'CHS URGED : TOM LOIS 'Cleaning-up Day Committee - Asks Mayor's Proclamation Be Observed. '
MRS. FRANCIS W. STEPHENS. At a recent meeting of tbe civic committees of the Aftermath and Commercial club tbe following resolution was unanimously adopted: . Resolved: That we urgently appeal to the citizens of Richmond to observe the proclamation of our mayor setting apart Friday, May 5, as Cleaning Day. ' We request that all front lawns, back yards and tasements be put in perfect order. ' Tbe merchants and business men of the rlty are especially requested to lend their aid to tbe movement by giving proper attention to every part of their buildings, and by the removal of all rubbish from their lots facing any thoroughfare of the city. Atlanta Cleaning Day. In April and October the city of Atlanta, Ga celebrates "cleanlng-up" day, as an Institution for which a clever "and charming woman Is responsible. Atlanta was dirty, Atlanta was sick and crowded, and" the mayor wanted a lot of money to make it clean, sanitary and comfortable. The outlay was opposed by politicians as extravagant, and the mayor finding himself helpless, with a keen Insight, appealed to a woman, Mrs. W. Woods White, president of the city Fed erav lion of Women's Clubs. The "Woman's Whirlwind Campaign," as It was called, was soon In full swing. "Why not clean house spring and fall," asked the ladies, and this Is bow they managed It. A coupon appeared In the newspapers signifying a promise on the part of the signer to have his own premises clean on October 26. These coupons were to be sent to the committee and the ward having the greatest number of responses was to win a prise of twenty-five dollars. It worked. All classes responded to the call with splendid enthusiasm. "Clean! ng-up" day became an institution and the improvement in sanitary conditions was instantaneous. There was established a thorough semi-annual scrubbing. Impressing the citlsens with the necessity of keeping streets and premises clean and wholesome. Atlanta with all its enterprise and vigorous growth was subject to conditions that so often accompany rapid development. There had been an epidemic of typhoid and over sixty cases of diphtheria. Mrs. White and her splendid band of women determined that their organization should become a permanent force for civic 1m-
