As the Republic of Mexico is JuK.t now occupying considerable attention, it is worth "while to recall the fact that some Indian, men have been more or less flu'Mt' connected with the history of that country. Mention of the first of ttiene leads back nearly a hundred years. This waa Itobert Owen, founder of the New Harmony community, and father of Robert Dale Owen. In 1S2S Mr. Owen conceived a project for egtablltihlng an independent colony along I lie border line between Mexico and the United 8tates a Bort of neutral zone which waa to become the neat of a govern ment founded and conducted on "gold en rule" principles, and to be a kind of "butter" and ience promoter be tween the two countries. In furtherance of his plan. Mr. Ow en drew up a memorial to the Mexi cn government, which was translated into Spanish, und which was also sub mitted to the Krltliih government. Hav in circulated his memorial, Mr. Owen went to Mexico in the inte rests of his project, .reaching Vera Cruz by nail InK vessel from Ixmdon in January, 1829. Ho remained in Mexico some time and succeeded in getting an agreement from tho Mexican govern luent to set apart for his uhc a tract of land 150 miles wido along the en tire border between tho United 8tate3 and Mexico, the neutrality of which hould be strictly observed by Mexico, In addition to establishing a neutral tone, Mr. Owen contemplated form Ing a sort of pan-American peace so clety between the United States and the Latin . American countries, by which they should all dwell together In brotherly love. Hut the Bchcme never got any further, and twenty years later the United States annexed Texas, neutral sone, Independent colo nies and all. Ministers Go From Indiana. Since then several Indiana men have had dealings with Mexico. There have been four United States ministers to Mexico from Indiana. The first nilnlstv appointed to that country after the election of Abrahom Lincoln was Thomas Corwln, of Ohio. Corwin was the man who made the famous "slip of tho tongue" Just before the war with Mexico, by declaring tliat "If I were a Mexican I would welcome the Americans with bloody hands to hospitable graves." This unfortunate expression killed Corwln politically for many years, but he finally recovered and attained prominence again. He served as minister to Mexico tinn Maxmlllan's arrival in tho country when be name home. After the civil war our ministers there Wero liowis D. Campbell and General V. S. Itosecrans, both from Ohio, and each serving only a few months, the former never reaching the capital on account of revolutionary disturbances. In lSf.9, Colonel Thomas II. Nelson, of Indiana, was appointed. He had previously served five years as United States minister to Chile, lsrtt-fifi. and was popular there on account of his brave action in resruing many persons when the Jesuits' church at Santiago was burned, in 186-1. He was appointed minister to Mexico In April, 169, and served till 171. Hi' previous acquaintance with Ijitln American characters, his knowledge of the Spanish language, and his naturally courtly, manner made him popular at the Mexican capital, and ho was as good a diplomatist as the average. In 1873 Colonel Nelson was succeeded by Colonel John W. Foster, of Indiana, who served in Mexico seven years before being transferred to Russia and later to Spain, . Colonel Poster's Good Work. Colonel Foster was and is an accomplished diplomat, and did good work toward maintaining and strengthening friendly relations between the two eountrles. For the next few years, following 18S0. the Mexican mission went to other states, but in 189.1, Isaac P. The appointment of the present ambassador to Mexico, Henry Laue Wilson, of Crawfordsvllle, after service at several other posts, dates fsoin December. 1909. Another Indiana man. General I.ew Wallace, had something to do with Mexican affairs, though ho was never minister there. This does not relate so much to his service as lieutenant of Indiana volunteers in the Mexican war as it does to certain transactions after tho war of the rebellion. In 1865 he rendered valuable assistance in selling Mexican bonds in the United States for the Liberals, headed by President Juarez. In return for this work he was offered a major general's commission in the Mexican service. Associated with General Wallace in the effort to raise money and ship arms to the Liberals in Mexico, was General Herman Sturm of lldianapolla, an ardent Union man and friend of Oliver P. Morton. Their efforts were partly successful, and a few years later General Wallace wrote to President Diaz urging the Justice of General Sturm's claim for compensation. In his letter referring to their joint efforts in behalf of the Mexican Liberals, General Wallace said: Wallace Tells of Work "The first effort was to place a loan on behalf of the Mexican republic. Bonds were printed and the certification was all that could be asked. They proved unacceptable. In the effort General Sturm was so efficient, so energetic, so faithful that he commended himself to Minister Romero, who, with General Carvajal was