Fedsrej HcsKh Facilities Are Inadequate to Deal with the Plague. TOURISTS WAY BRING IT ' " essaessis ORIAD OltlAtC It NOW WAGING . IN VARIOUS PARTS OF EUROPE DANGER PROM HEALTHY AMERICANS.
(American Nws Service.)
Washington, Sept. 30. The spread of Asiatic cholera from Russia, where
0.000 cases are reported. Into Cer
many and other countries of Europe,
baa caused the government to re
double the precautions taken at the
port of New York, and has again dl
rected attention to the Inadequacy of our national facilities for combatting
an assault of cholera or plague
The port doctors are able to exclude any person showing smyptoms of
cholera, but the real danger Is from
healthy Americans, returning from
abroad, and from robust Immigrants,
who easily pass the quarantine, but who may, nevertheless, carry enough
cholera germs In their bodies to pol
lute the rivers of a whole state.
' "Excretions during an epidemic or
among persons coming from an Infect
ed region are dangerous, says Pro
fessor Chantemesse. of the French
Academy of Medicine In a dispatch
regarding the outbreak In Europe, "These excretions contain specific ml
crobes In large quantities. They may contaminate wells and springs. Whole riven may become contaminated in
tbia way, and 'When, by any means,
this polluted water finds Itself In the digestive tube, the cholera microbe
finds a new home and multiplies." . What Roosevelt Said. The possibility of an act by con
grass at tbn next session to give better protection against an outbreak of aa epidemic In this country by stopping the pollution of Interstate waterways la which excretions are dumped is foreshadowed by the recent remarks of Col. Roosevelt In speaking of
putting' sewage into the Great Lakes:
"We claim to be a civilized people,
California was finally declared. by the official of the public health and marine hospital ' service at Washington,
but this resulted In activities on the
part of the California commercial In
terests to have the marine hospital service suppressed through the secretary of the treasury. In which department the public health : and marine hospital service. Is now - placed. A false' case was proved, so Senator Ow
en says, and it was made to temporarily stand as the truth before the country furnishing evidence and "proving that there was no bubonic
plague in San Francisco. In actual fact, however, bubonic plague was fhere In sober truth, as has since been proven. ' .
. The point Senator Owen emphasizes is that this bureau of public health, the public health and marine hospital
service, was not strong enough to stand up against the power of a state
demanding that its commerce should not be Interfered with by publishing of the full tri'th of the presence of the pi a g life to warn people against It. Commercialism triumphed over the interests of the public health because the agencies of the public health were too weak. Senator Owea believes, therefore, that the public health and marine hospital service should be taken out of the department of the treasury, and put la a department devoted to healt'j subjects, co-ordinating In this department all the ether existing health agencies of the government

MADE NEW WORLD RECORD
AND INCIDENTALLY WON PURSE
OF $10,000 WHICH HAD BEEN OFFERED BY A NEWSPAPER IN
CHICAGO.
(American News Service.) '
Springfield. Ill, Sept. 30. After es
tablishing a new world's record for a continuous aeroplane Journey. Walter
K. Brookins, standing beside his aeroplane at Springfield today described sensations he experienced on his 1S7
mile flight from Chicago to Spring
field, which won for. him a $10,000
cash prize and world wide fame as
the greatest of aviators. As the dar
ing youth talked, he was preparing
the big Wright biplane for exhibition flights to be rp?.de here today.
"It was nn awful trip. he said, "but
I'd do it again. It was one long battle with the wind, with never a letup. Often the machine was jumping up and down to such an extent that I had a hard time keeping it balanced. . I never had any trouble all the way. I could easily tell my route and it was a
snap to keep the train in view. I wish I could have had the wind to my back. I could have made some real time
yesterday. The mechanism of the bi
plane worked all right all the time.
"Had I been able to carry sufficient
fuel and oil, I could have accomplish
ed a really continuous flight with ease.
Brookins . flight gave him a clear
right to the title of world's greatest aviator.- He surpassed by seven miles the former world's distance record, 180 miles, made by Lou's Paulhan on April , 28, J.910, when he flew from London to Manchester.
Wilbur Wright was rubbing his
hands- gleefully at Springfield.
"There isn't much to say," said Mr.
Wright in discussing the flight
Brookins made the distance, as we
believed he would from the .start. The way to do these things Is to act and not talk about them. Our biplane did the work." . '
