To expectation of defeating the plans of the administration crowd and thereby throw the business of the association to the First National bank of llagerstown, the Insurgent policy holders of the German Baptist Trl-County Mutual Protective Insurance company at the annual meeting In the court house on Thursday.made a fight on the nominating committee's report to retain the officers of 1910 for another year. The fight within the organization It a contlmiaticn of that at Hagerstown last year when several wealthy cltlsens of t'.iut place organized the Citizens' 8tat bank. The officers of the, Insurance company were friendly toward the new Institution and transferred tho company's business to it. Inasmuch as this amounts to several thousand dollars In loans each year, the business is rather remunerative to the banking Institutions. The First National bank supporters hoped by defeating old officers to again place that company's business in that Institution, is the charge which the administration Crowd makes. ' Before and after the morning session the hundred or more policy holders whe were present gathered In small groups and caucused the situation. The administration crowd claimed that there would be no count as to the outcome, declaring not a nominee of tho Insurgents would be elected. Qf course those affiliated with the other crown felt Just the other way about the matter. The election of officers was not expected to be held before 3: SO o'clock. ( Reports of the sixteenth year of the company were . made by secretarytreasurer, Dllllng. In 1910. tho amount borrowed was $9,200, and the money raised by assessments . $17,799.03, which with other receipts and the balance in the treasury on January 1, 1M0. brought the total receipts up to

The total 'amount of insurance out Is $7,007,235, carried by 4.6(13 policy holders. The insurance company's articles of incorporation permit it to Insure for fire lightning, and cyclone damages to farm property only in Wayne, Union and Fayette counties. In this state.

The Board of Works, In a meeting this morning referred the N. D street ordinance back to council, without alteration. After an investigation yesterday the Board decided that widening the street and sidewalks would be too great a financial burden on the property holders, therefore it was decided to make no changes. The council, it is supposed, will pass the ordinance, as It adopted a resolution to uphold any action the Board decided to take. Eight fret of land at the south-west corner or Ft. Wayne avenue and D street will be condemned and the street mado wider at this point Proceedings to this effect will bo commenced immediately by the Board. Also North Third street will be widened, aeveral feet of land to be condemned on the east side of the street between the C. & O. station and North D street Tho street is so narrow here that ve
hicles can scarcely got through. Tho
resolutions were left with the engineer. ' The engineer was ordered to prepare plans tor the widening of West Main street, from Fifth street to the corporation line. The street will be widened, cement curb, gutter and side walk constructed besides macadamizing .the roadway, in case the property holders favor widening tho street

Its appearance in tho house on second reading' Wednesday, the minority members trying to encumber it with many amendments. Their efforts were as futile as were those of the Republicans In the senate. All amendments were rejected and the bill was made a special order of business for Thursday at 3 p. m., when it will be passed
by a mujority of from 17 to 20, according to how many Republicans vote with the Democrats. Upon every roll call upon amendments the Republicans secured the aid of Representatives Clore of Franklin, Iligglns of Lebanon, and Merriam of Bluff ton, all Democrats. These three are expected to "stand hitched" with the minority in the final vote upon the bill. The doubtful ones are upon the Republican side. On the motion on Wednesday made by the Democrats to shut off further amendments and send the bill to engrossment three Republicans deserted their party and voted with the Democrats. They were Crieger of llanna. Van Home of Indiana Harbor and Wider of Elkhart. Both sides claim these three upon the final vote. He Is In Hot Water. Wider is in hot water cither way. When he was elected he gave the wets of Elkhart to understand he would vote to amend the option law in conformity with the Democratic proposition. After the legislature convened he gave out an Interview in which he announced his intention to stand by his party in the matter and vote to retain the present law. "This Interview was reprinted in Elkhart papers and when Wider went home to spend Sunday he was the object of much attention, more or less polite, by the wets of Elkhart. As a result he promised to vote to amend the law. Now he is being besieged by the other side to change his mind again. In addition his colleague, Representative Troyer, a farmer of Elktfart county, is reported to have announced that

of the house.
Representative Mendenhall of Nobles vllle, Introduced an amendment providing the entire question be submitted to a referendum vote of the
people, and Representative Brown of
Monon introduced an amendment making dry territory remain dry until voted wet by elections called by the wets. Both amendments were tabled
by a vote of 57 to 43, every member of
the house voting.
Representative Oldaker, Republican
of Wayne county, offered an amendment making the county the unit where the cities are less than 8,000 population, declaring such to be the
Oregon law.
"Would you vote for the bill with that amendment in it?" asked Repre
sentative Askren, Democrat.
"Yes, sir. I wduld," promptly replied
the Republican member.
"Then I move to lay the amendment

fied his worst suspicions had been
verified. Askren's motion to table carried.
