Dr. David Starr Jordan of Leland Stanford university, who Is president of the American association retires at this meeting In favor of Prof. A. A. Mlchaelson of the university of Chicago, who Is elected for the year 1911. The first general session of the association will meet Tuesday evening in the First Baptist church in this city. The meeting will be called to order by President Jordan, who will then introduce the new president. The visiting scientists will be welcomed by Governor Eberhart. Mayor Keller of St. Taul. and W. P. Decker, chairman of the local executive committee. Response will be made by President Mlchaelson, the secrtaries will make their announcements, after which will follow the annual address of Dr. Jordan, the retiring president, who will speak on "The Making of a Darwin." The regular program of addresses and discussions will be taken up on Wednesday morning, the sessions being held at the university of Minnesota. There is a slight chance that warm winds in the upper atmospheric strata will concert this mantle of snow to a disagreeable rain, however. A moderately cold wave is coming eastward, congealing the moisture and making certain the arrival of a heavy fall of snow by mas night at the latest. (American News Service) Washington, Dec. 24. The interstate commerce commission today filed a notice calling for briefs stating the justification of the proposed advances in coal over the B. & O. Chesapeake & Ohio, and Norfolk & Western and their connections which were suspended last November 10. These briefs are to be filed with the commission by January 20, 1911. The commission today published a notice of suspension of the proposed advances in the rates on cream and condensed milk over the Erie, Penna. and other roads. The suspension is until May 1, 1911, pending an investigation. MASONIC CALENDAR

Washington, Dec. 24. Germany, in the event of a tariff war with the United States over the potash dispute would be able to seriously interfere with the manufacture of powder for the army and navy. It has developed that the war and navy departments are vitally interested in the negotiations with Germany for the removal of the tax on exported potash of the country, for the reason that potash is one of the necessary ingredients of powder.
