the consideration of the proposed Amendment to the state constitution. Vor some time It has been apparent to every one In public life that the preaent state constitution Is archiac in Many respects and needs revitalizing. Strong pressure has been brought to bear upn this administration to Ihsuc it call for a state constitutional conTen t Ion. Many objections were raised to this, the chief and determining one being that such a convention would probably end In nothing, as every one with a hobby would try to ride It Into the convention and invite an endless discussion that would result In a hodge podge of a document that would not be satisfactory or practicable, then. too. there was the fear of
j state wide prohibition fight domlInatlng a constitutional convention to the exclusion of all else. Indeed It Is said the anti-saloon league has been preparing to capture any state constitutional convention that might be railed, and It was deemed wise not to throw the state Into a turmoil over this one Issue in order to get other needed amendments to the constitution. ', Rjct Convention. After canvassing the situation and (getting the opinion of leading Jurists land men of affairs It was deemed best ifo adopt the policy that was pursued, the pressing needs of the state were studied and amendments covering them made to the constitution. These were presented to the caucus Monday ttlaht in printed form and thoroughly discussed. It was determined before hand that unless the sentiment was practically unanimous the plan would be abandoned. While discussion was free, there was not much difference of opinion among those present and sifter the various amendments have Wen taken up It was decided to make them a party measure and thus insure their passage by the legislature. They will be embodied In a bill which will copy all of the present state constitution, will bo referred to the people at a general election some time this year, probably In October, for their ratification or rejection. The committee having the drafting of this constitutional bill in charge are Senator Btotscnberg and Representatives Vcneman and Seidenstlcker.

cepted basis of five to the family, means a total of something more than four hundred thousand families. The assumption as to the Inaccuracy of
one-eighth of the family timepieces is based on an interesting statement made yesterday by Angus S. Hibbard, general manager of the Chicago Telephone company.
"The question, 'What's the time?' probably the most frequently propounded question in the western world, is also the question most frequently asked by our subscribers of our operators. Magnitude of Service. "This question is asked over our lines no fewer than 52,000 times a day. To the individual who requests this information it seems like a very simple service we give thus free to the public, but the magnitude of the total shows that we go far to regulate the time of the whole city. "Besides this, practically every fire call Is sent in by telephone, as the phone Is always more easily found than a fire alarm box, and there Is no doubt that we save the public many thousands of dollars a year in fire damage by this means. The police calls also are numerous, and many a burglary is thwarted and probably many a life Is saved by this emergency service, which we are glad to afford the community." New Word Wanted. Mr. Hibbard also commented upon an appeal made to the public by the New York Telephone company to set its collective wits to find a word to find a word to substitute for the cumbersome term, "telephone message." "Telenote," "phonogram." "teleword" "callgram" and "wiregram" have already been offered. 'Mr. Hibbard said that while the Chicago company would welcome a better synonym for "telephone message" than any now employed, he doubted if anything other than "message," "call," "conversation" and connection," now used, would ever be generally adopted In Chicago.
New York, Feb. 14. To Jeremiah Crajieck, the watchman employed by the Harlem Yacht club at its house on the Harlem river at 123d street, came a vision just at dusk. A dark object was creeping through the cold night into the cold water. Jerry lighted his pipe. He rubbed his eyes. He looked again and the vision looked more ma
terial. "Hey!" yelled Jerry, "what ; you going to do, commit suicide?" j "No, not this time," said the material object, which was a man. "I'm trying to get a soup sandwich and a cup of spaghetti." j ' Come back here," persisted Jerry, "or youH get drowned." "We never come back,' said the man. who by thfs time was twenty
feet out and going strong. The slope into the water at this point is Flight until it reaches the channel. The man was nearly in to "his armpits. "If you don't come out I"U have you arrested," said Jerry. "What do you want to drown yourself for?" "If you promise not to go away, I'll tell you," said the man. "I'm tired of life. Anything else I can help you with?" Jerry talked it over for twenty minutes with the man and then decided that the only thing to be done was to
call an officer. He blew his police
whistle. "Wait until this cop comes," he told the. man, "and you'll see what happens to you." Jerry refilled his pipe while the intruder on the Harlem Yacht club water waded further down the shore his teeth making a noise. Finally Policeman Hall responded to the whistle and he and Jerry used up every argu
ment they could think of to dissuade the man from suicide. They ; talked for twenty minutes more, asking him to come into shore where they could grab him. "Not for mine." said the man. "If you want me come out and get me." Hall told Jerry to go get a boat. Jerry found one. but couldn't get the oars, so with a piece of board the two hardy rescuers paddled out to the man where he now stood in water up to his neck. As the boat reached him he made a-plunge outward and reached the edge of the channel where the water was deeper. Hall made a grab for and lost him. He also lost his balance and" tumbled into the icy water himself. Jerry had a busy time for three minutes, but he had no opposition on the part of the two and got them abord. - In the Harlem hospital the cause of the trouble told about .himself. He was a bookkeeper out of work, he said, and had no home and no money. If he had the price, he said, he would have bought poison or a gun. He said he was 47-years old and too old to secure employment. His name is Joseph Sheeny. Dr. Cole, who is attending him, said there was slight danger unless pneumonia sets in.
DISRESPECTFUL TO FLAG, CHARGE MADE Trenton, Nv J," Feb. U 4. State Superintendent of 'Schools Charles J. Baxter Is investigating what appears to be a "disrespectful obeying" of the law requiring that the American flag shall be displayed on all school buildings. A 'few days ago he received a small pensiled sketch with the Infor
mation that it was a reproduction of the flag In use on a school building In Burlington county Just what the complaint was did not appear until Baxter figured out that the flng was reproduced, as to siie. The drawing was two by three Inches. Baxter wrote to the local board and got a reply. Sure enough the flag in use there is two by three inches. Action will be taken, but its exact nature has not been determined.
