Fate of Bill in Doubt as Opposition Is Waging a Mcrrv Battle.
Washington, April 21. The old guard Republicans In the senate are looking about for a way to defeat once more the Joint resolution passed by the house last week providing: for a constitutional .amendment for the direct election of senators. They are by no means certain that they can defeat the resolution again, but they Intend to put forth their best efforts with that end In view. They have in mind to follow the plan that worked so successfully at the last congress. As the time for a vote on the resolution approached at that session, they foresaw that the resolution would pass if It came to a vote in the form in which the committee on privileges and elections had reported it. They decided tnat something must be done to pull Democratic votes away from the resolution, and so they had Senator Sutherland, of Utah, propose and amendment which would retain Taragrap 1, of Section 4 of Article I of the Constitution under which congress exercises supervision over the t-lectlon of senators. If the committee on privileges and elections to which the resolution passed by the house has been referred shull report it in the form in which it passed the house, the Utah senator will again propose his amendment. If this amendment shall be adopted, the result may be the defeat of the joint resolution. A majority of the Democratic senators from the south, unless they change their minds, will not support a resolution for amendment under which the senate would be deprived of the right of supervision over the election of senators. At the last session the Republican senators were nearly all in favor of the Sutherland amendment. Whether it can command the Republican strength in this session that it commanded in the last Is aquestlon about which senators who have been looking Into the situation differ. Should Vote Down Amendments . The sure way to put through the Joint resolution would be for the Democrats and the Insurgent Republicans to vote down all proposed amendments and support the resolution in the identical form In which it was passed by the house. It may be that an agreement to do this thing will be brought about. Without exception, the Insurgent Republicans are in favor of the direct election of senators, and yet some of them doubt the wisdom of the senate surrendering all authority over the election of Its members. In this resolution as It was put through the house of representatives the doctrine of state right is upheld with respect to the senate and ignores, as It had been on previous occasions by the house, with respect to the house. If the amendment It finally ratified In the form In which it has been put through the house, congress will prescribe the conditions under which members of the house of representatives shall be elected, but the times, places and manner of holding elections of senators will be prescribed In each state by the legislature of that state. States' Rights Involved. . A significant feature of tho voting In the house was that on the question Involving state rights the division was strictly on party lines, the Democrats upholding tho states and the Republicans solidly affirming tho superior power of tho federal government. The Democrats won, of course. Te Republicans insist that the amendment in Its present form would legalize secvorul disfranchisement laws that have been passed by southern states. While the Republicans In the house voted as a unit to strike out the clause depriving congress of the power of making or altering regulations governing the election of senators, practically the entire minority supported the resolution after the amendment had failed. Some competent observers here have an impression that the election of senators by direct vote of the people Is still distant. They point out thut it the Democrats and the Insur-

gent Republicans of the senate shall muster enough strength to adopt a resolution in Its present form, this question as to whether the federal government shall surrender all supervision over the election of senators will undoubtedly be fought in many state legislatures, when the question of ratifying the amendment comes up. Democrats are Confident.' It may be said, however, that the Democrats seem to have no doubt as to what the final outcome would be under such circumstances. They are
confident that the necessary three-
fourths of the state legislatures would promptly ratify the amendment in its present form. The probability is that the senate will get down to a discussion of the resolution shortly. The committee on privileges and elections is not disposed to delay action on the resolution. The expectation is that the senate will discuss the resolution and the various side questions raised for several weeks Several of the older Republican senators will repeat the speeches they made last session in opposition to the direct election of senators. Senator Root, of New York, and Senator Lodge, of Massachusetts, presented at the last session elaborate arguments against any overturn of the existing system, and they may be counted on to emphasize what they said at that time when the resolution comes up. Senator Dorah of Idaho, who has been the special Republican champion for the direct election of senators, is confident the resolution will be adopted by the senate without amendment. He declares that the fight for this reform has been won.

PLAN BENEFIT FOR A POPULAR PLAYER Crack Polo Teams to Meet, Proceeds to Go to Geo. Cunningham.
A beneft polo game for George Cunningham, the popular little Richmond player who received an injury in a recent game with Elwood that necessitated the removal of his right eye, will be played at the Coliseum Friday evening. April 28. The game is being arranged by members of the old city league, the eastern league players who are home for the summer and the players on the Elwood team. These men have taken charge of the selling of tickets and so far have placed a great many. League players living in the east have all been sent tickets and it is expected a large number will be disposed of in this manner. The Elwood team will furnish opposition to the Richmond players in the benefit game. The teams will have practically the same line-up as on the evening when Cunningham was injured. Edgerton, a Muncie lad, who is rapidly coming to the front in polo ranks, will take the place of Cunningham at center for Richmond. A curtain raiser will be furnished by two picked teams from the old city league players. Cunningham was one of the most popular players ever to appear at the local rink, and had a warm place in the hearts of the fans because of hia fast and clever playing, and quiet and unassuming manner. A turn out such as marked the days of the old Western league is hoped for, and every effort Will be put forward by the players to make the benefit a great success. The many friends Cunningham made in the east during his playing in the Eastern league are expected to contribute largely to the success of the affair. Cunningham is improving from the effects of the operation. Physicians have declared that his mind will not be affected by the terrific blow of the ball which burst his eyeball and almost entirely severed the eye lid. The sight of hia left eye is not expected to be affected.
