CUBAN GOVERNMENT IS VERY POOR ONE Believing from a personal Inspection of the Cuban government that it can not last and that eventually the Island will be annexed by the United States, attorney Charlea K. Shlveley. who with Mrs. Shlveley, has just returned from a several weeks' trip through the South and Cuba, would not be surprised to see the United States regulars mobilized in the island within the near future. The members of the Cuban congress are "pin headed" in the opinion of Mr. Shlveley, and Instead of being on the alert for the country's interests, are bleeding the treasury of j;ho republic by petty grafts. EARL STEELE NOW BELIEVED INSANE After promising faithfully that he

morning with his mother, to live with
her forevermore.
The police say that Earl deserted his mother on Main street and made
straightway for South H street where
Mrs. Martin Habercorn lives. Mrs,
Habercorn called the police and Steele
was placed under arrest In tho after
noon. She said he had been trying to get Into tho house. Mrs. Habercorn's
friends are Indignant over the undesirable notoriety she has been subjected to by Steele, who Is said to be Insane.

ered an inquest to be held on the joung man.
APPEAL TAKEN IN BEALLVIEW RULING Although tho South Side Improvement association was victorious In its demand for the construction of a railroad crossing at South N street, the work of opening the crossing will be delayed several months at least, as the C. & O. railway of Indiana, the remonstrator to the opening, has appealed the case to Indiana supreme court. A decision from this body Is not likely to be made for several months and In the interim no work ran bo done In construction of the crossing. The appeal bond filed by attorneys for the railroad company is $500. The company has 90 days In which to prepare for the appeal.
FOUND NOT GUILTY OF ASSAULT CHARGE Ben Stelger, charged with assault and battery on Mrs. Mary A. Erbs, 423 North Eleventh street, was found not guilty In police court this morning. The evidence was taken yesterday, with the exception of that of one witness, Alvln Erbs. who told the court he had never seen Stelger drunk or engage In disorderly conduct. Mrs. Erbs claimed yesterday she could prove this charge. Lisbon Is famous as the center of a great boot and shoe Industry. The model footgear Is declared to be finer thau that of Paris or London.

Kin Hubbard's "Abe Martin," that quaint Brown County character, with all his homely philosophy and laughable poses, will be at the Elks' Fair in the Coliseum on the night of Wednesday, March 15. There is hardly a newspaper reader In tho state of Indiana who don't know "Abo Martin," as he appears each night In tho Indianapolis News. To many persons the sayings of "Abe Martin' arc more imiortant than the sensational newa on the first page, and the Elks feel particularly elated in being able to bring Kin Hubbard to Richmond, in order that the people here may see and hear "Abe Martin" first hand. Kin Hubbard is a most clever artist and as a humorist he has created a class quite all his own. At the Coliseum he will tell his audience about "Abo and His Neighbors," and will Illustrate what he Bays with "Abe" in colors. Tho large sale of "Abe Martin" almanacs of which there have been four Issues, attest tho popularity of Kin Hubbard's work in Richmond, and it is likely the Coliseum will be crowded to the doors next Wednesday night to see and hear "Abe" as he appears in flesh and blood. Every night is to bo a big night at the Elk's Fair but with "Abe Martin" as a headliner for
Wednesday it is sure to be one of
the banner nights of the week.

TROOPS WILL PASS THROUGH CITY
Information was received from Indianapolis on Wednesday that batteries E and W, Third United States field artillery, would pass through this city sometime late this afternoon or tonight, but officials of the Pennsylvania railroad had not been informed as to the exact time of the regulars' arrival here. The batteries are enroute to Fort Sam, Houston, Texas, from Fort Meyer, Virginia. The troops are traveling in two special trains of twenty cars each. The troops passed through Pittsburg this morning and will reach St. Louis on Thursday. If needed the two batteries will be pressed into service in tho suppression of troubles in Mexico.

WATER WASJII FIRE And the Department Had to Play Water on It.
Burning water caused hundreds of people to rush to the river bottom near the Light. Heat and Power company this morning about nine o'clock.
A dense cloud of black smoke, through
wntcn leaped hign, snooting names, was rising from a pond of water, causing considerable excitement. Some waste oil from the Light. Heat and Power company's gas plant flowed into the pond. It became ablaze from hot ashes. A strong south wind blew the black cloud down the river valley until it was completely filled. The fire companies put out the blaze in less than five minutes. Nothing more valuable was damaged than a few old telegraph poles which were lying on the bank of the pond.

George Brown, a magazine agent, was arrested by Patrolman Vogelsong this morning, following numerous complaints alleging Brown had obtained money under false pretense. It
is alleged that the man secured sub
scriptions for magazines, receiving money in advance but some of the magazines are not received. The police say Brown may be given a chance to square himself with his patrons. George Cotton, an oil dealer, who subscribed for several magazines in a club and failed to receive any of them, held a conference with Prosecutor Ladd and Superintendent Gormon of the police department, last Saturday. Cotton desired to file an affidavit against Brown, but was advised not to do so at the time bv ladd.
This morning Cotton said that he is willing to do anything he can to prosecute Brown. CHILDREN SKATING INJURED A WOMAN
Mrs. Jacob Yore, while walking on the cement sidewalk near South Tenth and A streets was knocked down by children on roller skates and seriously injured. Physicians were unable to determine whether a rib had been fractured or not. There has been much complaint against children roller skat-, ing on cement sidewalks.
INJURED BY FALL. James Marone, 57 years old, fell through a hole at the Atkinson second hand store on West Main street Wednesday afternoon and broke his leg.' He is of New Lisbon, Ind.
