any person in the habit of becoming intox icated and if the liquor is given after the notice the saloon man is subject to a heavy penalty. In this city most of the notices are given by either the chief of police or members, of the force under his orders. There are ten saloons in Conners ville and two more will in time be ad ded to the list to make up this city's proportion. in tne city there are perhaps" seventy five professionals or regular, as they are called, who be come intoxicated in season and out of season. "No, we do not depend entirely on the police court records," answered the mayor, "the law gives any citizen of a township the right to serve such a notice on a dealer in intoxicating liquors and there is always some one in the township who knows who the habitual drunkards are. Of course if a man appears more than once in po lice court on a charge of intoxication a notice is given the saloon man not to sell him any intoxicating liquors." Good Results Seen. "What has been the result of your notice plan?" the mayor was asked again. "We have seen good results. There is little evidence of drunkenness here. We are going to follow the law and believe it will bring good results, for we have notified not only the saloons, but the drug stores as well and no one about whom a notice has been issued has been in police court the second time. I feel satisfied that the system adopted hero will bring about good results." A saloon man who had been served with twelve of these notices said he would obey orders to the letter and he was satisfied the other saloon men would do the same. The man said it would not cause much loss ot trade anyhow. . One man, whose name is listed in several of the saloons, said that the giving of such a notice was "invading his constitutional rights and was a direct blow at personal liberty, and he proposed to take the matter to court and seen if the notices were legal. However, the majority of .the peo
