Secretary of tho Treasury, MacVeagh is considering whether or not this government should Issue $290,000,000 of Panama Canal bonds, the remainder of the Issue authorised by congress. The suggestion was made at a cabinet meeting by the secretary and was approved by. President Taft, that the bonds. If Issued, should be offered to the In
vesting public without circulation privileges attached, and made Into demonstrations of small value. The whole question will be put up to con gress for consideration at a'later date. The outside cost of the Panama canal has been approximated at 1375,000,000. Expenses incident to work already completed and contemplated for the next several months have been met by money advanced from the general fund of the Treasury Department, with the exception of about $34,000,000 obtained by former Secretary of the Treasury, Cortelyou from sale of Panama bonds bearing Interest at the rate of 2 per cent As the remainder of the authorized bonds have not been offered for salo, the general fund of the treasury has been -drawn on to the extent of about $133,399,928, or bout $3,000,000 per month. To Cover a Deficit. It Is the present Intention of Treasury officials to relmburso tho general fund of the treasury to this extent from the sale of the remainder of the Panama bonds. This will. In part, cover the deficit In the treasury which has existed for several years. The Idea that prompted Secretary MacVeagh to ask that the circulation privilege be withdrawn from the contemplated bond Issue, Is that It would prevent an undue extension of bond secured currency, and would ensure tho maintenance at par of government bonds a ready outstanding. The step contemplated, it Is said is nothing new In financiering, and does not Involve any risk of Impairing existing obligations of the government. Furthermore. It Is contended, that If this step la taken the $730,822,130 of government bonds Issued at 2 percent would then hold their maket value. In support of the Idea advanced by Bocretary MacVeagh to withdraw the circulation privilege on these bonds, officials of the Treasury Department, who act as Mr. MacVeagh'a financial cabinet, say there Is no reason to finance the Panama canal out of the general funds' of the government. Hence there la no connection between the expenditure of funds to pay for
canal, and the country's circulating medium. Currency, it Is pointed out, Is already too redundant as Indicated by rising prices the world over. Gold Causes Increase. The general rise In prices throughout Europe and In this country, according to Information obtainable by financial experts and statlstlcans. Is due to large Increases In gold production, and In the Increased circulation of currency notes In the United States, the Immense Increases in gold production have added a great deal of additional wealth to the money supply, hence In this country and to a much less extent abroad, the money supply cannot, be controlled. Unnecessary additions to the currency of a nation can be controlled, however. If a wise administration of the .finances Is exercised by the government, says Secretary MacVeaggh. To accomplish these results. Secretary MacVeagh wants congress to give blm the necessary ' authority to issue a certain amount of Panama bonds as an experiment, and. if it should be successful, to place the whole Issue before the public In the same manner. This necessarily means that the Secretary, will have to take the responsibility of floating a big loan, which It met by the Investing public and financial Interests of the country, would atamp Mr. MacVeagh as one of the leading financiers of the administration and add considerable prestige, Ts the Republican cause in the next Presidential campaign. The National Monetary Commission, of which Senator Aldrlch la chairman, will. DELAY FOR PROJECT Proposed Park Plans Not Dropped. Pending the action of the Terrs Haute, Indianapolis and Eastern traction company, as to whether it will take a block of fifty shares of stock In the Richmond Park and Lake association, nothing is now being done by the promoters of the association here. It is expected the traction company will make Its decision within a few weeks. Business men and sportsmen in Richmond have already subscribed 233 shares of stock. The lake dream of the Commercial club will become a reality If the street car company subscribes for stock.

'Labor Legislation In Cuba. The three following bills affecting -ioor conditions in Cuba were recently introduced in the chamber of representatives: To fix the legal maximum at eight hours for all laborers In the republic who are paid a fixed salary (excluding those who do "Job" work). To repeal- article 56T of the penal code, which penalises those, who combine to Increase or decrease in a manner contrary to law (abusivamentc) the price of labor or to regulate ltt conditions. . . . - To require that 75 per cent of the laborers employed in agricultural, industrial or commercial work and 15 per cent of the apprentices in the same line shall be native or naturalized Cubans.
