AVAR SCARCE SEEN BY DISEASE GERMS Legislature Makes Appropri- ( ation for Study and to Fight Contagion.

Liberality In recommendations ot expenditures to the democratic legislature is almost unheard of, but a notablo exception Is found In tho legislative committee's approval of a grant of $20,000 more tban formerly allotted to the state board or health. Head office expenses are to be increased by $10,000, the department of drugs is to receive $5,000 beyond Its old appropriation of $15,000, and a specific appropriation for a battle against epidemics, are allowed by the committee. Whether they are allowed by the legislature remains to bee seen, but the argument for popular health is one of the strongest that can be brought upon the solons and the department will do its utmost to win the funds. "The people ask us why, and I tell them the legislature has not permitted us to enforce the laws, and then the retort by asking why the legislature made the laws or permits them to viand." he declares.
