The executive committee of the state
federation of Commercial cluba in sesalon at Indianapolis yesterday heartily ; Indorsed the proposition for the estab- " llshment of penal farms over the state a presented by Charles W. 'Jordan. secretary of the Richmond Commcr- - clal club, and unanimously adopted a resolution Instructing the legislative committee to work for the passage of the bill, now being prepared by John I Rupo of this city, upon its Introduction at the legislature. Senator Thomas E. Ellison of Fort Wayne, member of the committee, stated that .ho had In preparation a " bill of thla nature but as It did not - cover the plan as thoroughly and was
not completed, he would withdraw it : In favor of the Richmond bill. Officials Are Elated. ' Officials of the local club feel very , much elated over tho action of the federation and believe that tho work of the legislative committee will go a long way toward securing a favorable . consideration of the proposed measure. The executive committee of the federation Is composed of the president, secretary-treasurer, and thirteen directors, one from each congressional district In the state. Mr. Jordan is .director from the Sixth district. The committee also indorsed the Fleming road bill looking towards the organisation of road supervisors and other factors in road construction ' throughout the state, that the work may be systematiied to a greater extent. The legislative committee . will also work for the passage of this meastire. The commission fom of government and good roads law, which were approved at the annual meeting of the federation, held at Anderson in October, were up for further consideration. tioned, nor were the nationalities of tho spies who have,been detected, 'disclosed. , .
The report came in connection with favorable recommendation for the
passage if the Kobs&h bill providing for the arrest and imprisonment of all
persons caught In the act of Spying.
The bill was introduced at the last
session of Congress .by Captain R. P.
hlobson. It carries a penalty of a fine
of not more than $1,000 or Imprison
ment for not more than one year or both for any unauthorised person who makes maps, sketches or photographs
of anything connected with the national defenses.
If those having such documents or
drawings attempt to or do give them to a foreign Government the penalty is
10 years' imprisonment. The Courts
of the Philippine Islands are given jur
isdiction.
