The Eagle's lodge, which will give a carnival at Beallview park, April 29 to May 6, was refused permission to place banners across the main streets of the city advertising the event at a meeting of the board of works Thursday. There is a city ordinance prohibiting such advertising. On account of several damage suits which have resulted from ropes being stretched across streets when closed for improvements, the board adopted a resolution providing that in the future wooden fencing should be used.
