HITCHCOCK PLANS TAFT COUTIOll
Gets Indorsements from the Southern States for President's Renomination. New' York. May 6. From South Car olina there came some days ago political news whose full meaning was not grasped by the politicians of this city and state until after the visit of Pres ident Taft. In fact, it was not until a day or two after the Republicans of South Carolina, through their organisation, had declared in favor of the renomination of President Taft that the action of these southern Republicans became generally known. But there are reasons for surmising that, when tho president was in New York last week, he knew that the Republicans of South Carolina would declare for his renomination and that he will not be surprised if the Republicans of other southern states make similar declaration. No expert politician fails to see that the action of the South Carolina Republicans was planned. It is the pre- l .EJS'. J' 7 ";rn: " : Z V-e T, In r, .. . .a . u a. a . u T V. V a J ft I. The intimations? are many that the postmaster general has so perfected his plans as to make It certain that a majority of the southern Republicans will declare for the renomination of Taft. Republican politicians have been so shaping organization matters as to, make it inevitable, unless there comes wreckage to their plans, that the New York Republican state organization shall declare for Taft. Ex-Senator Depew said that no well informed Republican with whom he has recently had opportunity to. talk has the slightest doubt of the renomination of Taft by acclamation, and, among other reasons for this belief, is the fact that it will be impossible to concentrate support upon any other Republican's candidacy. Circulating Taft's Speech. The address made by President Taft to the members of the American Publisher's association and the Associated Press is being circulated. Thousands of copies are to be sent into sections of the country where reciprocity with Canada is reported to have occasioned opposition among the farmers. President Taft must have been encouraged to speak upon reciprocity as he did by information brought to him just before he took his seat at the guest table. ; This information was directly contrary to reports brought to the president last winter, when the "THIS DA TE

The president was told then 8 majorlty of tne member8 Qf the to reciprocity with Canada that if the I were adopted and went into effect the farmers of the state would oppose the re-election of the President. Farmers Not Disturbed. The President, however, was informed while he was in the banquet hall that a majority of the farmers of New York state are not disturbed about Canadian reciprocity, feeling sure that they will gain as much as they will lose if reciprocity is adopted, and that he only opposition is that of the manufacturers of wood pulp and printing paper. The President intimated in private conversations at the dinner that he was persuaded that-much of the apparent opposition had been fomented for political purposes, although he knew that some of the opposition expressed by farmers was due to the fact that the farmers did not understand the proposal. Apparently the administration is sd convinced that the President will have the gratification of signing the reciprocity measure before the summer is ended that it behooves the treasury department to make an estimate as to the effect of reciprocity upon gov ernment revenues. question is caused by the falling off in oar imports. Should the secretary of the treasury successfully market an Issue of 150.000,000 of Panama bonds bearing a three per cent interest he will be supplied with plenty of funds to maintain his treasury balance Some New York bankers infer that he expects to offer an issue of Panama bonds some time' between midspring and early autumn. This offering will be regarded as the' most Important test of its credit the government has made since many years. It also will furnish a splendid test of money narket and financial conditions, for, should an issue of 3 per cent government bonds, which are not available for securing national bank circulation, be marketed upon favorable terms, there can no longer be any doubt of the healthfulness of our financial conditions.

Interesting experiments have been carried out with submarine and wireless telegraphy by the submarine flotilla a Charbourg. By means of submarine bells messages were conveyed quite distinctly to the battleship Bouvines by four submarines, each at a distance of seven miles. As a result of this experiment the minister of marine has given instruction that all submarines shall be provided with these bells. The submersible Prairial was also successful in signaling to the Bouvines by wireless telegraphy, all the vessels met by her between St. Waast Cape re la Hogue and Cherbourg, and announcing her arrival in sight of the rorts of Cherbourg. French submarines will in future be provided with wireless telegraphy apparatus.
