(American News Service) Chicago, May 3. China, the oldest Empire in the world, will become a republic If the revolutionists win. This was announced here today by member of the Youag China hshocUlion who claim to have received a ceblegram from General Ku Wat Sang, In command of the Citizen' army in China. The cablegram, in numerical cipher, waa exhibited and the trans lation reads: nil M-ndly nations: We, the citizens of China,' for the purpose of oif tn yoke of the tartar conqucrers by overthrowing the present corrupt state of autocracy and establishing a republic and at the same 'time enter into a closer relation with all friendly nations, declare that: "1 A'.l treaties made by the Manchu government will be effective until their termination. "2 Any foreign loan or indemnity incurred by the Manchu government prior to this date will be paid. "3 All foreign concessions will be respected. "4 All persons and property of foreign nations will be protected. 5 All treaties, loans, and Indemnities after this date will be repudiated." The cablegram was dated April 28. PUT BAN 0(1 HOBBLE Queen Mary Opposed to Ultra Tightness Effect.

London, May 3. Everybody who has seen the gorgeous trousseau of Lady Decles Is wondering what the pretty American bride will do not that Queen Mary's ban has gone forth against hobble effects and tight skirts at the coronation. Whenever the young woman has appeared she. has been remarked for the ultra tightness of her American made clothes. English court matrons state that Lady Decles wiil be obliged to have an entire new wardrobe. . The former Miss Gould's wedding gown was made with regulation court train, however, with the coronation in mind. Even It must be remodeled to meet the almost Victorian prudishneas of Queen Mary. As for her other frocks, they were ail cut in the right bobble fashion. At the Punrhestown races recently Ledy Decles astonished the Irish ladies by wearing'draperies so tight that her big husband was obliged to help her up the grandstand stairway. While her gown was of brilliant silk, accompanied by a plume trimmed hat, the others about her appeared in heavy tweeds and strictly walking hats. Among the pretty frocks seen on Lady Decles, but which are tabooed on account of the court edict, is tailormade white serge with a skirt with Inserted plaited panel, trimmed with buttons. The panel gives the hobble el feet so much disliked by the Queen. With this gown Lady Decles wears a black straw hat trimmed with black velvet and pink rosebuds. WILL FORM AI1TI GAMBLING LEAGUE Resort Frequenters Attempted to Stop Mass Meeting Indignation. French Lick, Ind., May 3. Regardless of the down pour of rain, despite the fact that gambling sympathizers stood at the street corners giving out the word and even notifying the janitor of the church where the meeting was to be held that it had been called off and notwithstanding the promises of the gamblers that if the meeting was called off and a free band given them until June 15 gambling would then cease, the mass meeting held here voted to organize a state antigambling league. The election of officers will take place in the town hall here next Thursday night. The Rev. Jesso Breeden presided at the meeting and made a spirited speech, in which he condemned gamblers. Other speakers were Senator R. M. Mllburn, of Jasper; the Rev. John Edwards of Orleans; the Rev. L. B. Taylor and U. G. Salyers, of this place. Two hundred attended the meeting and many were here from other places. Some of the speakers repeated what visitors had said about Brown's place being crowded nightly with men and women, who play keno, roulette, kiondike, poker and other games, but none of the speakers were able to say they had seen the gambling, beause residents of "the valley" are not allowed entrance. It is the visitors' money the gamblers arc after.

OFFFERS SACRIFICE; CHOPS OFF TOES Indianapolis, May, 3. Selecting the stone steps leading to the Soldiers' and Sailors monument as an appro priate place to offer up a self-sacrifice which he said he believed would "strengthen his character," Fred Kearner, aged 20 years,, created excitement when, after removing his shoes he drew ahatcbet from under his coat and began to chop the toes from his feet. After hacking his feet several times Kearner stretched his haid out upon the stone steps and nearly severed it. The police hurried to the monument and arrested Kearner. He was placed under the care of a physician. The young man is said to have been mentally unbalanced for some time. City Statistics Marriage License. Charles F.
