Reciprocity and
When William McKlnley almost In his dying breath pleaded for reciprocity, the whole cauntry applauded the hope. That the speech of McKlnley was made at Buffalo on the threshold of Canada at the time of the Pan American Exposition was proof beyond his words that the Idea of reciprocity In his mind had. In It that basic principle of American statesmanship called "America for the Americans" ' Within the succeeding years in proof of the wisdom of the late president. Americans have lived to see a large Influx of Americans Into Canada, thus bringing the two countries closer together and at the same time we have seen the tariff wall grow higher between the two countries. . The idea of reciprocity at the present time is a broad general principle and should be considered as such before any criticism on specitc schedules Is entered Into.
But bow does it stand in Congress. Is there any. broad division on which men unite or disagree on the subject of reciprocity? HOUSE For Reciprocity Democrats, 74; Republicans, 38. Against Democrats, 1; Republicans 22. . Noncommittal Democrats, 32; Republicans 57. ' Total vote polled in bouse 224. . SENATE. For Democrats, 6; Republicans, 6. Against Democrats 1; Republicans, 10. Noncommittal Democrats, 22; Republicans, 27. Total vote polled 72. . ' That is the way things stood Saturday. Senator Beveridge has repeatedly called attention to the necessity for special tariff relations with Canada. He has pointed out that there is no reason for opposing reciprocity with Canada because of the difference between the cost of protection at home and abroad for Canada "has no struggling and congested industrial millions from whom we need protection."
It Is significant that the .same day in which Beveridge declares again for the principle of protection along the same lines that he has always stood when he backs up his speeches in the 'last campaign that James E. Watson announces that he Is going to fight the president. As for seasons we know no better reason than that supplied by the .press dispatches. "At Topeka, Kas., day after tomorrow, in the heart of what has hitherto been regarded as insurgent territory, the first gun of opposition to the Canadian reciprocity treaty will be fired. The speaker will be James E. Watson of Indiana, formerly whip of the bouse of representatives. Speaker Cannon's closest friend and most trusted lieutenant. The occasion will be a celebration of state-wide importance in commemoration of the fiftieth anniversary of the admission of Kansas into the Union and will be under the auspices of the Kansas Day club." The reciprocity measure will be a means of again separating statesmanship from boss politics. Look at the line-up.
A WRIT OF ERROR IS DENIED EDITORS (American News Service) Manila, P. I., Jan. 30. A writ of error was denied in the supreme court to Theodore Kalaw and Martin O. Campo, formerly editors of a newspaper, charged with publishing libelous matter against American commissioner, Dean C. Worcester. An appeal will be taken to the supreme court of the United 8tates. Washington, D. C, Jan. 30. President Taft, Secretary Knox, Justice Day and other prominent public men who were intimately associated with the late President McKlnley will be the speakers at the banquet to be given Monday night by the Ohio Society of Washington to commemorate the birthday anniversary of the martyred President. Schools, colleges, historical societies, typographical unions, editorial associations and various other organisations in many parts of the country will unite Friday In paying honor to tho memory of Horace Greely. The occasion will bo the ono hundredth anniversary of the birth of the great editor. . ' . The new British parliament will assemble Tuesday for the purpose of swearing in tho new members. One week later the session, which is expected to be one of the most momentous of recent years, will be formally opened by the King with a full state ceremony. . A special election will be held Tuesday in the city of St. Louis to decide

HONOR MEMORY OF EXECUTED RULER (American News Service) London, Jan. 30. In accordance with their custom of many years, scores of legitimist societies throughout the United Kingdom today sent wreaths to be deposited about the base of the equestrian Btatue of Charles I, in Trafalgar square, this being the 262nd anniversary of the execution of the martyr king by his rebellious subjects. IN HISTORY' upon the acceptance or rejection of the new city charter. The most distinguishing feature of the charter is the provision placing the great . majority of the city officials and employes under the civil service. Only the mayor, comptroller, president of the board of assessors and members of the council will remain as elective officers. Nearly all of the States of the Union, together with portions of Canada and Mexico, have sent exhibits to the fourth National Corn Exposition, which will be opened in Columbus, Ohio. Monday and continue for two weeks. In connection with the exposition there will be held a number of notable conferences to discuss conservation, rural life and agricultural problems. The parents may be poor and the savings small, but nevertheless there muBt be some money set aside for the child's bank account. No sacrifice of tbe parents is esteemed too great if it be for the sake of the child. And it is really wonderful how the amall savings will accumulate through the years, so that the daughter may have her marriage "dot" and the son his little start in business. The French people are the most thrifty of tbe race. It is tbe standing wonder of financiers how France was able to pay that staggering war debt imposed by Germany In 1870 in a few years. And French money tbe aggregation of tbe people' savings is today financing great enterprises tbe world over. The saving habit of the French is especially worthy of imitation in this country. Why not begin when tbe little foreigner comes Into tbe family and deposit regularly a stated sum for Its future education? The child may develop special talent And you may not be able to help it unless you begin saving early. I know a farmer who set aside the proceeds of a certain ten acre field for a aeries of years in order to send his son to college. A friend of mine religiously deposits a tenth of his Income for the education of his two children. . Another friend has taken out an endowment policy in one of the big life Insurance companies. At tbe end of fifteen years the lump sum will be available for bis girl's education. It Is not so much a matter of methods as of determination. If you are a wage earner, suppose you put into baby's bank from the day of its birth all tbe pennies that pass through your hands.