retired, and continued the business, and General Sturm as his chief assistant. In course of that attempt it was discovered that the bonds could not bo made available for the purchase of guns, pistols, cartridges, powder, sabers, torpedoes, ships, etc. Tho loan was abandoned. In the new scheme General Sturm was invaluable. Here his experience, skill, knowledge of dealers and prices, his tlrelessness and loyalty were successful. Of all this Minister Romero is a better witness. "In one of his reports I refer to it from recollection he states officially that six or seven armies of the republic were provided through this instrumentality. This, your excellency, was due In very great part to Gneral Sturm. The arms were good. With them every time your troops met the enemy they were victorious. C. March 18. The long projected canal from Pamlico sound to Beaufort inlet, Xorth Carolina, to connect the waters of Xorfolk harbor with the Cape Fear river, at Wilmington, has been completed, at a cost of $450,000. The money was provided by the rivers and harbors bill approved by congress March 2. 1907. The north end of the canal is fresh water from tho Xeusc river; the lower end is salt water, and is in about four miles of Beaufort inlet. The canal will be of the greatest use to all small craft and coasters, and yachts going south will use it this season to special advantage. It cuts of all the capes except Cape Fear, and shortens tho distance more than eighty miles, as compared with the old and uncertain route. In excavating four miles of the canal through solid earth two sunken forests were found, one below the other. The work of clearing tho right of way, through a dense forest of immense trees, some cypresses being ten feet in diameter, began October 1, 190S. The total length of cutting is 95,527 feet, of which 23,177 feet in Adams creek is 250 feet wide, with side slopes of three on one; 5,285 feet is 125 feet wide, with side slopes of three on one, 34.018 feet is ninety feet. The next 12,514 feet is 125 feet wide, with side slopes of three on one, and the remaining 2v,560 feet, is 250 feet wide, with side slopes three on one. The total length of cutting is 96,527 feet, solid earth at an average elevation of eight feet above mean low water. The remainder was in the old channels of Adams creek and Core creek and Xewport river, which were widened and deepened to conform to the adopted prism. DEMOCRATS PLAN -HOUSE SHAKE-UP Plan to Cut Off Many Who Are on the Payroll Without Any Work.
Washington. D. C. March 18. The Democratic leaders in the new nouse of representatives are planning to embark on what they term a "general house cleaning" of the Republican administration of the last sixteen years. It will be a formidable attempt at the purification they allege is needed if they carry out the program. As a starter the Democratic members of the new ways and means committee, which is sitting as a committee on committees today made these two moves: Appointed a sub-committee to report the sinecures in the house of representatives that may be dispensed with. Decided to appoint committees on expenditures in each executive department with a view to investigating the conduct of administration in each branch. Hope to Save $100,000. The subcommittee on sinecures consists of Representatives A. Mitchell Palmer, of Pennsylvania, chairman; Kitchen, of,jXorth Carolina, and Hull, of Tennessee. The statement was made in committee meeting that soft snaps enjoyed in and about the house of representatives by the friends of the Cannon organization have cost the country more than $100,000 a year. There are scores of clerks of committees that never meet, clerks assigned to mysterious and more or less mythical tasks, assistant keepers of this and that, and a regiment of supernumeraries whise duties are alleged to have taxed the imagination of the minds which invented them. ' All of these sinecures liave been filled by the henchmen of those Republicans lieutenants of the old guard who never swerved in their devotion to Speaker Cannon. For years it was the rule that none others need apply. Three of these pensioners were spotted by the Democrats and relieved of their duties before the close of the last congress. The trio were friends of as many Republican congressmen and had been on the pay roll as "special clerks" for nearly four years at $1,S00 a year each. They had nothing to do. Republican Rule Is Used. The appointment of the committec3 on departmental expenditures will be merely the continuation of the Republican custom and the investigations undertaken will bo under the authorization of an existing rule of the Republican hou3e. The only difference is that under the Republican rule the expenditure committees never did any investigating and were used merely to award that many additional chairmanships with the atendant perquisites. One of the inquiries scheduled to be undertaken is of the payment of fees to receivers and other officials appointed by, the federal courts. Representative Sabath of Illinois introduced a resolution in the last congress alleging that gross extravagance and injustice obtained in the practice in the courts at Chicago. Mr. Sabath will demand an investigation of the expense money drawn from the treasury by judges of the Circuit Courts of Appeals. It was said recently that some of these judges were accustomed to collect between $3,000 and $4,000 a year each in "expenses" in addition to their salaries of $7,000. Company Has Been Organized in Cincinnati. Columbus, O., March 18. Cincinnati is heralded to the country as the first city west of tlie Atlantic Coast to organize a company to carry on transatlantic air traffic. Moreover, some of Cincinnati's most prominent citizens are enrolled in the personnel of the company, the incorporators being 'James J. Heekin, president of the Heei kin Can and Spies companies aad for- ! nier president of the Chamber of ComI merce; E. R. Blaine, of the BlaiueI Thompson company; P. Lincoln Mitchell, former secretary of the Ohio val- ! ley Exposition, recently appointed j Surveyor of Customs; August Herrman, chairman of the National Baseball Commission and president of the company which owns the Cincinnati Tteds, aad George F. Dieterle, of the Union Distilling company. The purpose of the new company, which was incorporated today for $10,000 is to construct and operate dirigible baloons designed to journey throughout the world. The company has been formed to back the venture of Chief Engineer Vaniman, of the airship "America.- Mr. Vaniman is one of the five men who started across the Atlantic with Walter Wellman, and he declares that he learned enough from that trip to be able to construct an airship which will cross the Atlantic without any difficulty. The machine is to be constructed in Cincinnati and will make trips to Cleveland, Indianapolis, Toledo and other large cities before it starts for Atlantic City and thence for the shores of Europe. Trent, the cat that became famous by acting as mascot on the attempted trip of the airship America to cross the Atlantic last October, is in Cincinnati. "His Lordship," as he is sometimes caddel, arrived yesterday morning in the compauy of Mrs. Melville Vaniman. Mrs. Vaniman will remain in Cincinnati about a week and then take Trent down to Louisville and other cities, where he is to be exhibited. TO GIVE GAYNAR 7 COLORED SHEEP New York, March 18. Joseph's coat of many colors, as related in the Bible, had nothing on the Mexican mountain sheep that Udo Topperwela, of San Antonio, Tex., wants to sell to Mayor Gaynor, perhaps more correctly, to the city. The mayor received a letter from the owner of the sheep who guarantees that his mountain climber has seven colors in his coat. Joseph had only six in his coat, so it is related. Topperwein says his sheep had seven colors when he got possession of it and that he has sheared it twice. Its indelibly is proved, he says, by the fact that the coat has remained seven colors ever since the shearing. He offers to deliver it hmimself at the city hall and to give the mayor the privilege of shearing the present coat from the priamatic sheep to prove that the colors are fast, "pive us an offer," says Topperwein, who suggests that the rainbow animal would be a valuable addition to the collection either in Central park or the Bronx zoo. HARDER THAII STEEL Radioro Is Name of Recent Discovery. New York, March IS. At the office of the steel trust and the Bethlehem Steel company, all knowledge as to the value of an alleged discovery of a new process for the manufacture of a metal superior to steel as armor plate was denied. While keen interest was displayed in the announcement of the discovery reported from Chicago to have been made by Italian steel makers now there, the best information obtainable at the offices mentioned was that nothing had been heard of it before a dispatch from Chicago shown to the expert steel men to whom it was submitted. The new compound is called radioro. It is claimed by its discoverers that its color is not affected by the atmosphere, or even by the ordinary accidents or by fire. It is also claimed that its resemblance to gold is remarkable, and that by a series of tests the hardness of the new combination as compared with Krupp steel has been established. The further claim is made that it is compounded from a number of metals and as its main constituent is a waste product in many processes of steel manufacture, it is as cheap and abundant as iron ore.
AGED ODD FELLOW MADE QUAINT BOX Greensburg, Ind., March 18. John Seyfert, age seventy years, a guest at the I. O. O. F. home, has on display at a local store a novel piece of workmanship. It is a jewel box 8x7x6 inches, made of six hundred alternate pieces of hickory bark and maple wood. On the front in raised wooden letters are "I. O. O. P. Home," and six lodge emblems, and on the back are the letters "F. L. T." On the side of the lid is a small mirror and the interior has shelves and compartments. Mr. Seyfert's only tools in constructing the box were a knife and a file. He spent several years in completing it, and presented it to Mrs. Mary Smith Lewis, superintendent of the home.
